The request of DelGuzzi Construction Coo for a rezoning of eleven lots at Vine and Lopez streets,was tabied at the last meet- ing, pending results of the hearing on amendments to the rezoning ordinanceo New Business ,- Three applications have been received and posted for hearing at this timeo Anthony R. Galgano, of 715 East Caroline, has requested a variance from the regulations of an RS-7 zone to permit installa- tion of a travel trailer as living quarters on the north~easf corner of Race and Georgianao The vehicle is currently stored at this locationo Mr. V.L.Waldroup, 1039 West 5th, has requested a variance from the sideyard requirements of a corner lot in an RS-7 zone to permit him to construct an attached double carport and sundeck closer to the street righ-of-way than allowed. James and Agnes Willis have requested relief from the per- cent-of-Iot coverage in the RB zone and the setback requir~ments abutting an arterial street to permit construction of a triplex and accessory garages, on the north side of front street between Peabody and Vine' Streets. Required setback is 35' and the proposed garages would be on a 3 foot setback. Other Business - Del Mathis has applied for permission to install a septic tank on 13th street between ITH" and "I". .- - Council Action - ,On business from the Planning Commission meeting of 9/14/70, the City Council took the following action: City of Port Angeles - utility structure in RS-7 zone - approved as per recommendation. Port Angeles Community Players - Conditional Use Permit - approved as per recommendation. Virgil Butler ~ garage variance - approved as per yecommendation. Keith, Heinle - ga~~e' variance - approved as per recommendation. Mr. Earl Clar~ - port varianGe - approved as per recommendation Mr. Stanley Clark - overheight fence - denied as' per recommenda:tio As of this ,date I know of no other business to come before the Planni'ng Commission. R. P. Willson, Secre~~ry Ordinance #1620 establishes a Boar.d of Appeals to act on buildi'ng _ code appeals and Planning Commission members were appointed to this ~ board. I have an appeal filed by the Salvation Army which should be acted upon. This is not a Planning Commission agenda item, and should be considered after-adjournment. Absent: Treat The meeting was opened at 7:30 P.M. in the Municipal Chambers. Minutes of the previous meeting were approved as received. e Old Business Mr. Richard Glen's request for a variance regarding his fence height at 1034 Caroline Street, tabled at the last meeting, was brought up Dr consideration. Members of the Commission had taken another look at the situation, and an on-site discussion had been held with Mr. Glen. Following considerable discussion it was voted to recommend that the required 20 foot leg along the driveway be reduced to 10 teet. (Reference to Art.IX "vision clearance" in the zoning ordinance no. 1621) Mr. Glen was also advised the fence would have to be setback to the property line. It was felt this was no fault of Mr. Glen's, but rather his contractor's responsibility, since he had neglected to obtain a permit prior to starting work. DelGuzzi Construction Co. had requested a rezoning at an area in the vicinity of Vine and Lopez Streets. This request had been tabled at the previous meeting. Members voted to leave the request tabled until after a scheduled work session with the City Council. Mr. Clark Matthieu, a property owner in the vicinity of this area, was present and spoke briefly favoring the rezoning of the area between Boulevard and Lopez from Vine Street to Peabody Canyon, to an RMF zone. New Business Dr. Anthony R. Galgano, 715 East Caroline, had requested a variance to permit the establishment of a travel trailer as living quarte rs for an a.ged re la t~ ve in an RS-7 zone. The propos ed I oca ti on is on property other than that occupied by the applicant. Following a lengthy discussion, members voted to recommend this request be denied. The situation was felt to be questionable as a hardship. Mr. V. L. Waldroup, 1039 West 5th Street, had requested aJttv"k"'..f~"()--Io garage and deck addi tion to an existing single family residence//;:::;'-1v-:;;'-+ "<- which lacks the proper setback on a corner lot in an RS-7 zone. Members were of the opinion the proposed construction would not intensify the existing situation and voted to recommend the request be approved. James and Agnes Willis had requested a variance trom the city regulations to permit construction of a triplex, with accessory garages, in the Residential Buffer zone on the north side of Front Street between Peabody and Vine Streets. The structure would exceed the allowable 45% lot coverage of this zone and the garages would be three feet trom the north margin of Front Street, instead of the 35' required abutting an arterial. A plet plan and proposed elevation was shown and Mrs. Lorria~Ross answered questions concerning the proposed construction. Members discussed the request at length, and voted to recommend approval of both variances. e Other Business Mr. Del Mathis had requested approval to install a septic tank on Lot 7 and the east 1/2 of Lot 8 Block 401 Townsite. No sewer is available and the request was accompanied by Health District approval. Members voted to recommend the request be approved. Mr. Jack Plaskett had requested approval for the installation of three septic tanks in Block 364 Townsite. Mr. Plaskett haa not contacted the Health District for approval prior to submitting his application and the request was tabled. The secretary brought up an apparent conflict in the arterial setback requirements between the mapped street ordinance and the RS-9 and RS-7 zones in the zoning ordinance. It was suggested that some consideration be given to this and possibly include a correction, if necessary, in the current revision.
