HomeMy WebLinkAboutMinutes 10/27/1959 II"" Minutes of a special meeting of the Port. Angeles Planning Commission, October 27, 1959. .' Minutes of the previous meeting were read and approved. First order of business was the consideration of unfinished business. Under this heading was a discussion on a request of the Church of the Nazarene for our consideration of a variance on land use on the North side of 2nd Street between Eunice and Francis Streets which would allow establishment of a Second Hand Store in the old Church of the Naz~rene building. Rev. Mel Palmquist was present and explained their trouble in trying to dispose of the old church building, which in itself is a ramshackle affair, saying they, the church group, had been making strenuous efforts to sell the property without success and the suggestion of the establishment of a Second Hand Store, in order to sell the property, seemed to be their only solution. After a lengthy discussion of the matter, the members of the Planning Comm- ission informed Rev. Palmquist that. they could not conscientiously recommend to the Council that their request be approved and advised with him that the church group seek other means of disposing of the property. Rev. Palmquist was disappointed in the ultimate decision, but agreed that the Planning Commission!s position was probably correct. Next order of unfinished business was the final consideration of the petition of property wwners adjacent to Jones Street asking fora vacation of Jones street from 6th to 8th Streets. This petition having been refered to the Planning Commission by the City ~ouncil. During the interval this petition had been layed on the table of the Commission, all of the members have _ thoroughly gone over this proposal by examining the site in detail and while _-~it is admitted by the members of the Commission that due to the topography - of the area, there is not probability that Jones Street would. be improved in the forseeable future, nevertheless, the Planning Commission is on record for some years past, that a general policy be rollowed of opposing the vacation of Streets unless good and sufficient reason were shown to warrent same. It is the opinion of the members of the Planning Commission that no hardship obtains to the adjacent property on account of the unimproved street and further that no undo hardships arises to the abutting property on the account of the platted unimproved street, therefor it was the unanimous opinion of the Planning Commission that they recogmend to the City Council that this petition be denied. Under new business was a consideration of a petition refered to us by the Council for the vacation of "In Street between blocks 125 and 130 Townsite. Petition signed by owners of all abutting property. After a thoroug~ discussion, it was the unanimous opinion of the Planning Commission that the same policy applied here as to the Jones Street petition, that is to say, no hardship was caused to the abutting property by the platted street and it was regularly moved, seconded and unanimously passed that the Planning Commission recommend to the City Council that this petition be denied. There was a general discussion with reference to the letter from Arnold Levy on the proposed improvement of a parking lot on the north side of Front Streets and it was decided to further lay this matter on the table until more information could be secured. . No further business appearing, meeting was adjourned. Respeotr:;l~_ /p , j cc M. W. Slankard John Warder H. E. Dodge ...
