II ROLL CALL Hemhers Present: Jerry Glass, Jim Hulett, Mike Lemon, Dick Wight, Bob Philpot, Donna Davison-Ness Members Absent: Ted Puckett Staff Present: Paul Carr, Otto Miller III APPROVAL OF MINUTES - Meeting of September 9, 1987 Jim Hulett moved to approve the minutes as written. Jerry Glass seconded the motion which passed 5-0 with Donna Davison-Ness abstaining. IV PLANNING STUDIES 1. Retail Stands: Otto Miller reviewed the cover memo and initiated the discussion on the latest revisions to the retail stand ordinance. In response to a question, Paul Carr explained that fireworks stands are regulated by a separate ordinance. The Commission, staff, Jerry Cornell, Suzette Calleja and Larry Leonard discussed the draft ordinance at length. During the discussion, Jim Hulett moved to recommend that retail stands be allowed in all commercial districts. Donna Davison- Ness seconded the motion which passed 5-1, Dick Wight voting uNo". Jim Hulett moved to not allow retail stands in the PBP Zone. Dick Wight seconded the motion which passed 5-1, with Bob Philpot voting "No". Jim Hulett moved to not allow retail stands in industrial zones. Donna Davison-Ness seconded the motion which passed 5-1 with Bob Philpot voting "No". Jim Hulett moved to add a new condition "N" to section .050 allowing retail stands in the PBP zone containing the Courthouse and the City Hall complex and the abutting rights-of-way. Jerry Glass seconded the motion which passed 6-0. . . . PLANNING COMMISSION September 23, 1987 Page 2 Donna Davison-Ness moved to allow retail stands in parking lots. Jim Hulett seconded the motion which passed 5-1 with Dick Wight voting "No". The Commission then directed the staff to determine the "grandfather" rights that would apply for the Weenie Wagon even though it was a conditional use. The Commission also requested staff to incorporate some of the requirements for a retail stand in a parking lot from the Parking Lot Activity ordinance. Dick Wight moved to set a public hearing for the second meeting in October. Jerry Glass seconded the motion which passed 6-0. 2. Bed and Breakfast Establishments. This item was set for the next long range meeting. v STAFF REPORTS At the request of staff, the Planning Commission moved the November 11, 1987, meeting to November 18th to avoid a holiday. Paul Carr noted that staff had completed a transcript of the Raab hearing and would be preparing the information for Commission review. He also noted that a stoplight was going to be installed at Race & Boulevard and the paving on Marine Drive and the railroad tracks was being initiated. VI REPORTS OF COMMISSION MEMBERS Jim Hulett noted the letter to Muriel Lyons in the paper. Paul Carr noted that staff had sent a letter to Mrs. Lyons as requested by the Commission. He also distributed the second letter written in response to Mrs. Lyons' Tuesday night letter to the editor. VII COMMUNICATIONS FROM THE PUBLIC None.
