UTILITY ADVISORY COMMITTEE MEMO DATE: May 25, 2004 TO: UTILITY ADVISORY COMMITTEE FROM: Tom McCabe, Solid Waste Superintendent Larry Dunbar, Power Resources Manager SUBJECT: Solid Waste Processing Facility Development and Management Services RFP Summary: A request for proposal (RFP) has been prepared to solicit Contractors to design, construct and operate a solid waste processing facility in accordance with the Long-Range Plan for Solid Waste Management. The RFP also includes services for waste transport and disposal, recycling, composting, and landfill post-closure maintenance. The next step in the RFP process is to solicit contractors to prepare and submit proposals to the City. Recommendation: Forward a favorable recommendation to the City Council to authorize issuance of the RFP. Background: The "Solid Waste Processing Facility Development and Management Services" RFP was prepared in accordance with the Long-Range Plan for Solid Waste Management and the Solid Waste Export and Transfer Station System Interlocal Agreement. The agreement was approved by City Council on May 18, 2004 and will be considered by Clallam County and the City of Sequim on May 27, 2004. Analysis: Staff will provide a presentation of the service components included in the RFP that are summarized below: I. Design and construction of a new Transfer Station and moderate-risk waste facility, operations and permitting of the Transfer Station. II. Municipal solid waste received at the Transfer Station will be transported and disposed of at a regional disposal site. III. Operation, maintenance and waste transport from the existing Blue Mountain Drop Box facility to the Transfer Station. IV. Curbside collection ofrecyclable materials and yard debris within Port Angeles, operation of recycling drop-off facilities at the new Transfer Station and Blue Mountain facility, and collection of recyclable materials at various community events. V. Operation and maintenance the City's existing co-compost facility to produce Class A compost materials from yard debris and biosolids. VI. Maintenance services in accordance with the City's landfill post-closure plan. VII. Operation of the new moderate-risk waste facility and transportation and disposal of moderate- risk wastes. Per the Revised Code of Washington 35.21.156(2) the City Council must authorize advertisement of the RFP. A complete copy of the RFP is available for review in the Public Works and Utilities office.
