We are one of the few municipal leagues that year after year can claim 100°/%membership. We understand that your participation is voluntary and that says a lot to me and the entire AWC staff. You know the real value in the collective city voice and influence all Washington's cities and towns have when we work together. As we move into 2012 and the final year of AWC's three-year strategic plan,we are committed to staying on track in building a strong foundation that supports our mission.'We continue to sharpen our work in advocacy, education and member services. We continue under a strong ethic of stewardship, trying to do all we can to help every city and town make the most of every available resource. And finally,we continue to work on building a legacy--creating an even better place for the next generation of cities and their leaders. I want to share with you a few highlights from this past year that defined AWC's strategic vision. Frankly, even our well-seasoned lobbyists didn't anticipate how well our members would fare in the extraordinary 2011 legislative session. When it was all said and done, cities maintained most of their state shared revenues. The Public Works Trust Fund crossed the finish line intact, fully funded. And,two big wins: reform of the Real Estate Excise Tax,and passage of the:city fiscal relief package. City leaders are hungry for knowledge and networking opportunities. Yet with city budgets being out across the state, the traditional'classroom formula no longer fits. You don't have the money to travel for training. So we came to you with a different perspective, geared more toward conversation and interaction. Training sessions turned into leadership labs. The Mayors Exchange emerged as a relevant idea sharing network, travelling across the state, connecting peers for frank discussions on targeted topics. Small cities sessions and regional meetings took on a new shape and purpose. We came to listen first, and then talk about the issues that mattered most to your region.Real conversations replaced meeting agendas, and the understanding that AWC staff took back to Olympia helped shape how we support you. i Telling the city story continues to be a thread throughout all our activities. Cityvision, AWC's bi- monthly magazine, gives readers a place to examine municipal trends and issues from a high level. I'm very proud to tell you that Cityvision recently received a national award from the American Society of Association Executives as best magazine in a highly competitive category. Advocacy,Education and Services:the tools for building foundations, bolstering stewardship and paving a legacy. It only happens when we work together. As we continue to offer new services and rethink current ones, I encourage you to let me know how AWC can help you and thank you in advance for your continued membership. We know that many Washington cities and towns continue to face difficult economic times. Membership dues rates will continue to be the same as the last couple of years, with changes only reflecting changes in your population, according to the most recent OFM data. Your 2012 membership dues will be $11,738. This is simply a notice for budgetary purposes; we will send you an invoice in December. I do want to let you know about upcoming events that you should plan on attending. Beginning in late September, I'm facilitating twelve AWC regional meetings in convenient locations across the state. We'll discuss issues related to the upcoming legislative session and ballot initiatives, and I want to learn more about the important issues facing your city. On September 14,I hope you can join us at a Mayors Exchange in Mukilteo. Futurist Bob Treadway will lead an interactive discussion about economic and social-stakeholder trends. We'll also spend time discussing ways to build a city legislative agenda that supports your city's goals and AWC's priorities. Thank you for being the backbone of AWC. Your support and passion for public service makes our work possible. Sincerely, Mike McCarty, CEO Cc: Yvonne Ziomlcowski, Finance Director I i i t i E DoT W A S H I. N O T O N, U: S. A. We know the economy significantly impacted many of our member cities and towns and we appreciate the fact that you continue to rely upon AWC for traditional services like outstanding advocacy and employee benefits. You also are increasingly leaning upon us in ways not previously envisioned, like for our state-of-the art research and leadership training. We want to assure you that as cities continue to be challenged to meet your citizens' basic needs, AWC continues to strengthen our advocacy work, training programs and research projects. We are committed to investing in our members and in the programs and services that help you meet your daily challenges. In consideration of these tough economic times, the AWC Board of Directors again recently voted to not raise the dues rates for 2012. Except for modifications resulting from changes in population, your AWC dues remain the same as in 2010. This is the third consecutive year that dues remain the same. Your commitment to this strong and enduring partnership of Washington cities and towns enables AWC to be a highly respected and effective voice before the Legislature and the Governor's office. We continue to tirelessly advocate on your behalf, making sure you receive the financial support and operational tools you need for strong communities. You demonstrated your commitment this fall in working with AWC on a mayors' letter to the Governor's office, expressing your concern over the potential elimination of state-shared liquor funding. Your letter started a vital conversation for all of our cities with the Governor and her staff. Equally important, we continue to offer cost effective, value added services such as employee health insurance, wellness services, property and liability insurance, workers compensation pooling, drug and alcohol testing services, programs for small cities like our training scholarships and other direct services and products to help manage your resources more effectively. We consistently strive to offer a wide range of educational opportunities for you, your council members and staff. AWC's commitment to you is to provide services and programs that provide exceptional value to the City of Port Angeles. We also want to take this opportunity to remind you about some upcoming events. The Elected Officials Essentials training, held in multiple locations on January 6-7, January 13-14,February 4- 3, and February 10-11, focuses on newly elected officials, but many veterans consider it an excellent refresher course. The 2012 City Legislative Action Conference in Olympia on January 25- 26 is a great opportunity for you and your council members to learn about the significant city issues before the Legislature and meet personally with your local legislators while they are in Olympia. And finally, be sure to set aside June 19-22 to attend the AWC Annual Conference in Vancouver. Continue to watch for other educational opportunities throughout the year. As we look forward to 2012, we hope you again join with city officials across the state and participate in your Association. Your commitment to the Association of Washington Cities helps us continue to work hard to address the many difficult issues faced by cities throughout the state. Our mission is to provide outstanding advocacy, education and services to the City of Port Angeles and to each city and town in our great state! Enclosed is the invoice for the City of Port Angeles membership fee to AWC for 2012. Please return one copy of the invoice with your payment by January 31, 2012.
