II ROLL CALL Members Present: Jerry Cornell, Ted Puckett, Todd Holm, Richard Anderson, Lorraine Ross, Brad Banner Members Absent: James Hulett Staff Present: Paul D. Carr III APPROVAL OF MINUTES . Mr. Anderson moved to approve the August 10th minutes as submitted; Mr. Holm seconded, and the motion passed unanimously. IV COMMUNICATIONS FROM THE PUBLIC None. V PLANNING STUDIES Commercial Rezoning The Commission and Mr. Carr discussed the General Commer- cial Zone. The Commission suggested changing wording "such as" to "including but not limited tou. Mr. Carr explained that the attorney would be providing assistance in those types of issues. Following a discussion of the problem of altering single-family homes in commercial zones, the Commission decided to allow some alteration to single-family homes in commercial zones, but not to permit single-family residences outright. . During the discussion of the proposed Commercial Arterial Zoning, the Commission requested the Staff clarify the language concerning landscaping and setback areas, specify in greater detail planting size and screening . '. . PLANNING COMMISSION August 24, 1983 Page 2 materials and investigate restricting access to alleys. Following the discussion, the Planning Commission set a public hearing for the September 28th meeting to consider adoption of the proposed Commercial Arterial Zoning District. Mr. Carr illustrated the proposed stair-step height restrictions in the proposed Downtown Commercial Zone. The Commission decided to use that approach and directed the Staff to consider requiring north-south orientation and providing additional flexibility in the height regulation. The Commission also decided to study the drive-in facility prohibition in more detail, and retain the requirement that at least 50% of the front property line be abutted by a building, but clarify the language. VI STAFF REPORTS Shoreline Rehabilitation Plan Mr. Anderson moved to set the September 28th meeting for a public hearing on the proposed Shoreline Rehabilitation Plan. Mr. Holm seconded the motion, which passed unanimously. Mr. Carr inquired if the Commission wanted to consider allowing some medical-related retail in the OC Zone near the Hospital as a Conditional Use Permit. The Commission directed Staff to provide language to that effect.
