PLANNING COMMISSION Port Angeles, Washington September 27, 1989 I CALL TO ORDER Chairman Cornell called the meeting to order at 7:00 P.M. II ROLL CALL Members Present: Larry Leonard, Jim Hulett, Bob Philpott, Jerry Cornell. Members Absent: Jerry Glass, Dick Wight, Donna Davison. Staff Present: Brad Collins, Sue Roberds. III APPROVAL OF MINUTES Mr. Leonard moved to approve the minutes of the September 13, 1989, meeting as written. Mr. Hulett seconded the motion, which passed unanimously. IV PUBLIC HEARINGS ZONING CODE AMENDMENT - ZCA-89 (9) 7 - CSD-N DISTRICT: Consideration of changing the permitted uses within the CSD-N, community Shopping District, to conditional uses. Mr. Collins reviewed the Department Report. Following discussion on the background of review of the CSD-N Zoning Code Amendment proposal with commission members, Chairman Cornell opened the public hearing. carrie Wanner, 616 East 11th Street, asked the Commission for an explanation of the process under discussion. Chairman Cornell briefly explained the background of the proposal and the zoning Code amendment procedure. There being no further questions, Chairman Cornell closed the public hearing. Mr. Hulett suggested additional requirements which could be required in the District to make permitted uses within the District blend more compatibly with surrounding areas: restriction of hours of operation of businesses, landscaping, and restriction of size of permitted businesses. Mr. Leonard stated that because of the intent of the District to be compatible with surrounding residential neighborhoods, a conditional use process may be more controllable within this District. . : . . PLANNING COMMISSION September 27, 1989 Page 2 Following discussion, on site size, use size, screening, conditional use permit versus permitted use, and the possible deletion of supermarkets from the CSD-N District, Mr. Leonard moved to direct staff to continue discussion and the public hearing to the October 25th meeting of the Commission, at which time the staff was directed to bring wording to allow some permitted uses presently in the CSD-N District as conditional uses within the District, citing design and screening requirements, maximum size (3,500 square feet) of each business, and elimination of supermarkets from the District. Further, to add the def ini tion of the CSD-N District as listed in the definition section of the Zoning Code, to the District within the text. Mr. Hulett seconded the motion, which passed unanimously. ZONING CODE AMENDMENT - ZCA-89(9)8 - AGRICULTURAL USES IN THE LI, LIGHT INDUSTRIAL DISTRICT: Consideration of agricultural uses within the Light Industrial District as conditional uses. Mr. Collins reviewed the Department Report. Chairman Cornell opened the public hearing. There being no discussion from the audience, Chairman Cornell closed the public hearing. There was discussion among the Commission members concerning the background of the Zoning Code Amendment request. Following discussion, Mr. Leonard moved to recommend that agricul tural uses: i. e., farming and animal husbandry, be permitted as conditional uses in the Light Industrial Zone. Mr. Philpott seconded the motion, which passed unanimously. V COMMUNICATIONS FROM THE PUBLIC None. VI PLANNING STUDIES: Examination and Prioritization of Lonq-Range Planning Issues The Planning commission listed fourteen items of concern that need to be covered within the next one to two years. The Commission listed, in order of importance, those items of concern, and prioritized within that list. PLANNING COMMISSION September 27, 1989 Page 3 Harbor Management Plan Revised Comprehensive Plan Unclassified Use Permits Zoning Ordinance Update Traffic Patterns for the City zoning south of city Hall Public Notification Enforcement Follow-up City Attorney's Memo regarding Zoning Codes, etc. Contract Rezones Add Purpose and Conditional Use Permit language to Zoning Code Concentration of RMF state Mobile Home Park Memo Review Short Plat Ordinance Review Parking Ordinance KEY: A* Now A Highest Priority B High Priority C Moderate Priority Numerical Order of review/action It was decided to consider one numerically numbered category item and one alphabetically prioritized category at each long- range meeting, until the items have been dealt with. Harbor Management Plan Mr. Collins discussed the possible process of review of the Harbor Plan and the Comprehensive Plan together, for continui ty. The Commission agreed to further discuss the Harbor Plan at the October 25th meeting. VII STAFF REPORTS Mr. Collins discussed travel and training budget items with the Planning commissioners for input. VIII REPORTS OF COMMISSIONERS None.
