Marine Drive: Proposal to improve the Mill's storm water runoff collection system. 2. CONDITIONAL USE PERMIT - CUP 94(08)06 . PORT ANGELES SCHOOL DISTRICT NO. 121. 348 East Park Avenue: A conditional use permit to allow the conversion of a single-family residential structure to be used as an alternative classroom in the RS-7, Residential Single- Family District. 3. ZONING CODE AMENDMENT - ZCA 94(08)05 . FIRST PRESBYTERIAN CHURCH. Commercial Residential (CR) Districts. City-wide: Amendment to the Port Angeles Municipal Code and the City's zoning regulations which would permit occasional use of Church facilities for transitional and temporary housing for homeless and/or displaced persons. 4. CONDITIONAL USE PERMIT - CUP 94(08)07 - CITY LIGHT. West of Golf Course Road between Melody Lane and Woodhaven Lane: Request for a conditional use permit to allow a power substation in the RS-9, Residential Single-Family District. (This item will be continued to September 14, 1994, in order to process a prior wetland permit.) ADJOURNMENT All correspondence penaining to a hearing item received by the Planning Department at least one day prior to the scheduled hearing will be provided to Commission members before the . hearing. PUBLIC HEARING PROCEDURE: Spokesmen for the proponents and opponents will be given an opportunity to speak to the request. Information submitted should be factual, relevant and not merely duplication of a previous presentation. A reasonable time (10 minutes) shall be allowed the spokesman; others shall be limited to short supporting remarks (5 minutes), Other interested parties wilt be allowed to comment briefly (5 minutes each) or make inquiries. The Chairman may allow additional public testimony if the issue warrants it. Brief rebuttal (5 minutes) for proponents and opponents will be heard separately and consecutively with presentation limited to their spokesman. Rebuttal shall be limited to factual statements pertaining to previous testimony. Comments should be directed to the Board, nol the City Staff representatives present, unless directed to do so by the Chairman. . . . . MINUTES PLANNING COMMISSION Port Angeles, Washington 98362 August 24, 1994 7:00 P.M. I. CALL TO ORDER Chair Campbell called the meeting to order at 7:05 P.M. II. ROLL CALL Members Present: Orville Campbell, Tim German and Bob Winters. Members Excused: Linda Nutter, Cindy Souders, Bob Philpott. Staff Present: John Jimerson, Brad Collins. Public Present: Pat Downie, Skip Berquam, Robert Linkletter, Rosalee Doty, Dean Reed. ill. APPRO V AL OF MINUTES Chair Campbell noted that due to the lack of a quorum, the Commission would dispense with the approval of the minutes until the next meeting. IV. PUBLIC HEARINGS Chair Campbell noted that there is not a quorum, and therefore, the Commission could not take action on tonight's applications. A special meeting is set for Wednesday, August 31, in the City Council Chambers to consider items on tonight1s agenda. He indicated that the public hearing will be opened for people that came to testify tonight that cannot be here on the 31 st to testify. SHORELINE SUBSTANTIAL DEVEWPMENT PERMIT - SMA 94(08)144 - DAISHOW A AMERICA CO., LTD: Proposal to improve the Mill's storm water runoff collection system. Chair Campbell offered to step down from the hearing for appearance of fairness reasons should anyone object his participation. There were no objections. Chair Campbell opened the public hearing. Chair Campbell asked the applicant if he had any problem with continuing the hearing to August 31, 1994. The applicant indicated from the audience there would be no problem. . . . Brad Collins indicated that in order to meet notice requirements for this application, the meeting had been rescheduled for September 14, 1994. The applicant, City Light. was not present tonight, as they were informed the hearing would be continued. . . '.
