MINUTES PLANNING COMMISSION Port Angeles, Washington 98362 August 18, 1993 (Special Meeting) 7:00 P.M. I. CALL TO ORDER Chairman Winters called the meeting to order at 7:05 P.M. II. ROLL CALL Members Present: Linda Nutter, Bob Philpott. Bob Winters and Carl Alexander. A PPRO V AL OF MINUTES Commissioner Philpott moved to approve the minutes of the August 11. 1993, meeting of the Planning Commission with corrections to page 12. (last paragraph) to indicate Mr. Philpott's statement that there is commercial zoning two (not three) lots deep on "C" Street; a notation that the vote on approval of the minutes was 6-0 not 6-1; and editorial rewording of the second paragraph on page 3. Commissioner Nutter moved to approve the minutes as corrected. Commissioner Philpott seconded the motion which passed unanimousl y. IV. PLANNING STUDIES ST A TE ENVIRONMENTAL POLICY ACT WORKSHOP II: Brad Collins presented a State Environmental Policy Act (SEPA) regulations outline. Discussion followed. The Commission took a lO-minute break at 8:45 pm. PUBLIC PARTICIPATION DISCUSSION: Discussion occurred on public participation and various methods to encourage more public participation. Staff person Sue Roberds was commended by the Planning Commission for her attention to posting sign requirements and maintenance of the City's signs above and beyond the call of duty. . . . Commissioner Winters indicated that a thorough pre-application process is more important than ever. v. COMMUNlCATIONS FROM TIlE PUBLIC None. VI. STAFF REPORTS Dave Sawyer reported that he had just come from a County Planning Commission meeting on the proposed urban growth areas. The County continued that public hearing to September 1, 1993. VII. REPORTS OF TIlE COMMISSION Commissioner Nutter asked for a report updating policy on farmers' markets and on organizer contacts for same. Commissioner Alexander indicated that the farmers' market policy should be related more to parking lot activity regulations in the City's parking ordinance than to the zoning code, because of the temporary nature of the use activity. Commissioner Alexander reported on the status of the Capital Facilities Committee priorities, policies and fmancing and on the Growth Management Advisory Committee's meeting with the County on joint planning. Brad Collins reported that the City Council had passed a resolution establishing a Shoreline Advisory Committee that needs appointments by the Planning Commission of four members to represent industrial, commercial, environmental and general citizen interests in shorelines. Long range meeting agendas for September 15th and 22nd were discussed and it was decided that if the Capital Facilities Committee work is not ready, the meetings will not occur. Vill.
