'I TO THE AGREEMENT FOR PROFESSIONAL SERVICES BETWEEN THE THE CITY OF PORT ANGELES AND LAYNE CHRISTENSEN RELATING TO: PERFORMANCE TESTING OF RANNEY WELL THIS AMENDMENT NO. 1 is made and entered into this day of X014 by and between THE CITY OF PORT ANGELES, a non-charter code city of the State of Washington, (hereinafter called the "CITY") and Layne Christensen, located at 6360 Huntley Road, Columbus, OH 43229 authorized to do business in the state of Washington (hereinafter called the "CONSULTANT"). WHEREAS, the CITY entered in to an AGREEMENT with the CONSULTANT on July 2, 2013, (the AGREEMENT) and WHEREAS, the CITY desires to amend the AGREEMENT to amend the Scope of Work, Budget, and Time of Performance. NOW, THEREFORE, in consideration of the representations and the terms, conditions, covenants and agreements set forth in this AMENDMENT, the original AGREEMENT is hereby amended as follows: I REVISED SCOPE OF WORK The amended scope of professional services to be performed and the results to be achieved by the CONSULTANT pursuant to the AGREEMENT shall be amended to include the tasks shown in the attached Exhibit A to Amendment 1. The Scope of Work shall include all services and material necessary to accomplish the work. 11 TIME OF PERFORMANCE The agreement duration is extended December 31, 2015 and includes the work for all tasks to be completed in accordance with attached Exhibit B to Amendment 1. III MAXIMUM COMPENSATION The CONSULTANT'S total compensation and reimbursement are stated in the attached Exhibit C to Amendment 1. The maximum compensation amount, referenced in Section VI of the Agreement, is amended from $50,000 to $71,130.00, an increase of$21,130.00. The budget for any Task may be further adjusted by mutual agreement without an amendment to the Agreement, as long as the maximum compensation amount of$71,130.00 is not exceeded. The following updated exhibits are hereby made a part of this Amendment: Attachment A—Scope of Work Attachment B —Schedule of Tasks Attachment C— Budget of Initial Tasks Attachment D— Consultant Labor Costs and Non-Salary Reimbursable Cost Except as modified herein, the original Agreement and Exhibits A through D is confirming and ratified. The evaluation was conducted to determine the current condition of the well and, if possible, what impact the accumulation of sediment has had on the performance of the well. The evaluation was conducted to establish a baseline for the current condition of the well and, if possible, what impact the accumulation of sediment has had on the performance of the well. In order to establish trends for well performance periodic testing is required at 6 month intervals for the first year and annually thereafter. In order to continue to evaluate the performance of the collector well as the sediment from behind the dams continues to wash down the Elwha River, it is recommended that long-term monitoring of water levels within the aquifer be conducted along with periodic testing of the collector well completed. To accomplish this, the Consultant will perform the following tasks: Task 5: Installation and Mo -13 Activities: The Consultant shall install water level recorders (In-situ LevelTrolls or equivalent) in Observation Well 1 (OW1-13) 13 and OW2-13. The water level within the collector well and the elevation of the Elwha River will also be measured during this period. The data recorded shall be downloaded every two weeks, with manual water level measurements made at these times to confirm proper operations of the water level recorders. These units will allow the water level/recharge trends within the aquifer to be evaluated as well as the efficiency of the collector well. The recorded water level data shall be reviewed quarterly by the Consultant's hydrogeologist experienced in collector well evaluations. Assumptions: • The collector wells' existing water level indicator in the collector well and the USGS Elwha River at the Diversion gauge can be utilized. • The City shall provide a laptop computer and communication cable to download the water level recorder. Professional Services Agreement, Page 3 2/24/2012 Project 06-01, Amendment 1 • The City will provide a manual water level measuring tape, Solinst Water Level Meter Model 101 or similar. • The City will purchase the water level recorders for OW1-13 and OW2- 13. Complete units will require twist lock cable, well dock and troll Com with software. • The Consultant shall provide assists and training in the use and installation of the water level recorders. • The City shall establish at the upstream wing wall a benchmark to allow for the manual measurement of river level elevations. • Quarterly review shall be completed by the Consultant's Hydrogeologist. Deliverables: 1, Memorandum of Results Task 6: 24 to 48 Hour Constant-Rate Test of the Collector Well Activities: A 24 to 48 hour constant-rate test of the collector well shall be conducted at a lower rate (approximately 4000 gpm) to observe the drawdown trend at the end of the test to provide an accurate assessment of the current capacity of the well. This rate is consistent with the rate utilized during the 1994 extended pumping period testing of the collector well; which will allow the Consultant to make comparisons between the two tests. Additionally, the Consultant shall provide detailed procedures for the step-drawdown performance testing prior to testing. Assump pns. • The water level recorder shall be installed before this test is conducted to evaluate background trends prior to testing. • City staff will perform the a step-drawdown performance testing similar to that recently completed (excluding the underwater inspection). While the sediment continues to be transported down the Elwha River, the step drawdown tests shall be conducted every six months for a period of one year and annually thereafter. The City shall provide the water level data to the Consultant for evaluation. • The test of the collector well shall be conducted in either January or February 2014 with the next test approximately six months thereafter (July or August 2014).
