II ROLL CALL Members Present: Jim Hulett, Ted Puckett, Lorraine Ross, Jerry Cornell, Freeman Rice, Gary Cissel, Jerry Glass (arrived late). Members Absent: None. Staff Present: Paul D. Carr, Dan VanHemert, Gary Braun. III APPROVAL OF MINUTES Mr. Cornell moved to approve the minutes of the September 26, 1984, meeting as submitted. Mr. Hulett seconded the motion, which passed unanimously. IV PUBLIC HEARINGS CONDITIONAL USE HEARING TUCKER. Request for extension of a Conditional Use Permit to conduct a mental health counseling practice as a Home Occupation. Location: 224 Whidby. Mr. VanHemert reviewed the memo. Chairman Ross opened the public hearing. Paul Tucker, 224 Whidby Street, stated that the counseling service no longer involves group sessions but only individuals and families; and is no longer on a full-time basis; he experiences only one client vehicle at a time; and he will install an additional parking space on the east side of the detached garage. His business now is only on a part- time, limited basis. If he returns to a full-time practice, he will seek a commercial location. Chairman ROSS. closed the public hearing. Mr. Cornell moved to recommend that the two-year extension be granted subject to the original conditions. Mr. Glass seconded the motion, which passed 6 - 1, with Mr. Puckett dissenting. . . . PLANNING COMMISSION October 10, 1984 Page 2 INTERPRETATION: Non-profit, recreational use and structure in the RS-7, Single-Family District. Mr. VanHemert presented the Department Report. Following discussion between the Commission and staff, Mr. Cornell moved to interpret that a private, non-profit recreational and institutional use is a compatible conditional use in all residential zones. Mr. Hulett seconded the motion, which passed unanimously. CONDITIONAL USE HEARING - CLALLAM COUNTY YMCA. Request to permit the expansion of the existing YMCA structure and parking lot. Location: 302 South Francis Street. Mr. VanHemert presented the Department Report. Chairman Ross opened the public hearing. Mike Robinson, Director of the YMCA, described the proposed addition and parking lot, noting that the addition will be 15 feet from the west property line. Chairman Ross closed the public hearing. After substantial discussion, Mr. Rice moved to recommend approval of the Conditional Use Permit for the structure only, subject to the following conditions: 1. That the yards adjacent to Francis and East Third Streets be landscaped with lawn or other groundcover and shrubs next to the buildings, and a five-foot wide landscape buffer with mixed ornamental trees and shrubs having a mature height of not less than six feet, be planted along the west property line. 2. That five-foot-wide sight-obscuring planting strips containing shrubs with a mature height of five feet be installed along the east and west sides of the off- street parking lot. 3. That the architectural drawings be returned to the Planning Commission for review for compliance with the above conditions and general conformity to the plans submitted. There being no second, Mr. Rice withdrew the motion. Mr. Cissel moved to recommend approval of the Conditional Use Permit, subject to the following conditions: PLANNING COMMISSION October 10, 1984 Page 3 . 1. The YMCA facility is functionally related to the exist- lUg playfield and park in this vicinity. B. The new addition will be more compatible with surround- ing residential uses. c. The landscape buffering will reduce the visual and land use impacts on adjacent residences. . Mr. Glass seconded the motion which passed unanimously. PARKING VARIANCE HEARING - CLALLAM COUNTY YMCA. Request for a reduction in the required number of parking spaces from 61 to 40 spaces, required in Parking Ordinance #1588. Location: 302 South Francis and the northwest corner of Fourth and Francis Street. Mr. VanHemert presented the Department Report; Chairman Ross opened the public hearing. Bill Knebes, 1346 Erving Jacobs Road, a YMCA Board member, stated that the activity level will not increase signifi- cantly as a result of the remodeled YMCA. The Y has also initiated a joint agreement with the Park Department. The proposed drop-off aisle-way adjacent to Francis Street is not necessary i the alley may be used for this purpose. Chairman Ross closed the public hearing. Mr. Hulett moved to recommend the approval of the off-street parking variance subject to the following conditions: 1. That the parking lot be designed to discourage use of the 3/4 alley and encourage use of Francis and East Fourth Streets. . 2. That the YMCA pursues an agreement with the City to use Erickson Playfield parking lot. . . . PLANNING COMMISSION October 10, 1984 Page 4 He cited the following findings: A. The new parking lot will reduce traffic impacts currently generated by the YMCA. B. The landscape buffering in the parking lot will reduce the visual and land use impacts on adjacent residences. Mr. Cornell seconded the motion, which passed unanimously. CONDITIONAL USE HEARING - WOJENSKI. Request for a Conditional Use Permit to allow design and finishing of custom gunstocks, minor repair and modification, and special order sale of firearms. Location: 728 West Seventh Street. Mr. Carr presented the Department Report, which recommended denial; Chairman Ross opened the public hearing. John Wojenski, 728 West Seventh Street, explained that the proposed Home Occupation is similar to a hobby and approxi- mately 100 hours is spent on one gunstock and primarily hand tools are used. Only two to three customers per week are anticipated. Space for one car is available adjacent to the garage. The Commission extensively discussed the retail sale of firearms. Chairman Ross closed the public hearing. Mr. Glass moved to approve the Conditional Use Permit subject to the following conditions: 1. That no inventory of firearms be kept on the premises. 2. That a 2A10BC dry chemical fire extinguisher be installed. 3. That the Home Occupation be in compliance with the description in the application. Mr. Puckett seconded the motion, which passed 6 - 1, with Mr. Cornell voting "No". PLANNING COMMISSION October 10, 1984 Page 5 . ANNEXATION PROPOSAL - DEL HUR WEST SIDE - DRAFT ENVIRONMENTAL IMPACT STATEMENT. Consideration of public comments on the DRaft EIS prepared prior to consideration of an annexation proposal of approximately 454 acres south of Fairchild International Airport; and comments on the proposed designated zoning as either M-2, Heavy Industrial, or M-1, Industrial Park. Mr. Carr explained the purpose of the hearing. Chairman Ross opened the public hearing. . Jim Braman, of CH2M Hill, the preparer of the Draft EIS, reviewed the environmental impacts of the proposed annexa- tion. Tony Sample, representing DelHur, Inc., stated that the proponent wants its property zoned Heavy Industrial without restrictions; and distributed copies of communica- tions between DelHur and the Planning Department. Carrie Wait of the Dry Creek Homeowners' Association stated that heavy industrial development is not compatible with residen- tial uses without extensive setbacks and visual buffering. The annexation would create jurisdictional problems over maintenance of roads adjacent to the area. The costs of grading roads, water mains, sewer lines, and power lines, are not presented in the Draft Environmental Impact State- ment. Mona Amunson, 1600 Edgewood Drive, stated that her property was excluded from the proposed annexation and there is no information on the location of the proposed sewers. Bob Erickson of cH2M Hill stated that a sewer study appendix will be available before the Final EIS. Jerry Payne, 1509 Critchfield Road, wants buffering to protect the existing homes in the annexation area, but does not oppose the annexation. Roy Kemp stated that the Draft Environmental Impact Statement is too vague and without substantive miti- gating measures. The location of utilities is not specified. After questions from the Commission, Chairman Ross closed the portion of the hearing that addressed the Draft EIS. Chairman Ross then requested public input on the appropriate zoning for the area. Tony Sample reiterated that M-2 is the appropriate zoning for the DelHur property. Ken Sweeney, Port of Port Angele~ stated that the Port prefers M-2 also. Jerry Payne supported the M-2 zoning. Chairman Ross closed the public hearing. V COMMUNICATIONS PROM THE PUBLIC None. . . . . PLANNING COMMISSION October 10, 1984 page 6 VI STAFF REPORTS Mr. Carr advised that the City Council would like a joint meeting with the Planning Commission. After some discus- sion, the Commission set the next regular meeting on October 24th for 6:30 P.M. and proposed meeting with the Council at 8:00 P.M. the same night. VII REPORTS OF COMMISSIONERS Mr. Cornell asked about off-street parking at the Moose Lodge. Mr. VanHemert explained that a letter requesting prompt installation of the required off-street parking had been sent. VIII ADJOURNMENT The meeting adjourned at 10:20 P.M. .~ ~~ ~~ Paul D.
