II ROLL CALL Members Present: Patrick Downie, Jerry Cornell, Richard Anderson, James Hulett, David Brewer, Mickey Ranta Members Absent: Richard H. Wight Staff Present: Paul D. Carr, Dan VanHemert, Gary Braun, Larry Glenn III APPROVAL OF MINUTES . Mr. Anderson moved to approve the minutes of September 8, 1982, as submittedi Mr. Brewer seconded the motion, which passed unanimously. IV HEARINGS Chairman Ranta moved item No. 2 to No. 1 on the agenda. STREET VACATION HEARING - OLYMPIC MEMORIAL HOSPITAL. petition to vacate the westerly sot of Columbia Street between Blocks 3 and 4, PSCCi and to vacate the westerly 50' of the Columbia/Caroline alley in Block 4, PSCC. Location: Columbia Street and Columbia/Caroline alley, immediately east of Olympic Memorial Hospital. (Continued from September 8, 1982.) . Mr. VanHemert reported that the Hospital had requested another continuance. Following a brief discussion, Mr. Downie moved to continue this application to October 13th, per the request of the Applicant, and directed the Planning Department to write a letter to the Hospital conveying the Commission's concern with the delays, and further requesting the Department be notified on the Friday before the meeting if an additional continuance was going to be requested. Mr. Anderson seconded this motion which passed unanimously. PLANNING COMMISSION September 22, 1982 Page 2 . SHORELINE MANAGEMENT HEARING - BETTING. Application for a Shoreline Substantial Development Permit for establishment of a shoreside storage and supply facility/fuel yard. Location: West of Tumwater Street, south of Marine Drive, north of Third Street. (Continued from September 8, 1982.) Chairman Ranta opened the public hearing. Mr. Carr dis- tributed the Department Report and briefly reviewed the proposal, and then introduced Fire Chief Glenn to ex- plain the differences between combustibility and flam- mability of petroleum products. Chief Glenn then presented a demonstration of flammabil- ity versus combustibility using matches, motor oil, die- sel oil, and a mixture of gasoline and motor oil to simu- late crude oil. The simulated crude oil would ignite and burn when a lit match was passed over the surface, where- as the motor oil/diesel oil mixture would only burn after a lighted candle or a match was held under the oil to heat it up and then a lit match was passed over the sur- face. . Homer Frazier addressed the comments he raised to the De- partment of Ecology during the environmental review. Louie Torres raised questions about the fire hazard of the facility. Clay Betting responded to Mr. Frazier's comments, noting in response to one question that the berths at the Port docks would not exceed a draft of 35 feet or a length of 900 feet. Chairman Ranta closed the public hearing. Mr. Anderson moved to continue this matter to the October 13th meeting. Mr. Hulett seconded the motion, which passed unanimously. V COMMUNICATIONS FROM THE PUBLIC None VI STAFF REPORTS Amendment to By-Laws. Mr. Brewer moved to amend the By-Laws, changing the place of the regular meetings of the Planning Commission to the County Courthouse. Mr. Anderson seconded the motion which passed unanimously. . Commercial Zoning. Mr. Carr reported that there would be no Commercial Zoning Report at this meeting. PLANNING COMMISSION September 22, 1982 Page 3 . VII REPORTS OF COMMISSIONERS Mr. Downie: Expressed interest in a meeting with the City Council before the end of the year and on a quarterly basis thereafter. Messrs. Cornell, Anderson and Hulett: Nothing. Mr. Brewer: Concurred with Mr. Downie and felt the dates should be established in advance; and further noted that cancellation of hearings should be forwarded to the news media as soon as possible. Also, he has not heard the August 25th tapes on the Betting SMA. Chairman Ranta: Stated that the Courthouse was not totally accessible to the handicapped because there was not a ramp to the Commissioner1s dais; and cut out space was needed.
