OLD BUS DlESS
Conditional Use Permit for duplex, requested by Ray Roeinson
for property on the south side of Park Avenue between aurel
and Oak Streets. Tabled at the last meeting.
NEW BUSINESS
Public Hearing on the request to rezone Suburban Lot 39 from
RS-9 to RMF was advertised for this meeting. Presumably the
applicant will furnish a plat plan, elevations and other per-
tinent data, but as of this date I have received none.
Alpine General Builders have requested a variance on behalf
of the owner, to enable them to enlarge the existing single
family residence at 210 South Francis Street, by building an
additional 8 feet toward the alley. The area is zoned RS-7.
MISCELLANY
Larry Enger expects to be in regarding the property on the
southeast corner of 8th and Francis Streets. Evergreen
Landscapevs are contemplating relocating here from 8th and
Albert Streets, and the permitted uses in this zone are not
clear with regards to this type of business. It is an inter-
pretational question.
The City Council, at its meeting of November 17th, took the following
action on Planning Commission business:
Rezone area from Peabody Street to Peabody Canyon and Lauridsen
Boulevard to Whidby and Park Avenues from RS-7 to RMF - concurred
with Planning Commission1s recommendation and denied.
Rezone Lots 6-10 Block 11. and Lots 11-16 Block 16 Puget Sound
Cooperative Colony 2nd Addition from RS-7 to RMF - concurred
with Planning CommissionTs recommendation and denied.
Moved to request the Planning Commission to investigate and make
a recommendation on the irclusion of apartments in the CSD-Cl,
CSD-C2, CAD and Residential Buffer Zones. Also the interpretation
of "apartments above commercial buildings' as opposed to apart-
ment buildings alone. It may be desirable to hold a joint study
session to consider this possibility.
As of this date I know of nothing else to be presented at this meeting.

Minutes of the Port Angeles Planning Commission meeting of November
23, 1970.
Present: Chairman Hunt, Treat, McHone, Anderson, Dilling, Young and
Secretary Willson.
Absent:
Sannes
The meeting was opened at 7:30 P.M. in the Municipal Chambers. Minutes
of the November 9th meeting were approved as received.
Old Business
The application of Mr. Ray Robinson for a Conditional Use
Permit to construct a duplex in the RS-7 zone on the south side of
Park Avenue between Laurel and Oak Streets was brought from the
table for consideration. A protest petition bearing fifteen valid
signatures had been presented at the previous meeting. Mr. Robinson
had submitted a petition to the secretary, late in the afternoon of
the 23rd, containing signatures of ten individuals requesting their
names be withdrawn from the protest petition. The secretary reported
two telephone calls he had received indicated most of the opposing
sentiment in the area was not specifically to Mr. Robinsons
application, but rather to the possibility this would open the way
for construction of duplexs on all the remaining vacant property
in the area. Since this is considerable, the residents feel this
would change the character of the nei1hborhood from single-family
residential to something on the ord~r of mult~family density.
Following a discuss~onJ 'members voted to recommend the application
be approved. .

New Business
The chairman announced the hearing on the application for the
rezoning of Suburban Lot 39 was now open and asked the secretary if
any plans or other pertinent information had been received since the
last meeting. The secretary reported nothing had been received, but
he had been advised by long-distance telephone the applicant would be
in attendance at this hearing and submit sketches of the proposed
multi-family devel9pement. Since no'one was present representing the
applicant, the chairman deferred this item until later on the agenda.
Subsequently Mr. Harlan Lewis and Mr. W. G. Miller appeared to present
information on the project and answer questions. Approximately fifteen
residents from the Edgecliff area were present to protest the rezoning
of this area, which abuts the Edgecliff plat. A very lengthy discussion
followed. Mr. Lewis emphasized this project was for families in the
moderate income range and that no variances from the regulations of
the RMF zone would be sought; apartments would be from one, to three,
bedroom units and set in clusters of not more than twelve units.
Opposition centered around the increase in traffic which would be
generated by the 64 proposed units and the population-to-land
density ratio. One member of the Planning Commission observp.d the
density-ratio was comparable to that which would be achieved by
constructing all the single-family residences allowable on the same
land area. It was moved and seconded this item be tabled and the
secretary and all members possible visit the developement just being
completed, by the company Mr. Lewis represents, in Everett, Washington.
Mr. Lewis interjected the comment that the units in Everett would not
necessarily be the same style as those constructed here since the
architects will not begin work on the local plans until the zoning
question is resolved. More discussion ensued. The second to the
motion was withdrawn and the motion to inspect the Everett project

was withdrawn. A motion was then made to recommend the rezoning
application be denied. The motion died for the lack of a second.
A motion to table this request for further study until the meeting
scheduled for December 14, 1970 was then made and passed. (4-1).
Alpihe'General Builders had submitted a variance request to
permit them to construct an addition to an existing single-family
residence, which would bring the building to eighteen feet from the
alley right-of-way instead of the required twenty-five feet. The
secretary reported the property had been properly posted for hearing
at this time and no protests had been received. The location, 210
South Francis is directly across the alley from the Veterans Center.
Members who had looked at the site saw no objections to the proposed
addition. It was voted to recommend the variance be granted.
Other Business
Mr. Larry Enger, of Enger Construction Co. appeared for an
interpretation of the land uses in the CSD-Cl zone. The property
concerned was the southeast corner of 8th and Francis Streets. The
question was whether a nursery and garden supply business would be
acceptable at this location. The business would be strictly retail
with the actual growing of plants being done elsewhere. Members felt
this was within the interpretation of allowabie uses and so informed
Mr. enger.
Mr. Art Dunker presented a plot plan of a proposed single
family residence on a corner lot which would conform with the sp.tback
requirements of the amended zoning ordinance but not as it now exists.
Members voted to recommend the building inspector be authorized to
issue a building permit based on the requirements of the amended
ordinance.
Mrs. Earlene Harrison of the Park and Beautification Committee
was in to call the Planning Commissions attention to items she felt
needed clarification in the zoning ordinance or else were covered
and were not bing enforced vigorously enough (i.e. fencing material
storage yards, trailers parked on city streets, etc.). Members made
note of some of the items for consideration during future study'sessions.
The secretary was directed to contact the city attorney regarding
fencing of material storage yards and Mrs. Harrison was advised the
problem of trailers parked on the streets was not in the province of
the Planning Commission but should be taken up with the Police Department.
The Secretary then advised he had two more questions regarding
the CSD-Cl zone.
Mr. Bob German currently has a sm~ll structure on the northwest
corner of 16th and "C'I streets from which he operates a real estate
office. He is considering building a larger structure and wanted to
verify the permissibility of real estate offices at this location before
progressing too far with his plans. Members were of the opinion this
would be a permitted use providing all other requirements are met.
Mr. Cliff Smith, on behalf of Dr. L. R. Griffith, had inquired
about the possibility of adding 7' to Dr. Sriffiths office at 8th and
Race Streets toward Race Street. Members expressed opposition to any
alterations which would obstruct visibility at this intersection any
more than it is. The Secretary was direct.ed to contact Dr. Griffith
and look over the situation with him.

The secretary. then, presented a map which had been prepared for
the City Council, .indicating vacant property in zones currently
permitting multi-family residences or, in zones which might be
investigated for such allowance. Members felt this subject should
be taken up with the Councilmen at a ioint study session.

at 10:10 P.M.
