I CALL TO ORDER
Chairman Hulett called the meeting to order at 7:00 P.M.

III APPROVAL OF MINUTES
Mr. Cornell moved to approve the minutes of the meeting
of November 16, 1983. Ms. Ross seconded the motion which
passed 4 - 0 with Mr. Anderson abstaining.

IV COMMUNICATIONS FROM THE PUBLIC
None.
V HEARINGS
Conditional Use Hearing - Pavlak. A request for
extension of a Conditional Use Permit to continue
operation of a one-person beauty shop as a Home
Occupation in the RS-7 Zone. Location: 1825 West
Tenth Street.
Mr. VanHemert reviewed the Department Report. Chairman
Hulett opened the public hearing.
Jackie Pavlak noted there has been no change in the Home
Occupation. Chairman Hulett closed the public hearing.
Mr. Anderson moved to recommend granting a two-year
extension to the Conditional Use Permit, subject to the
original conditions. Ms. Ross seconded the motion, which
passed unanimously.

Conditional Use Hearing - Schwartz. A request for a
Conditional Use Permit to allow operation of a day-care
and pre-school in the RS-7 Zone. Location: 1304 West
Fifth Street.
Mr. VanHemert reviewed the Department Report. Chairman
Hulett opened the public hearing.

Marvin Schwartz explained the operation, noting that the
off-street parking area is never used; and seldom is more
than one vehicle there to pick up a child. He also
stated that reducing the requested number to 20 children
would be acceptable and that only approximately one-half
the children would be in the pre-school. Chairman Hulett
closed the public hearing.
Following several questions from the Planning Commission,
Ms. Ross moved to recommend granting the Conditional Use
Permit subject to the following conditions:
1. That the number of pre-school/day care students be
limited to a maximum of 20 children on the premises
at anyone time.
2. That the existing parking area be identified by an
appropriate form of signage.
Ms. Ross cited the following as findings of fact:
A. There will be no excessive noise, dust, smoke, or
other hazards introduced into this residential
neighborhood by the proposed Home Occupation.
B. With the off-street parking area that exists
identified, traffic impacts will be reduced so as not
to significantly impact the neighborhood.
C. The Home Occupation will not be injurious or
detrimental to nearby properties and the general
public.
D. It will not endanger the public health, safety,
morals or welfare.
Mr. Anderson seconded the motion, which passed
unanimously.
Conditional Use Hearing - Childers. Request for a
Conditional Use Permit to allow a day-care in the
CSD-cl, Community Shopping District. Location: 237
West Eighth Street.
Mr. Cornell moved that a day-care be interpreted as a
conditional use in the CSD-Cl Zoning District. Ms. Ross
seconded the motion, which passed unanimously.
Mr. VanHemert reviewed the Department Report. Chairman
Hulett opened the public hearing.

Jane Childers asked a number of questions about Building
Code and Parking Code requirements, which the staff,
Commission and Ms. Childers discussed. Chairman Hulett
closed the public hearing.
Mr. Anderson moved to recommend granting the Conditional
Use Permit, providing the following conditions are
attached:
1. The structure be remodeled in accordance with the
Uniform Fire Code, Uniform Building Code, Uniform
Plumbing Code, and/or other applicable regulations,
to the satisfaction of the Public Works Department
and Fire Department.
2. That a plan for off-street parking be submitted to
the Public Works Department at the time of building
permit application.
3. That the license from DSHS be granted and State Fire
Marshal's Office approval be given, all prior to
occupancy of the structure.

Mr. Anderson cited the following findings of fact:
A. While zoned CSD-c1, the site is accessible from both
places of employment and residential neighborhoods
within the community.
B. A day-care center may provide a needed service to
shoppers in the area and will not conflict with
nearby commercial uses.
c. The required off-street parking area will reduce
traffic impacts caused by the proposed use.
D. The use provides a needed service to the community
and is not contrary to the public health, safety or
welfare.
Mr. Cornell seconded the motion, which passed
unanimously.

Conditional Use Hearing - Olympic Vistas, Inc. Request
to consider an amendment to the original Conditional
Use Permit amending the condition that the site of the
Olympic View Rest Home be at least 2 acres. Location:
East side of Vine Street and vacated Lopez Avenue,
between the alleys next north and south of said vacated
Lopez Avenue.
Mr. Carr reviewed the Department Report. Chairman Hulett
opened the public hearing.

There being no comments, Chairman Hulett closed the
public hearing.
Following a brief discussion, Ms. Ross moved to recommend
granting a revision to the original permit so that lots 6
through 10, Block 11, PScC 2d, would be removed from the
permit and available for sale, subject to the following
conditions:
A. The Lopez Street right-of-way lS rededicated to the
City.
B. The maximum number of Swelling units-that can be built
upon Lots 11 through 16 of Block 16, puget Sound
Cooperative Colony's Second Addition, be five.
She cited that the proposed amendment does not change the
dwelling unit density approved in the original permit.
Mr. Cornell seconded this motion. During discussion, Mr.
Anderson moved to table the item to the first meeting in
January because no representatives were present. Mr.
Cornell seconded this motion, which passed unanimously.
Street vacation Hearing - Solway. Request to vacate a
portion of Regent Street. Location: Regent Street,
one block east of Peabody Street and south of Viewcrest
Avenue.
Mr. VanHemert reviewed the Department Report. Chairman
Hulett opened the public hearing.
Ken Anders submitted a map of the area. Mr. and Mrs.
Anders, Larry Knoll, Gene Wiley, and Mrs. Abbott,
expressed concern that vacating the right-of-way would
preclude subsequent development of a standard width
street. Staff explained that the existing roadway was
east of the right-of-way and vacation of Mr. Solway's
portion of the right-of-way would still leave approxi-
mately 30 feet of right-of-way to the west of the
existing road which could be used in future expansion.
Chairman Hulett closed the public hearing.
Ms. Ross moved, based upon the information presented
during the hearing, to recommend denial of the petition
without prejudice, to allow staff time to resolve the
legal aspects of the right-of-way and existing roadway
issue. Mr. Anderson seconded the motion, which passed
unanimously.

Rezone Hearing - ITT Rayonier. A request to rezone
approximately 7.2 acres from PBP to M-2, Heavy
Industrial. Location: Adjacent to Port Angeles Harbor
at the foot of Ennis Street.
Mr. Anderson moved to table this item to the first meet-
ing in January. Ms. Ross seconded the motion, which
passed unanimously.

VI STAFF REPORTS

Adoption of Arterial Commercial District (AC) and
repeal of CAD and cAD-R classifications.
Mr. Carr noted that a public hearing had been set for
this meeting to consider adoption of the proposed
Arterial Commercial District and repeal the CAD and CAD-R
classifications. Chairman Hulett opened the public
hearing. No one was available to comment, so Chairman
Hulett closed the public hearing.
Following a discussion among the Commission, Ms. Ross
moved to recommend adoption of the proposed Arterial
Commercial District, provided that Section 17.26.230(A)
was amended to exempt garbage cans associated with
mechanized collection from the screening requirements.
Mr. Puckett seconded the motion, which passed 4 - O. Mr.
Anderson abstained.
Mr. VanHemert explained that a number of seasonal tempor-
ary signs advertising products was occurring in the Down-
town area. Following a brief discussion, the Commission
noted this should be clarified so the problem will not
occur in 1984.
VII REPORTS OF COMMISSIONERS
Mr. Anderson suggested having a member of the Public
Works Department present to explain any right-of-way
issues for that area south of the Boulevard.
There were no other reports of Commissioners.
