ADJO~NT . MINUTES PLANNING COMMISSION Port Angeles, Washington 98362 October 28, 1992 Regular Meeting - 7:00 P.M. I. CALL TO ORDER Chairperson Souders called the meeting to order at 7:00 p.m. II. ROLL CALL Commissioners Present: Ray Gruver, Bob Philpott, Cindy Souders, Bob Winters, Roger Catts Commissioners Excused: Bill Anabel, Larry Leonard . Staff Present: Brad Collins, David Sawyer III. APPRO V AL OF MINUTES Commissioner Philpott asked that the adjournment time (2: 15 am, Thursday) replace the word none, after adjournment. Commissioner Gruver stated that on page 10, regarding Conditional Use Permit No. CUP 78(4)5, it should be noted that there had been public comment requesting an improvement in the street lighting in that area and that the Planning Commission would like to have a report back on this issue. Chairman Souders began a discussion of Condition #2 for the Ennis Creek project and whether or not it represented the intent of the Planning Commission. It was decided that it does. Commissioner Gruver made a motion to accept the minutes of October 14, 1992, as corrected. The motion was seconded by Commissioner Winters and passed 5-0 with Commissioners Anabel and Leonard excused. . . . . PLANNING COMMISSION MINUTES October 28, 1992 PAGE20F6 IV. PUBLIC HEARINGS: 1. PRESENTATION OF PROPOSED DRAFT COMPREHENSIVE PLAN: Presentation of the proposed draft comprehensive plan by the Growth Management Advisory Committee. Chairman Souders introduced the members of the Growth Management Advisory Committee, Margaret Crawford, Gay Knudsen, John Pope, Pat Downie, Ken Schermer, Carl Alexander and Bill Anabel, herself and also noted that Roger Catts and Bill Lindberg previously served on the Committee and participated on one of the sub- committees. Chairman Souders began the presentation by explaining the work that has gone into the development of the Draft Comprehensive Plan, including the public input and the Committee's review and response to the public input. Chairman Souders also explained how the Comprehensive Plan relates with the City's other ordinances, plans and regulations. Margaret Crawford presented the Growth Management Element explaining that these policies reflect the County-Wide Planning Policy and that the Comprehensive Plan does not extend into the recommended Port Angeles Urban Growth Area at this time and that the this should be done in co-operation with the County as soon as the County establishes the boundaries of the PAUGA. She pointed out that the Draft Plan does not include the Capital Facilities Element and associated Capital Facilities Plan. These will be completed and incorporated at a later time with the appropriate public review. Ken Schermer presented the Land Use Element beginning with an explanation of the low density (1 - 9 units per net acre), medium density (10 - 15 units per net acre) and high density (over 15 units per net acre) residential designations and the planning area, district and neighborhood concept. Mr. Schermer also highlighted the residential goals and policies, the commercial goals and policies, and the industrial goals and policies. Pat Downie presented the Economic Development Element's goals and policies specific noting an effort to enhance existing businesses and opportunities, the attraction of . ^ --businesses. and .industries -that 'can -take advantage of' the community's existing transportation and shipping capabilities, and the development of the historic downtown waterfront area into a retail, dining, and entertainment oriented shopping district. John Pope presented the Housing Element emphasizing the Plan's intent to improve the availability of affordable housing in the community as well as the overall variety and quality of its housing stock. . . . PLANNING COMMISSION MINUTES October 28, 1992 PAGE 3 OF 6 The GMAC paused in their presentation at this point and asked the Planning Commission if they had any questions up to this point. The GMAC responded to various questions including the explanation of value added products as a business that makes furniture from lumber compared to the business that ships the lumber. The reasoning behind the policies regarding commercial strip development, not allowing commercial development along the cross-town route, and the availability of urban services within six years of development. The GMAC continued their presentation with Carl Alexander explaining the Transportation Element's goals and policies including the Circulation Plan identifying the proposed alternative cross-town route and arterials. He also emphasized the importance the Plan puts on improving the circulation to and around the airport area. Gay Knudsen presented the Utilities and Public Services Element with a an explanation of the services and the primary responsible agency, financial partner and supporter concept. Chairman Souders presented the Conservation Element and reviewed a few issues covered by the policies including the preservation of critical areas, historical and cultural amenities and the community's unique physical features such as the harbor and cliffs overlooking the straits, as well as public education on the responsible use of our resources and co-ordination of regulations with other jurisdictions. The Planning Commission took a 15 minute break. Chairman Souders opened the public hearing at 8:50 pm. Chris Muir, 214 W. 2nd Street, Port Angeles Mr. Muir asked what happens when the Land Use Map is different from the Zoning Map. Chairman Souders explained that the Land Use Map reflects the vision of the City and the Zoning Map is how it is attained. Mr. Muir asked if that meant there would be downzoning in the future, and staff responded that is possible in some areas. David Stalheim, 20S W. 5th Street, Port Angeles - .-- Mr~- Stalheim -noted that he was pleased to see some changes in the Plan regarding access to residential lots and the preservation of residential neighborhoods. He also pointed out that he felt the land use map did not accurately reflect the policies, he would like to see design standards addressed including sign design standards and suggested including conservation policies in the land use element. He also thought there should be additional transportation policies to adequately meet the requirements of the Growth Management Act. . . . PLANNING COMMISSION MINUTES October 28, 1992 PAGE 4 OF 6 Jim Schouten, 1234 E 3rd Street, Port Angeles Mr. Schouten asked if the open space designation on the Land Use Map would take precedence over the City's critical areas ordinances. Staff responded that the critical areas ordinances implement the Comprehensive Plan map and policies, and that the ordinance will take precedence as long as they are consistent. It was also noted that major physical features, not open space, are designated on the land use map. Esther Veltkamp, 212 W. 8th Street, Port Angeles Mrs. Veltkamp expressed concern about the lack of landuse variety in the West end and felt there should be some commercial and higher density residential designation in that area. Pat Downie, 334 E. 11th Street, Port Angeles Mr. Downie pointed out the change in land use designation for Gund Plaza and felt that should be changed. Bill LaRue, 222 W. Park A venue, Port Angeles Mr. LaRue stated that he felt the planning for housing type and affordability should be market driven and that there should be more land designated for higher density in undeveloped portions of the City. Chairman Souders closed the public hearing at 9:18 pm. Staff cautioned the Planning Commission that since they intend to reopen the public hearing their discussion at this time should be limited to questions as opposed to statements about they feel on an issue. Commissioner Philpott began the discussion by asking if the cross-town route is as straight as possible. Carl Alexander responded that the long range version was pretty much a straight line. Commissioner Gruver said he would like to see a vision statement included in the Plan and asked what is considered to be the difference between shall and should. Staff responded by saying should is something the City ought to do and shall is something the City has to do. Commissioner Gruver also noted the predominance of low density "-designation on "the west end. Margaret Crawford ahd John Pope noted that is difficult to do other than that until the Capital Facilities Plan is developed and the infrastructure and its capacities for that area is known. Staff pointed out that some commercial uses can still occur in residential districts. Commissioner Gruver also noted the Plan's tendency to identify specific organization and programs versus staying more general in its terminology. He also asked if there should . . . PLANNING COMMISSION MINUTES October 28, 1992 PAGE 5 OF 6 be a definition of homecare in the Plan and whether the Plan should contain policies that completely ban a particular land use, such as the oil port issue. Commissioner Catts stated that he agreed with some of Commissioner Gruver questions and the observation that there is little diversity in the designations of the land in the west end. Commissioner Gruver moved to re-open the public hearing to see if there are any other comments tonight that may have been generated by the Commission's discussion. The motion was seconded by Commissioner Philpott. Chairman Souders re-opened the public hearing at 9:45 pm. Chris Muir, 214 W. 2nd Street, Port Angeles Mr. Muir pointed out there is no specific mention of the parking problem downtown and wanted to note that changing the allowed use of a property changes its value. David Stalheim, 205 W. 5th Street, Port Angeles Mr. Stalheim stated that he wanted a policy that bans oil ports and nuclear energy facilities and that in his opinion such a ban is constitutional. He also suggested that residential land not be designated low, medium or high, just residential and let the zoning be more defined with regard to density. Pat Downie, 334 E. 11th Street, Port Angeles Mr. Downie noted that the GMAC tried to respond to the comments and desires of the public in the Proposed Plan. Esther Veltkamp, 212 W. 8th Street, Port Angeles Mrs. Veltkamp said she agreed with the policy on the oil port but felt it went too far in its list of other types of uses. She also questioned the need for the transportation policies to consider equestrian concerns as strongly as it does pedestrian and bicycles, and concern over the housing policy regarding replacement requirements. Staff noted that relocation is only proposed where housing is publicly assisted. Commissioner Gruver moved to continue the public hearing to November 18th at 7:00 PM, City Council.Chambers. The motion was seconded by Commissioner Winters and passed 5-0. V. COMMUNICATIONS FROM mE PUBLIC None . PLANNING COMMISSION MINUTES October 28, 1992 PAGE 6 OF 6 VI. STAFF REPORTS Staff pointed out that November 11th, the date various items were continued to from the last meeting, is a legal holiday and asked if the Planning Commission wished to move that meeting to another day. The Planning Commission decided that since individuals have already been told of the meeting it should remain as scheduled. VII. REPORTS OF COMMISSION MEMBERS Commissioner Philpott asked staff for a report on the 7th and Race Street taxi issue. Brad Collins reported that staff is working with the property owner on submittal of an application for a conditional use permit. . Commissioner Catts expressed his concern regarding the public turnout tonight and hoped there could be something done to improve it at the next meeting. Staff noted that they have already spoke to the media regarding a series of articles prior to the November 18 meeting. Commissioner Winters expressed concern over the length of some Planning Commission meetings and whether it is fair to the applicants to expect to have their item heard on a particular evening and then have it continued because of the late hour or having it heard at a time when it may not receive the best attention and/or analysis it deserves because of the lateness of the hour. The Commission discussed a variety of options and fmally directed staff that in the future the Chairman of the Planning Commission will set the agenda, who may leave some items until the next meeting. vm.
