PLANNING COMMISSION Port Angeles, Washington August 24, 1988 I CALL TO ORDER Chairman Wight called the meeting at 7:07 P.M. II ROLL CALL Members Present: Jerry Glass, Larry Leonard, Jim Hulett, Jerry Cornell, Donna Davison-Ness, Dick Wight Bob Philpott. Members Absent: staff Present: Paul D. Carr, otto Miller. III APPROVAL OF MINUTES . Mr. Cornell moved to approve the minutes of the August 10, 1988, meeting as written. Mr. Leonard seconded the motion, which passed unanimously. IV PUBLIC HEARINGS ADULT RESIDENTIAL CARE FACILITIES [CONGREGATE CARE]: Regulation of adult residential care facilities in residentiallv zoned areas of the city. Mr. Miller reviewed the proposed legislation, including a brief history of the process. The Planning commission and staff discussed a number of issues on the draft legislation. Chairman Wight opened the public hearing. Mary Jo Porter congregate care ordinance. of Tacoma, facilities, business person involved expressed support for in the Bill Folden, nursing home operator, asked why the densities were set so low for nursing homes. He noted that his current nursing home would need additional land to meet the proposed regulations. The Commission discussed a number of issues regarding density. . Mr. Folden also raised a question about the minimum age requirements of 62 years. Staff explained that 62 was the most commonly encountered minimum age at other communities. The Commission noted that spouses could be younger. Following including further discussion on the proposed the minimum age requirements, the ordinance, densities, . . . PLANNING COMMISSION August 24, 1988 Page 2 comparison between nursing home, congregate care facilities and boarding homes, Chairman Wight closed the pUblic hearing. In direct response to a question from the Commission, Ms. Porter noted that the proposed densities are appropriate for congregate care facilities in Port Angeles. Larger cities, such as Seattle and Tacoma could have higher densities. Mr. Cornell moved to recommend adoption of the proposed ordinance, with the following change to the requirement for nursing homes: An increased density of 1,500 square feet of lot area for each additional patient above four patients be required, rather than 2,000 square feet. Ms. Davison-Ness seconded the motion, which passed unanimously. V PLANNING STUDIES Mr. Carr distributed a memo on long-range planning issues. The Commission decided to discuss the issue at the next long-range Planning commission meeting. VI COMMUNICATIONS FROM THE PUBLIC None. VII STAFF REPORTS Mr. Miller noted that there were some loose ends to address regarding boarding homes throughout the zoning Ordinance. The Planning Commission decided to investigate the loose ends on boarding homes at the next meeting. Staff would prepare background information. VIII REPORTS OF COMMISSIONERS Ms. Davison-Ness suggested a chalk-board for the next long- range planning session. Following a brief discussion, the Commission decided to meet in one of the other conference rooms for long-range discussions because it may be more conducive to such discussions. Mr. Cornell reported the Council's actions on the previous Planning Commission recommendations. The Commission discussed ways to improve public notifica- tion. . . . PLANNING COMMISSION August 24, 1988 Page 3 Mr. Hulett inquired as to a possible update on the Daishowa proposal. Mr. Carr noted that the Attorney was investigat- ing the most appropriate method to provide such information and comply with the appearance of fairness regulations. Mr. Hulett also inquired as to treatment of storm water runoff in the Grant and Porter street areas of the city. IX ADJOURNMENT The meeting adjourned at 9:15 P.M. c~ Paul D.
