II ROLL CALL Members Present: Lorraine Ross, Ted Puckett, Jim Hulett, Jerry Glassl James Hallett, Gary Cissel. Members Absent: Donna Davison. Staff Present: Paul D. Carr, Dan VanHemert. III APPROVAL OF MINUTES Ms. Ross moved to approve the minutes of september 11, 1985, as submitted. Mr. Hulett seconded, and the motion passed 4 - 0 with Messrs. Hallett and Cissel abstaining. ~ . IV PUBLIC HEARINGS None. V REPORTS Mr. Carr introduced Ron Clarke of the Washington Manufactured Housing Association. Mr. Clarke made a presentation on manufactured and mobile housing and zoning. In 1984, 37% to 38% of the new single-family residences were factory built. Double-wide mobile home models were most popular. A recent survey indicated that a typical manufactured house on a lot has appreciated at approximately the same rate as a conven- tional house. Nowadays, manufactured housing is built to Federal standards established by HUD in 1976. These require- ments constitute a Federal building code for manufactured housing that supersedes the local building codes. Local zoning and other land use regulations are not affected, however. . Following an extended discussion, the Planning Commission directed staff to incorporate manufactured housing that conforms to the June 11 1976, HUD requirements into the proposed single-family residential districts as a permitted use and to pursue examination of possible requirements, such as multi-sectional widths, and foundation standards. . . . PLANNING COMMISSION September 25, 1985 Page 2 VI STAFF REPORTS Mr. Carr distributed the residential chapters of the new Zoning Ordinance and indicated the additions. Mr. VanHemert explained the next steps in the review process. VII GENERAL PLANNING DISCUSSION Following a brief discussion, the Commission decided that additional long-range meetings may be necessary for the rest of the year to accomplish certain projects. VIII COMMUNICATIONS FROM THE PUBLIC None. IX REPORTS OF COMMISSIONERS Mr. Puckett noted that he would be out of town on October 91 1985, and the next meeting. Mr. Hallett had a question regarding traffic signs at 15th and Cherry, and inquired if Cherry south of 15th and north of the Boulevard had been vacated.
