II ROLL CALL Members Present: Richard Anderson, Jerry Cornell, Todd Holm, Brad Banner, James Hulett, Ted Puckett, Lorraine Ross. Members Absent: None. Staff Present: Paul D. Carr, Dan VanHemert APPROVAL OF MINUTES Mr. Anderson moved the minutes of the September 28, 1983, meeting be approved as submitted. Mr. Cornell seconded the motion which passed 5 - 0 with Messrs. Puckett and Holm abstaining. IV HEARINGS DEL HUR WEST SIDE ANNEXATION. A public hearing to consider public input regarding the elements to be addressed in the Draft Environmental Impact Statement to be prepared prior to consideration of annexation of approximately 425 acres south of Fairchild International Airport. Mr. Carr explained that the Planning Commission was holding a public hearing to receive input regarding which elements of the environment should be covered in the Environmental Impact Statement on this proposed annexation. Chairman Hulett opened the public hearing. Mr. Carr reviewed the elements of the environment that Staff had already included as topics in the EIS. During the public hearing, area residents requested the following topics be added to the list: groundwater movement, groundwater quantity, groundwater quality, movement and circulation of people or goods, schools, maintenance, aesthetics, and recreation. The Commission and residents also requested some examination of the economic impacts . . . PLANNING COMMISSION october 12, 1983 Page 2 of the proposal. Placing an ad in the Daily Journal of Commerce for consultants was suggested. Some residents requested that a resident of the area be involved in the consultant selection. Chairman Hulett closed the public hearing. SET REZONE HEARING DATE - CITY OF PORT ANGELES. Request to rezone 140,000 square feet from PBP to CAD. Location: White Creek Area between First and Front Streets. (Tabled May 11, 1983.) Mr. Anderson moved to remove this application from the table. Mr. Holm seconded the motion, which passed unanimously. Mr. Cornell moved to set November 9, 1983, as a hearing date for this rezone. Mrs. Ross seconded the motion, which passed unanimously. The Commission also requested a representative from the Park Commission be present. V COMMUNICATIONS FROM THE PUBLIC None. VI STAFF REPORTS The Commission decided to examine bed and breakfast operations before discussing the proposed Commercial Arterial District. Interpretation - Bed and Breakfast operations. Mr. VanHeffiert reviewed the Department memo. Following a discussion, Mr. Puckett moved to reaffirm the Planning Commission's previous interpretation that bed and breakfast operations for one or two rooms were a Conditional Use Permit in the RS-7 Zone, and for greater than two rooms were a Conditional Use Home Occupation Permit. Mr. Banner seconded the motion, which passed unanimously. Proposed CAD District. Following a discussion on the proposed Commercial Arterial District, the Planning Commission decided to classify lumber yards as a permitted use. A new provision requiring loading on-site and not in street rights-of-way was added. The Commission directed Staff to investigate vision clearance requirements at intersections of two streets and at driveways and streets in other cities. Joint meeting with Council, October 25, 1983. The Planning Commission agreed to meet with the City Council on October 25th. The following topics were submitted: (1) Priority of a White Creek Crossing; (2) City Council goals and objectives; (3) Open discussion. VII REPORTS OF COMMISSIONERS Mrs. Ross would like to have the report on traffic counts on City streets, particularly south of Eighth Street on Lincoln Street. Mr. Anderson noted that the trailers on the house on Fourth Street had been removed. . Mr. Cornell noted that Angeles Millwork had not brought their proposed expansion site down to street level on the alley side. Mr. Holm suggested meeting on Monday nights. The Commission decided to stay with Wednesday. There were no other Reports from Commissioners.
