HomeMy WebLinkAboutMinutes 04/21/1998 CALL TO ORDER: ROLL CALL: APPROVAL OF MINUTES: Request for Proposals Evaluation Process LODGING TAX ADVISORY COMMITTEE Port Angeles, Washington April 21, 1998 Chairman Wiggins called the meeting to order at I :30 p.m. Members Present: Councilman Glenn Wiggins, Councilman Orville Campbell, Bob Harbick, Dick Vogel, John Platt, David Morris, Steve Oliver, Bill Rinehart, Bob Grattan, and Jim Haguewood. Members Absent: Randy Johnson. Staff Present: Contracts/Projects Administrator Smith and Clerk Upton. Public Present: Erl Hansen, Rick Hert, and Troy Woody. Dick Vogel moved to approve the minutes ofthe Lodging Tax Advisory Committee meeting of January 26, 1998. The motion was seconded by David Morris and carried unanimously. Request for Proposals Evaluation Process: Chainnan Wiggins advised the committee members that twelve organizations expressed interest in submitting RFPs; however, only three responses were ultimately submitted. Those submitted were from Competitive Edge, Bellevue; S & S Design, Port Angeles; and the Port Angeles Chamber of Commerce & North Olympic Peninsula Visitor & Convention Bureau. Discussion followed as to why more submittals weren't made, and Tim Smith indicated some noted there wasn't enough money involved, some felt they couldn't compete by virtue of not being located in the area, some had other projects in the works that meant funds and resources being directed elsewhere, and some felt they couldn't compete because of the local proposals submitted. Tim then reviewed the proposed evaluation process, one that has been used successfully by the Public Works Department over the years. He suggested that all three firms be invited to make presentations on their proposals to the committee members, after which time another meeting would be held to formulate a recommendation for the City Council. He indicated a preference that the committee members not conduct individual discussions with each other pertinent to the proposals, as the group would stand to benefit greatly by hearing all of the thoughts and opinions of the members. Tim further reviewed the evaluation process and the weighting form, after which time the committee members spent a few minutes completing the form to prepare for the next step in the process. The next meeting will be held on Tuesday, April 28, 1998, at 1:30 p.m., for the purpose of conducting interviews and hearing presentations from those submitting proposals. It was suggested that another meeting be held on Tuesday, May 5, 1998, also at I :30 p.m., at which time the committee would prepare a recommendation for City Council's consideration.
