It was noted that two typos were found and corrected in the minutes for signature. Allen Bentley moved to approve the minutes. Mayor Headriek seconded the motion~ which carried unanimously. I~.. Late Items: Solid Waste RFP Evaluation Process Roof Drain Disconnection Ordinance Update V. Discussion Items: .4. Agreement To Keep Manlifl Truck #162 For Five Additional Years Dave Ireland, Manager of Light Operations Division, gave a presentation reviewing the information, responding to questions, and providing clarification. It was noted that funding for the rebuild was available and that keeping the vehicle would accelerate the pole replacement program. There was a brief discussion. Dean Reed moved to support the Public Works and Utilities Departmenffs position to overhaul aa required and place back in service Truck #162 for a period not to exceed five years. The estimated UTILITY ADVISORY COMMITTEE October 12, 2004 .- cost of overhaul is between $18,000 and $33,000 depending on what is found when the boom is disassembled and checked for wear. Mayor Headrlck seconded the motion, which carried unanimously. B. Solid Waste RFP Evaluation Process Larry Dunbar, Power Resources Manager, reviewed the flow chart illustrating the motions involved in the accomplishment of the project. There was a brief discussion. Allen Bentley moved to support the proposal evaluation, selection, and negotiation plan. Mayor Iteadrick seconded the motion, which carried unanimously. C. Update Of Combined Sewer Overflow Directed Actions By The Department Of Ecology Glenn Cutler, Director of Public Works and Utilities, referred to the schedule table indicating the CSO Reduction Plan would be submitted to DOE this month. It was noted that pumps one and three are currently under construction. No action taken. Information only. D. Roof Drain Disconnection Ordinance Update Steve Sperr, Engineering Manager, summarized the various phases of the study noting preliminary indications are that City funding of a roof drain disconnection program would not be cost effective. The final results will be brought back to the committee at a future date. There was a brief discussion. No action taken. Information only. E. Wastewater Rates For 2005 Steve Sperr, Engineering Manager, pointed out that construction of Park Avenue sewer improvements and implementing the recommended increase of $2 per residential unit per month had not been included in the 2002 rate study. A discussion followed with concern over clear customer communication such as cost comparison with other cities. Dean Reed moved to recommend City Council approve a $2 per month increase in the residential rate of 430 cubic feet or more raising it from $36.25 to $38.25 and an increase of 5.5% to all other rate classes. Allen Bentley seconded the motion, which carried unanimously. F. Formation Of A Washington Municipal Electric Association Scott McLain, Deputy Director for Power Systems, informed the UAC that the City had been asked to consider joining in the formation of a Washington Municipal Electric Association in partnership with the Association of Washington Cities to focus on legislative issues and BPA policies. Member costs are 2 UTILITY ADVISORY COMMITTEE October 12, 2004 unknown at this time. There was a brief discussion. Staffwas directed to pursue participation. No action taken. Information only. G. A, UTILITY ADVISORY COMMITTEE MEMO DATE: November 9, 2004 To: UTILITY ADVISORY COMMITTEE FROM: Stephen Sperr, Engineering Manager SU~aECT: Unified Bilateral Compliance Agreement with Department of Health iSummary: Two Bilateral Compliance Agreements (BCAs) are currently in place between the City and the Washington State Department of Health (DOH), one addressing corrosion control and the other groundwater under the influence of surface water (GWI). The DOH has requested [hat the remaining deliverables required under both BCAs be combined into one new BCA. Recommendation: For information only. Background/Analysis: In 1997, after water quality sampling showed that the City's water system exceeded the federally-mandated "action level" of 1.3 rog/1 for copper, a BCA (Docket #7027) was executed between the City and the DOH that required the City to cover all of its uncovered reservoirs by a certain date. The City completed installation ora cover for the last uncovered reservoir last year. This BCA also required the City to retest for lead and copper after the reservoirs were covered. This follow-up testing occurred this year, and again the "action level" for copper was exceeded. With the copper levels in certain households exceeding the action level (the 90th percentile reading was 1.85 mgtl), the current BCA requires that the City design and install corrosion control facilities for its water system. In 2000 the City's water source, a Ranney Collector well adjacent to the Elwha River, was found to be Groundwater Under the Influence of Surface Water (GWI'). This means that tho water soume must be treated under the requirements of the EPA's Surface Water Treatment Rule. Another BCA (Docket #00-02-14) was executed with the DOH, spelling out the deliverables that the City would have to provide to the DOH. The eventual result of this BCA is either a program to avoid filtration (e.g. find another source, reconfigure source, purchase water, or watershed control), or the design and construction of a filtration treatment plant. Acknowledging the progress of the mitigation facilities to be built by the federal government as pan of the Elwha River Ecosystem and Fisheries Restoration Act, the DOH recently approached PW OiOi_06 [R.~'is~d 07/24/031 the City to see if these two BCAs could not be combined into one new BCA (Docket #2004- BCA-0074) that would address the remaining deliverables. This makes sense because: 1. The new Por~ Angeles Water Treatment Plant (PAWTP) being designed under the Elwha project already has pH adjustment built into it that will allow the necessary corrosion control required under the first BCA. 2. The PAWTP will provide a treatment process that includes filtration to meet the Surface Water Treatment Rule as required under the second BCA. The new BCA has only two deliverables: the design of the treatment plant is to be submitted to the DOH for approval by February 28, 2005, and construction of the treatment plant is to be completed by December 31, 2007. The current schedule for mitigation facilities to be constructed under the Elwha project meets these deadlines. In the meantime, the DOH agrees to defer any enforcement actions related to the "lead and copper rule" as well as intercede on the City's behalf with EPA for violations related to the GWI designation. The Utility Advisory Committee will continue to be updated on the progress of the Elwha project, as well as if the new BCA requires modification in the future. UTILITY ADVISORY COMMITTEE MEMO DATE: November 9, 2004 TO: UTILITY ADVISORY COMMITTEE FROM: Larry Dunbar, Power Resources Manager RE: Budget Amendment for Economic and Engineering Services Agreement Summary: Economic and Engineering Services has been retained to perform a rate study for the Solid Waste Utility. A revised scope of work has been developed to assist the City in determining thc cost of services after the landfill closes. The estimated budget for the revised i scope is $6,000. The agreement has a current budget limit of $30,790. . Recommendation: Forward a favorable recommendation to City Council to amend the Inet to exceed amount of the EES agreement to $36,790. Background/Analysis: The City retained Economic and Engineering Services (EES) to assist staff with an analysis of 1) revenue requirements for the Solid Waste utility prior to landfill closure, and 2) a cost of sendce analysis (COSA) after the landfill is closed. On September 21, 2004, the City Council approved a budget amendment with EES to assist the City in its proposal for the Solid Waste RFP. EES recently completed an analysis of revenue requirements prior to landftll closure and is nearing completion of the COSA to determine rates that will need to be in effect after the landfill closes. The original scope of work for the COSA was to evaluate rate impacts based on the City's project cost estimate. A revised scope of work has been developed with EES to assist the City in completing tasks that were not included in the COSA. The revised scope includes the following tasks: A. Modify the COSA model to determine rate impacts based on the apparently successful Contractor(s). B. Model up to 3 alternatives for rate design or optional proposals fi:om the apparently successful Contractor(s). C. Additional UAC meeting presentation to present the post-closure COSA. The revised scope is expected to take about 60 hours with an expected cost of $6,000. _pORTANGELES WaSHiNgTON, u.s.a. Background/Analysis: City Staff and our consultant, Brown and Caldwell, have been aggressively pursuing accomplishing the DOE required actions within the required time lines.
