Requirements
Issuance of a permit is subject to compliance with recognized standards, listed
requirements, and field inspection approval by the Port Angeles Fire Department
360- 417 -4653.
o Provide one fire extinguisher with a minimum rating of 40 -B -C.
o There shall be no welding, or other source of ignition in the area while
abandoning operations are in progress.

Welding or cutting on a tank requires a separate permit from the Port Angeles
Fire Department 360- 417 -4653.
All tanks must be completely pumped out. Remove all flammable and
combustible liquid from the tank(s) and connecting lines. Use a hand pump
where practical. Liquid shall be placed in a tank truck or suitable containers for
removal.
Disconnect the suction, inlet, gauge, and vent lines. Cap or plug the open ends
of lines.
When capping or plugging all tank openings, use screwed plugs and a leave
1/8 -inch vent hole in one plug to allow for temperature expansion.
Before venting operations are started, remove ignition sources (including
electrical equipment) from the. vicinity.
Tanks shall be conditioned, and flammable vapors removed, by adding dry ice in
the amount of 1.5 pounds per 100 gallons of tank capacity. The dry ice should
be crushed and evenly distributed over the greatest possible area to secure rapid
evaporation.
This process does not ensure a gas -free tank. The tank shall not be welded
upon unless tested and certified by a qualified engineer.
Tank(s) Removal Option
If the tank is removed and stored temporarily on -site, it shall be placed in a
secure location and be blocked to prevent movement.
The tank shall be made inert twice prior to being transported.
The tank shall be inspected by the Fire Department Inspector prior to being
transported.
The hole created by removing the tank shall be filled with suitable material (earth,
sand, etc.).

If the tank will be abandoned in place, remove all flammable and combustible
liquids, and fill the tank completely with inert solid material.
