REZONE REQUEST - RZ 86(07)03 - CLALLAM COUNTY PHYSICIANS' SERVICE - SoUthwest Corner of Second and Vine Streets: Request for rezone of a parcel of property approximately 35,000 square feet in size, from RMF, Residential Multi-Family, to OC, Office Commercial. 2. CONDITIONAL USE PERMIT REQUEST - CUP 86(08)11 - GERALD DEARING, 1327 East First Street: Request for an arnanement to Conditional Use Permit, CUP 84(8)14, allowing tanning and pickling of hides in association with a permitted taxidermy business, located in the Arterial Commercial District. (Applicant has withdrawn). 3. PARKING VARIANCE EXTENSION REQUEST - PV 84(10)2 - YMCA 302 South Francis Street: Request for an extension of a permit allowing a reduction of the required number of parking spaces from 61 to 40 spaces, in association with the proposed new addition to the existing structure. 11. CONDITIONAL USE PERMIT REQUEST - CUP 86(9)14 - JONES/PRIEST, Alder Street: Request for a permit to allow a phased fill of property located on White Creek, in the ACD, Arterial Commercial, District. PLANNING COMMISSION Port Angeles, Washington November 12, 1986 I CALL TO ORDER Chairman Glass called the meeting to order at 7:15 P.M. II ROLL CALL Members Present: Ted Puckett, Jim Hulettl Jerry Glassl Dave Burns, Gary Cissell Donna Davison. Members Absent: Mike Lemon (arrived at 7:35 P.M.). Staff Present: Paul D. Carrl Dan VanHemert, Jeff Abrams. III APPROVAL OF MINUTES Mr. Cissel moved to approve the minutes of the October 22, 1986, meeting. The motion was seconded by Mr. Hulett and passed 4 - 0, with Ms. Davison and Mr. Puckett abstaining. IV PUBLIC HEARINGS Chairman Glass announced that the Sea Farm of Norway Shoreline application would be heard first. SHORELINE MANAGEMENT APPLICATION - SEA FARM OF NORWAY. Request for a permit to allow 40 floating net pens for rearing of full-sized salmon to be sold commercially. Location: Ediz Hook. Mr. VanHemert reviewed the Department Report. Glass opened the public hearing. Chairman In response to a question from Mr. Hulett, Mr. Forster, Sea Farm of Norway, stated that the new pens could be shifted eastward. Capt. John Trimmer of the Port Angeles Pilots stated that shrimp pots south of the pilot Station and the existing pens have limited the Pilots' boamto a narrow course. The new pens will further restrict navigation and cause the Pilot boats to travel further southl increasing travel time and distance to the ship rendezvous in the Strait. This will increase costs primarily to the commercial ships. John Lindberg of Sea Farm of Norway, distributed a map showing a modified eastward location of the proposed pens and noted that some of the navigation problems may be alleviated. . . . PLANNING COMMISSION November 12, 1986 Page 2 Boone Taylor, Northwest Towboat Association, expressed concern about any use which reduced the available navigable Harbor surface. A fixed use like aquaculture pens displaces other marine-related multi-users of the Harbor. Hattie Berglund expressed concern about water pollution from the pens. There is inadequate information regarding the effect of the proposal on Harbor water quality. Don Stevens, 9668 Mt. Pleasant Road, requested improved water quality monitoring; in particular, tests should be conducted prior to pen installation. A public hearing should also be held if any amendment to the application is sought. Margaret Crawford of the Clallam County EDC, said the proposed fish pens are an opportunity to diversify the local economy. Bob Levin of the EDC, said the proposal will provide needed jobs. Dr. James Walton, peninsula College, stated that a naviga- tion lane is also needed for sport fishing boats using the launches at the Thunderbird Boathouse. He supported the proposal. Sea Farm of Norway has cooperated with the College in class projects and employs graduates. Lt. Stan Harris, U. S. Coast Guardl explained that the pens and their anchors must maintain a 30Q-foot clearance from the west end of the T-pier. There being no further testimony, Chairman Glass closed the public hearing. Following discussion, Ms. Davison moved to recommend the approval of the Shoreline Substantial Development Permit, subject to the following conditions: 1. Navigational lights and radar reflectors be installed on connecting log boom and cable of the pens with the approval of the u.s. Coast Guard and other State and Federal agencies; and the applicant cooperate in providing access to a navigation channel to the Port Angeles pilots Station, Thunderbird Boathouse and public boat launch. 2. To reduce visual impacts from the south side of the Harbor, Ediz Hookl and other aquatic activity, black, dark green, or dark blue nets shall be used and all superstructurs shall be painted in a similar color. . . Water quality tests and a benthos survey shall be performed before installation and each year thereafterl and the operation modified as needed, to assure that the facility does not significantly degrade water quality, the marine habitat, and the benthic comrnunitYl to assure compliance with the State Environmental Policy Act and to assure that the operation can be conducted according to sound environmental and health principles now and in the future. 4. To minimize impact on wildlifel double netting shall be installed to discourage predators and the applicant shall not use lethal means of predator control. 5. The pensl anchors and superstructures shall be removed thirty days after the discontinuation of the use. 6. An amendment shall not be granted to raise any Pacific salmon species without a public hearing in the fall at the Planning Commission and notification of the profes- sional fishing community. 7. Public hearings at the Planning Commission with full notification of the professional fishing community shall be conducted if Sea Farm of Norway applies for ocean release and recapture of any species of salmon or trout. 8. The east end of the proposed pens shall be in line with the east end of the existing pens. She cited the following findings of fact: A. The salmon rearing pen facility is a shoreline- and water-dependent use, which is encouraged by General Regulation C.l and Land Use Element D.l.a. B. With the attached conditions, the use will not signifi- cantly impede or restrict marine traffic in established navigational lanesl in compliance with Suburban Environ- ment Use Activity Policy E.2.b. C. Water quality and benthos monitoring assure that the use will comply with General Regulation C.S and reduce the impact on the natural environment. D. . The project will be in the best interests of the community because it will diversify the economic base without significantly affecting existing Pilots Association operation or significantly reducing the recreational opportunities available to the community. . . . PLANNING COMMISSION November 12, 1986 Page 4 E. With the attached conditions, the proposal will comply with General Regulation C.7 and Suburban Environment Use Activity Policy E.2.b. Mr. Burns seconded the motion, which passed 6 - 11 with Mr. Puckett voting "No". Chairman Glass announced that the remaining items, 2, 4, 5, 61 7, 8, 9, 10, 11, and 12 will be heard at the November 25, 19861 meeting. REZONE HEARING - CLALLAM COUNTY PHYSICIANS' SERVICE. Request for rezone of a parcel of property approxi- mately 35,000 square feet in area from RMF, Residential Mul ti-Family, to OC, Office Commercial. Location: Southwest corner of Second and Vine Streets. Ms. Davison and Mr. Hulett removed themselves from the hearing room because of conflicts of interest. Mr. VanHemert reviewed the Department Report. Mr. Lemon asked about the availability of large parcels of commercial land, to which Mr. VanHemert responded that there are large vacant properties at Gund Plaza and east of the Pay Less Plaza Shopping Center. Chairman Glass opened the public hearing. Bill McDowell, representing Clallarn County Physicians' Service, stated that the present facility is limited and lacks off-street parking. The applicant has sought a larger site centrally located near the CBD because of its wide range of clientsl including medicare recipients. Jack Neer, administrator for the Physicians' Service, added the site is the only relatively large parcel available. Jim Percivall property owner to the west, supported the rezone, noting that multi-family residences may generate more traffic than professional offices. Chairman Glass closed the public hearing. Mr. Lemon moved to recommend the rezone of the property from RMF, Residential Multi-Family, to OC, Office Commercial, citing the following findings of fact: 1. Given the lack of large parcels of commercial land and the surrounding uses, the rezone to Office Commercial is an appropriate use of land in the City. 2. The central location of the parcel will provide access to clients, including senior citizens. . . . PLANNING COMMISSION November 12, 1986 Page 5 3. The Office Commercial District is similar to surround- ing uses and compatible with adjacent residential development. Mr. Cissel seconded the motion, which passed unanimously. V COMMUNICATIONS FROM THE PUBLIC None. VI STAFF REPORTS Mr. Carr announced that the Rotary has invited Planning Commission members to speak at a luncheon meeting on December 31, 1986. VII REPORTS OF COMMISSIONERS Mr. Lemon suggested that a "Yield" sign be installed at 11 th and "0" Streets, where a severe accident occurred because there may be obscured sight distances at the intersection. Mr. Hulett noted that area employees park adjacent to Chambers Street between First and the 1/2 alley, obscuring sight distances at this intersection. The problem is particularly acute on the east side of the street. Mr. Burns announced that his resignation because he has accepted another job out of town.
