Paul Case, 1223 East Front Street, opposed the Conditional Use Permit. Gordon Sukert stated that the proposed concrete building would dampen any noise, and that the spray booths will meet Code requirements. Work is done by appointment only; however, the estimates are done by drop-in. There would be no backlog of cars on the site. James Pollard, representing the Church of Christ, read a letter opposing the proposed use for the following six reasons: (1) Noise, (2) paint odor, (3) dust, (4) parking impacts, (5) building up to side property lines, and (6) the concerns of the neighbors. Denise Dimmel, 1218 Georgiana, resident north across the alley, opposed the use because it would increase noise and create a traffic hazard for small children in the area. Dennis Alwine, 1234 East Front Street, supported the use if adequate conditions could be attached. Chairman Glass closed the public hearing. Ms. Ross moved to recommend approval of the proposed Condi- tional Use Permit, subject to the following conditions: 1. There may not be any excessive noise before 7 AM or after 9 PM. . 2. Ms. Ross moved to recommend approval of the proposed reduc- tion from the required 16 off-street parking to a total of 12 spaces, contingent upon a submitted parking plan meeting the Public Works Department requirements.
