PLANNING COMMISSION Port Angeles, Washington September 24, 1986 I CALL TO ORDER Chairman Glass called the meeting to order at 7:00 P.M. I I ROLL CALL Members Present: Mike Lemon 1 Ted Puckett, Jim Hulett, Jerry Glassl Dave Burns, Gary Cissel, Donna Davison. Members Absent: None. Staff Present: Paul D. Carr, Dan VanHemert III APPROVAL OF MINUTES Ms. Davison moved to approve the minutes of the September 10, 1986, meeting as submitted. Mr. Cissel seconded the motion, which passed 6 - 0, with Mr. Puckett abstaining. IV PUBLIC HEARINGS CONDITIONAL USE HEARING - ESTHER WEBSTER PINE ART CENTER. Request for a Conditional Use Permit to allow a fine art center to locate in the RS-7, Single-Family Residential District. Location: 1203 East Eighth Street. (Continued from September lQ,1986.) Mr. Carr reviewed the Department Report. Chairman Glass opened the public hearing. Bruce Beanl 1127 E. 9th Street, stated that the area already has several institutional uses including a school nursing home 1 community college, and a theater The 8/9th alley has a dangerous intersection with Jones Street. A "No Parking" sign should be installed on Jones Street. Jean Hordyk, 1122 E. 9th Street, asked if the parking lot could be located on the west of the property or jointly with the theaterlrather than beside the water reservoir. Lou Pohl, 1121 E. 9th Streetl supports the Fine Art Center but does not want further improvement to Jones Street because people who do not live in the area are already parking there. Sharon Targett, 1133 E. 9th Streetl requested that Jones Street not be paved because it will encourage curbside parking by people going to the Fine Art Center. Mac Ruddell, 1134 E. 8th Streetl requested that Jones Street not be fully improved because it will increase traffic in the area and PLANNING COMMISSION September 24, 1986 Page 2 . encourage on-street parking. He noted that the location of the Fine Art Center and the length of Jones Street are unique in the City and thus will not establish a precedent if the street is not fully improved. Jim Targett supports the Fine Art Center and the parking lot, but requests that Jones Street not be improved. Following further discussion, Chairman Glass closed the public hearing. Mr. Burns moved to recommend approval of the Conditional Use Permit for the Fine Art Center and associated parking, subject to the following conditions: 1. The parking lot layout and landscaping shall be as shown in the attached site plan. Parking lot lighting shall be directed away from the residential areas by shading or similar devices. Significant revisions to the layout will require revision to the Permit. 2. The days and hours of operation be Thursday, Friday and Saturday from 11 AM to 5 PM for the general public with occasional City use for approximately seven meetings per year with approximately 20 people or fewer. Significant increases from these hours and days or other uses will require revision to the Permit. . 3. The City install "No Parking" signs on the east side of Jones Street. 4. Jones Street not be improved to 28-foot width between the Boulevard and the 8/9 alley, except for the installation of a curb or other design element that separates the proposed parking lot and landscaping from the street, and a barrier across the existing driveway to the Fine Art Center. He cited the following findings: A. The proposed Fine Art Center is located at a unique site with panoramic views and sufficient area (approxi- mately 4 acres) of naturally wooded and landscaped grounds 1 for existing and future parking needs to enable the area to be adequately buffered from adjacent residential uses. B. With the attached impacts should be residential uses. conditions 1 compatible traffic and activity with the existing . C. With the attached conditions, the proposed use would be a benefit to the entire community. PLANNING COMMISSION September 24, 1986 Page 3 . D. Given the steep slope on the north, the short distance of Jones Street from Lauridsen Boulevard to the 8/9 alley, the local access nature of Jones Street, the potential to discourage parking on Jones Streetl the alternative access to the Center through the parking lot, lack of identified public benefit from full improvement to Jones Street, and the potentially detrimental impacts to the local community as expressed during the public hearing process if the street is fully improved, it is in the best interests of the community to not pave or widen Jones Street to 28 feet at this time. Jim Hulett seconded the motion which passed 7 - o. V PLANNING STUDIES 1. OCl Office Commercial District . Mr. VanHemert reviewed the current 1986 Commercial Land Use Inventory Map and the 1973 City-wide Land Use Inventory Map, explaining the trends and differences over that 13-year period. General consenses of the Commission and staff was that the commercial districts appear to be in-filling significantly in the last few years. The Commission decided to expand the consideration of the Office Commercial rezone around Lincoln Street to include general commercial. Race Street, Eighth Street and "C" Street would be included in the Office Commercial Study. Staff will prepare additional information for the next long-range meeting focusing upon demand issues. 2. Discussion of September 9, 1986, Short Plat Tour and Short Plat Improvement Requirements The Commission decided that a joint meeting with the City Council would be appropriate. VI REPORTS OF COMMISSIONERS The Commission asked if there had been any applications made by the Thunderbird Boathouse for a new permit. There was some concern that some double-wide manufactured homes were not being installed with skirting. Staff would investigate. . ,/ . . .
