HomeMy WebLinkAboutMinutes 09/19/1961 ~ ~ .. Minutes of the regular meeting of the Port Angeles Planning Commission September 19, 1961. Members present were Hunt, MCGee, Driscoll and Strange. Also present was City Engineer John Warder. Minutes of the previous meeting were read and approved. Present at the meeting was Mr. John S. Key, owner of Tract No. 23 of Alderwood Acre Tracts. Mr. Key's request was for permission and approval of his plan to devide tract No. 23 into four building sites, each one of which would have an area of 7,192 square feet and to dedicate a 20 foot alley along the north side of the tract as an entrance to and from the property. It is his intention to so place the houses he proposes to build, to allow room for a turn around for automobiles on each lot. This being the first request for division of property in this area and realizing there will be more to follow, the Commission defered action until next meeting to allow time for study. The petition of John E. Eppersom and others for the vacation of the alley in Block 36, Fogerty & Dolans Addition was again brought up for con8ideratio~ Chairman informed the Commission that he had been informed by Mr. Tyler Moffett, City Attor~ey, that the statutes governing plats at the time this block was surveyed and laid out provided that if no use were made of streets or alleys for a period of five years, by improvement etc., the alley or street as the case may be reverted to the abutting property owners. This being the case, no action by the Commission is necessary as there is in fact no alley to be considered. . Next item for consideration was the ptition of Mr. Dan Brakus & Mr. Joe Segulin ~o open up and grade the alley in Block 8 of Fogerty & Dolans AddTn. Again the Chairman informed the Commission that Mr. Moffet had advised that the west end of this alley, near Cherry Street, had been legally vacated and could only be opened by the City by exercising their right of Eminent Domain and condem the property. It was the unanimous decision of the members present that the urgency of the matter was not as to justify such action and recommend to the Council the petition be denied. The ~tition of Milo Wetherald and Duncan Campbell for the vacation of a portion of Eunice Street North of 8th Street to the Peabody Gulch was next brought up for consideration. It was pointed out these property owners were making use of the property at present and pursuing the policy of opposition to the vacation of streets and alleys, it was unanimously agreed that the Commission recommend to the City Council that the petition be denied. . Next item was consideration of a petition of Mr. Sydney Tozier and others for the installation of a traffic light control at the intersection of Marine Drive and Tumwater Truck Route. Atraffic count conducted by the Police Department and given to t he Commission by Police Chief Harry Kochanek covering the traffic in 24 hour periods of the various streets involved was studied. While the count showed an impressive number of cars and trucks on both Marine Drive and Tumwater Route, being 5,548 on Marine Drive : and 21256 on the Truck Route, the Commission felt that more information should be ga~hered especially an hourly count made to show the peak hours. It was ~urther suggested that some more or less experts advice should be sought ~ ~ ~ . - . ~ ~ Minutes of the regular meeting of the Port Angeles Planning Commission September 19, 1961 continued. before any installation should be made. it was further felt a stop light at this intersection could well cause more inconvenience than relief. It was proposed that the Commission begin a study on zoning regulations governing the new area just annexed to the sould side of the City. Thfs and other changes in zoning should be completed in the near future in order that a supply of new zoning ordinance pamphlets maybe printed as present supply is exhaused.
