II ROLL CALL Members Present: Lorraine Ross, Ted Puckett, Jim Hulett, Jerry Glass, Donna Davison Members Absent: Gary Cissel James Hallett Staff Present: Paul D. Carr, Dan VanHemertr Gary Braun III APPROVAL OF MINUTES Ms. Davison moved to approve the minutes of the August 14, 1985r meeting with a change in the second condition of the Sukert Conditional Use Permit, noting that the condition prohibited parking in the alley right-of-way, not access from the alley. Ms. Ross seconded the motion, which passed 4 - 0, with Mr. Hulett abstaining. IV PUBLIC HEARINGS Rezone Hearing - DelHur, Inc. Request to rezone a parcel of property slightly over 2 acres in size from RS-9, Single-Family Residential, and ACD, Arterial Commercial District, to RMF, Residential Multi-Family District. Location: Just east of the Plaza Shopping Center, south of Highway 101 East. (Continued from 8-14-85.) Mr. VanHemert reviewed the Department Report. Chairman Glass opened the public hearing. Gretchen Miller of NTI-Clark & Associates, representing DelHur, said that a rezone to mUlti-family would be appro- priate because the area was close to shopping, the Golf Course and Highway 101. She noted it has necessary munici- pal services, direct access to Highway 101 and utilities. The Commission discussed sewer and water capacities in the area. Neal Peisley explained that he proposes to use the property for senior citizen housing. Chairman Glass closed the public hearing. PLANNING COMMISSION September 11, 1985 Page 2 . Following further discussion, Mr. Hulett moved to recommend rezoning the property to RMF because it is removed from the Commercial "T" and multi-family would be an appropriate use, achieve Land Use Objective No. 1 and comply with Residential Policy No. 18. Ms. Ross seconded the motion, which passed S - o. Street Vacation Hearing - J. G. Norton. Request to vacation a portion of Washington Street abutting Lots 8 and 9, Block 51 Green's Belle View Addition. Location: East of the 2/3 alley, west of Golf Course Road, north of house at 1802 East Second Street. Mr. VanHemert reviewed the Department Report. Glass opened the public hearing. Chairman Mr. Norton was available for comments. closed the public hearing. Chairman Glass Ms. Ross moved to recommend vacation of the street right-of- way, citing the following findings: 1. The right-of-way is unimproved and there are no utilities in it. . 2 . Since the balance of Washington Street has previously been vacated, vacation of the subject right-of-way will not affect the street system in this vicinity. 3. The vacation will add property to the tax rolls and be in the public interest. Ms. Davison seconded the motion, which passed 5 - O. Rezone Request - Haley/Steward. Request to rezone approximately 14,000 square feet from RS-7, Single- Family Residential, to OC, Office Commercial. Location: Northwest corner of Seventh and Race Streets. Mr. Carr reviewed the Department Report. Chairman Glass opened the public hearing. . Tim Haley displayed a land use map, indicating that there was less than SO% residential uses on Race Street and that it is a heavily traveled arterial. Commercial is the most appropriate use of Race Street and the proposal complies with Commercial policies 1, 3 and 18. John Halberg, an appraiser, noted the increase in traffic is a good reason for the change in use. Bob Steward stated that he proposes to build a dentist's office at the location. Chairman Glass closed the public hearing. . . . PLANNING COMMISSION September 11, 1985 Page 3 Ms. Ross moved to recommend rezoning the property to Office Commercial because it is adjacent to an existing Office Commercial Zone, near the Eighth and Race CSD-Cl commercial zone, and compatible with the abutting uses. Mr. Puckett seconded the motion, which passed 5 - O. V COMMUNICATIONS FROM THE PUBLIC None. VI STAFF REPORTS Mr. VanHemert took a head count of the people that would be going on the housing tour of Olympia on Saturday, September 21st. . Mr. Carr reviewed the proposed Harbor Plan. VII REPORTS OF COMMISSIONERS Mr. Hulett inquired about the landscaping on First Street between Oak and Laurel on the south side. VIII ADJOURNMENT The meeting adjourned at 10:0S P.M. ~aA~ D.
