MINUTES PLANNING COMMISSION Port Angeles, Washington 98362 October 24, 2007 6:00 p.m. ROLL CALL Members Present: Dave Johnson, Stanley Harris, Werner Beier, Doc Reiss, MIke Caudill Members Excused: Cherie Kidd, John Matthews Staff Present: Sue Roberds, Scott Johns, Nathan West, Bill Bloor, Heidi Greenwood, Ken Dubuc, Jim Mahlum Public Present: Tim W oolett, Bruce Emery CALL TO ORDER Salute to the Flag was led by Chair Beier. APPROVAL OF MINUTES Commissioner Reiss moved to approve the October 10, 2007 regular meeting minutes. The motion was seconded by Commissioner Harris and passed 5 - O. CONTINUED PUBLIC HEARING: PRELIMINARY PLANNED RESIDENTIAL DEVELOPMENT AND SUBDIVISION - GREEN CROW PROPERTIES - Campbell Avenue/Rook Drive: A planned residential development of approximately 16+ acres of property zoned RHD Residential High Density and RS-9 Residential Single Family zones into 39 single family and 19 multiple family unit sites. (Continued from September 12,2007.) Tim W oolett, 803 East Eighth Street asked that the public hearing for the item be continued as he had not had an opportunity to review the staff report and prepare a response. He thanked Planning staff for their efforts and detailed analysis but noted that he would need to seek legal counsel with regard to some of the issues noted in the staff report. In response to Chair Beier, Planning Manager Sue Roberds stated that all staff reports were mailed on Thursday, October 18. Mr. Woolett did not contact staff prior to the meeting to inquire or to state that he had not received his report materials. Nothing in the staff report should have been a surprise to the applicant as staff met with the applicant earlier in the month and the information in the report is reflective of that meeting discussion. Pertinent City staff were present and staff is ready to proceed with its presentation. Principal Planner Nathan West did not understand the need to continue the already continued meetmg and noted that staff will not be amending its recommendation at this time. Staff is aware . . . Plannmg Commlsszon Mmutes October 24, 2007 Page 2 that the applicant has issues of concern, those issues have been discussed openly with the both the applicant and his engineer Steve Zenovic. Mr. Woolett responded that he would need to seek legal counsel particularly in regard to staffs recommendation to revoke the previously approved PRD. He asked that the matter be continued. Mr. W oolett noted that he does not feel a need to discuss anything further with staff at this time. Some discussion occurred between Planning Commission members, following which, Chair Beier continued the public hearing until November 14, 2007, 6 p.m. COMMUNICATIONS FROM THE PUBLIC None STAFF REPORTS None REPORTS OF COMMISSION MEMBERS Commissioner Johnson reported that the PA Forward Committee continues to study alternative traffic routes. Commissioner Reiss referred to a report indicating that within the next decade the State of Washington will house an additional $1,000,000 people. Planner West provided information on the City's new Infill Overlay and Planned Low Impact Development Overlay zones. ADJOURNMENT The meeting adjourned at 6:50 p.m. PREPARED BY. S. Roberds
