HomeMy WebLinkAboutMinutes 12/18/1951 ~ - ,41 - Minutes of the regular meeting of t~e City of Port Angeles Planning Commission, December 18th, 1951. The regular meeting of the Planning Commission was held at the City Hall at Front and Oak Streets. Mebers present were Reiners, Lamoureux, Smith, Gort,. Stewart and Strange. Also present were City Engineer Ahlvers, Commissioner Taylor, Park Board Chairman George Johns and Mr. Cunningham of the J. W. Cunningham & Associates Consulting Engineers of Portland, Ore. Mr. Cunningham being presently engaged in a survey of our domestic water supply system. The principal subject under discussion at this meeting was the urgency of the construction of a road down Tumwater Gulch from an intersection with State Highway 9-A and U.S. Highway 101. Also the re-construction of Marine Drive from "An Streā‚¬t westElrly to the Crown Zellerbach garage sites. It was generally agreed that both of these projects were in urgent need of construction and therefor the discussion centered mainly on the method of financ e. It is too early, at this time, to make a final decision on these matters, which of necessity must be delayed until the survey, now being conducted by the City Engineers, is completed and the costs of the projects determined however, it was pretty generally agreed that the method used in financing the original construction of Marine Drive would probably be the most desirable, namely an enlarged local improvement district spreading the assessments pretty generally over the entire City. No final decisions were reached, but all members were urged to give serious thought to the problem in order that we may reach a final conslusion in the very near future. A motion was passed indicating the Planning Commissions willingness to accept the recommendation of the City Commision to study our present zoning ordinance, especially with reference to certain areas where it has become obvious that the present zoning ordinance is in error. A special case being, to wit, the application of the DelGuzzi Brothers for the construction of individual clinic buildings in the vicinity of the new hospital, which at present is prohibited in that area, it being a first class residential district. It was agreed among the members that in this particular case, the ordinance was in error and that there should be no objection to the building of these clinical offices with the provision that the section providing for llset-back" be complied with. Mr. Cunningham gave a short talk on the condition of our domestic water supply system as it appears to him from the preliminary survey that he has thus far made. Suffice to say, the impressions gained by Mr. Cunningham are not of the best and he was especially concerned with the hazardous condition of our main water supply from Morse Creek to our present reservoir.
