Chairman Reed asked if there were any corrections to the meeting minutes of May 9, 2006.
Orville Campbell moved to approve the minutes. Councilman Williams seconded the motion,
which carried unanimously.

A. Residential Solid Waste Services Update
Tom McCabe, Solid Waste Superintendent, provided a summary ofthe services selected by customers
noting that the City had received a 70% response on the solid waste services request form. 37% of these
customers requested the new bi-weekly garbage service and those who did not respond would
automatically default to weekly collection. There was a brief discussion.

B. Bonneville Power Administration Issues
Scott McLain, Deputy Director for Power Systems, introduced Chuck Forman, BP A Account Executive.
Mr. Forman distributed a handout and gave a presentation based on that information. The long term
power service contract should be available sometime in July with any adjustment made in September.
Due to a good water year, high natural gas prices, and cost management, rates for 2007 could remain
near the current levels. Allocation and tiered rates were also covered. There was a brief discussion.
No action taken. Information only.
C. Conservation Program Authorization
Larry Dunbar, Power Resources Manager, pointed out that the current renewables discount program ends
this fall and that a new Conservation Rate Credit program would be available at that time. Participation
in the program will lower the City's wholesale power expenses, provide rebates to customers to invest in
conservation improvements, and benefit the local economy. Additionally, staffwill coordinate with the
Olympic Community Action Program to pay for weatherization of qualified low-income housing within
the City. A discussion followed.
Councilmember Wharton moved to authorize the Director of Public Works and Utilities to
implement a conservation program that qualifies for the Bonneville Power Administration's
Conservation Rate Credit program. Orville Campbell seconded the motion, which carried
unanimously.
D. Storm water Utility Update
Gary Kenworthy, City Engineer, called attention to the fact that due to inflation the stormwater utility
issue was going backwards and is currently approximately 14% behind. There was a lengthy discussion.
Staffwas requested to provide a new project list along with projected costs.

E. National Park Easement
Scott McLain, Deputy Director for Power Systems, distributed and reviewed information on the issue of
the National Park Service needing an easement deed to construct the Port Angeles Water Treatment
Plant and related facilities at the landfill. A discussion followed. Staffwas advised to proceed with the
process and to consider a recorded easement, cost reimbursement, a specified end date on the easement,
an area readjustment, a dispute resolution clause, that the easement be non-transferrable, and that it
revert back to the City.

F. Renewal Of Transmission Agreement With The Bonneville Power Administration
Scott McLain, Deputy Director for Power Systems, advised that the current transmission agreement will
expire September 30, 2006 and that the City needed to submit an new application as part of the process.
The last agreement was for a period of 10 years however this agreement would be extended to 30 years.
There was a brief discussion. The issue was deferred to the July 11, 2006 UAC meeting.
No action taken. Information only.

III. Discussion Items:
A. Consultant Selection For The Design Of Combined Sewer Overflow Projects, Project
06-01
Terri Partch, Assistant Civil Engineer II, distributed a handout and gave a presentation based on that
information. Six firms were initially requested to submit a Proposal for design services for the Francis
Street sewer main, force mains from Pump Station 4, and Railroad A venue sewer main. From the
proposals and subsequent interview Brown and Caldwell were selected as best qualified. There was a
brief discussion.
Councilman Munro moved to recommend City Council authorize the Mayor to sign an Agreement
with Brown and Caldwell for predesign of the first three of the CSO projects for an amount not to
exceed $340,000. Orville Campbell seconded the motion, which carried unanimously.
B. Parametrix 2006 Engineering Services Agreement, Amendment No. 1
Gary Kenworthy, City Engineer, advised that the full extent of the services required for the Landfill
Bluff Stabilization project had not been known when the scope of the agreement was developed nor the
availability of staff to assist. It was noted that the critical location and permitting requirements for the
project require additional construction management. A discussion followed.
Orville Campbell moved to forward to Council for consideration, amendment no. 1 to the
agreement with Parametrix in the amount of $231,270, which included $50,000 to be used for

directed services. Councilman Williams seconded the motion, which carried unanimously.

Leak Detection Results - 2006
Summary: The City has utilized leak detection companies for the past sixteen years to detect
water leaks in the distribution system. During the past six years, these surveys have identified
291,240 gallons per day (gpd), or 106,302,600 gallons of water loss. Detecting and repairing these
leaks results in the utility becoming more efficient in the areas of water conservation and recovery
of lost water revenue. This year's leak detection survey was performed from March 27 - 31. The
estimated combined water loss that was detected and repaired was found to be 15,480 gpd.
Recommendation: Information Only.
Background/Analysis: Each year the Water/Wastewater Collection Division contracts with a leak
detection company to perform a survey of one-fifth ofthe water distribution system. Utilities
Services Group conducted the survey this year. Extremely sensitive sound amplification
instruments and computer based correlations are used for pinpointing these leak locations. City
crews spend about ten days preparing for the contractor's equipment by locating and uncovering
the necessary contact points in the system.
The first area surveyed was "I" Street to McDonald Street, 10th to 16th Streets, and the second area
surveyed was Lindberg Road to 101 Hwy East, Delguzzie Drive to Wolcott Street. This year a
total of approximately ten miles were surveyed including all intersecting lines. Approximately
44.25 hours were spent on this project by the leak detection agency and a total of four leaks were
found within our distribution system. The water loss due to leakage was estimated to be
approximately 15,480 gpd, which equals 5,650,200 gallons per year.
All of the detected leaks have been repaired.

Electric Network Transmission (NT) service application
Summary: The City's Electric Network Transmission Service Agreement with the Bonneville
Power Administration Transmission Business Line expires on September 30,2006. This
application procedure is necessary to continue our transmission service for an additional 30 years.
Recommendation: Forward a favorable recommendation to City Council to submit an
Electric Network Transmission Application for a term of 30 years to the Bonneville Power
Administration Transmission Business Line.
Background/Analysis: The Energy Policy Act of 1992 amended the Federal Power Act to
allow the Federal Energy Regulatory Commission (FERC) to order access to electric utility
transmission systems. FERC developed a comparability standard for utilities to adopt "an open
access tariffthat is not unduly discriminatory or anticompetitive should offer third parties access
on the same or comparable basis, and under the same or comparable terms and conditions, as the
transmission provider's uses ofthe system." In April of 1996, FERC issued Order 888 prescribing
pro-forma, open access tariffs to ensure competitive power markets.
BPA adopted their Open Access Transmission Tariff (OATT) in 1996. This tariff defines the
terms and conditions for Point-to-Point (PTP) and Network Integration (NT) transmission services.
Port Angeles executed its first NT service agreement with BPA's Transmission Business Line
(TBL) in 1998, which expires on September 30, 2006.
All transmission customers must follow the terms and conditions of the Tariffregardless of their
power supplier. BPA Transmission's Business Practices provide the "rules of the road" for doing
business with the TBL.
The City's NT service contract provides firm transmission services from all our network resources,
which include our BPA power contract resources (any of the resources BPA power controls) along
with our Morse Creek Hydro generation. With NT service, any of the BP A power resources can

be used to serve our load. This service contract also provides for any new transmission
construction necessary to meet our load growth over time.
Under the current business practices, Port Angeles has the right to continue to take transmission
service when our current service agreement expires without being subject to a reservation priority
list. The City accomplishes this rollover by submitting a transmission service application, which is
the issue before UAC this afternoon. After submittal of a service application, the City will execute
a transmission service agreement with BP A, which finalizes the technical issues for transmission
servIces.
Staff recommends that the transmission application request a term of 30 years. While the City has
rollover rights for continuing transmission service at this time, changes to the organization of the
Northwest's transmission system (such as development of an Regional Transmission Organization
(RTO)), could alter our ability to acquire continuing transmission service if there are other
competing service requests prior to our new application.
Staff has been working with the BP A Transmission Business Line in preparing our transmission
application and requests that the UAC forward a favorable recommendation to City Council to
submit a NT Transmission Application for a term of 30 years to the BP A TBL.
