MINUTES PLANNING COMMISSION Port Angeles, Washington 98362 September 22, 1993 7:00 P.M. I. CALL TO ORDER Vice-Chair Souders called the meeting to order at 7:00 P.M. II. ROLL CALL Members Present: Linda Nutter, Cindy Souders, Orville Campbell, Carl Alexander, Bob Philpott Members Excused: Bob Winters Members Absent: Roger Catts . Staff Present: John Jimerson, Brad Collins arrived at 8: 10 P.M. Public: Dave Milligan, Louise Meyer, Jack Glaubert, Brian Jones, Gordon Phares. ill. APPROVAL OF MINUTES Commissioner Nutter moved to approve the minutes of the September 8, 1993. meeting of the Planning Commission noting on page 1 that Commissioner Campbell was appointed to the Land Use Committee and Commissioner Souders to the Steering Committee. A typographical error was also noted for the word "modified" in Finding No.1 on page 3. The motion was seconded by Commissioner Alexander and passed 5-0. IV. INTERVIEWS FOR SHORELINE CITIZEN'S ADVISORY COMMITTEE (SCAC) The Planning Commission conducted interviews of candidates for the Shoreline Advisory Committee from 7: 15 PM to 8:40 PM. After completion of the interviews, the Planning Commission selected Brian Jones (Industrial), Gordon Phares (Commercial), Louise Meyer (Environmental) and Jack Glaubert (General Citizen). The Commission took a break at 8:45 PM and reconvened at 8:55 PM. '. V. PLANNING STUDIES Brad Collins indicated that the City Council asked the Planning Commission to reconsider the possibility of establishing a hearing examiner system. The purpose in bringing it back to the . . . Planning Commission Minutes September 22, 1993 Page 2 Planning Commission is to ask if the Commission wants to pursue the idea. There was discussion on the how such a system would work, with Mr. Collins noting that the scope and authority of the hearing examiner can be decided based on the City's needs. After some discussion, it was the consensus of the Planning Commission that they did not want to consider any proposal. Reasons included the additional cost, the importance and complexity of the decisions that are being made should be made by the Commission, the Commission is able to put seven heads together to develop a good decision, and the City does a superior job with its' citizen involvement in planning activities and that should be protected. VI. COMMUNICA TIONS FROM THE PUBLIC None. VD. STAFF REPORTS Brad Collins explained that ordinances from Olympia and Port Townsend which deal with farmers I markets have been provided for informational. purposes. Discussion followed related to alternative locations for the farmers' market and how parking ordinance provisions may affect the use. It was concluded that temporary use provisions for parking lot activities can be revisited when the City conducts a more comprehensive review of the parking ordinance. The Planning Commission is scheduled to review the ordinance at their long range meeting in October. Brad Collins said pursuant to Commissioner Philpott's request, he visited the recycling facility on Second Street and saw no outdoor storage of materials at that time. Vill. REPORTS OF THE COMMISSION Commissioner Alexander asked for an update on the Domino's Pizza parking situation. John Jimerson responded that the need for a new variance was precluded by adjusting hours of operation and making use of the shared parking provisions of the parking ordinance. Commissioner Nutter asked for an update on Rico's parking. John Jimerson said that the owner was placing tables outside the north end of the building on the north end and restriping the parking lot to meet the minimum parking requirement.
