Washington, DC 20515 Dear Congressman Dicks: On behalf of the business community of the Olympic Peninsula, I74,ould like to ask your help to enhance the funding to the Olympic National Park with specific attention towards the increase of access during the winter months for Hurricane Ridge. As I know you are aware the Port.Angeles communio)has had some difficult economic times this past decade due to a variety of reasons. However, I am delighted to say the community continues to look for opportunities to attract visitors and business to the area. With these difficult tunes we as a community have seen the importance that tourism plays as a component of our economy, and the Olympic National Park is the major player of our tourism product. Some specifics in reference to park visitation are nearly 3.5 million visitors per year, over $91 million in total visitor spending, with over 2400 jobs being created due to the park and over$40 million in personal income generated. We also are delighted to point out thatguests that stay in our lodging properties throughout the year bring in nearly$36M to our local economy. This is at a 50%year round occupancy, so you can imagine if we can raise the occupancy a few percentage points the economic impact is significant. However park access at Hurricane Ridge during the winter months is very limited due to lack of funding, and park management does not anticipate any major changes in access due to their limited budgets and staffing, ONP staff is prohibited to lobby congress for additional funding so it is up to us as a community to lobby for them. We are asking you to help in the budget process for the next several years to help funnel funding to Olympic National Park to not only allow them to keep pace with the increased cost of personnel and operations, but to allow ONP management to increase the staff and maintenance for the winter product. The Port Angeles Regional Chamber of Commerce is the marketing organization for the community and if ive had more winter days of access to Hurricane Ridge and the ability to count on the road being open. when guests arrive we would have a much better ability to increase our winter visitation, which then in turn will increase the economic vitality of the area. It not only affords spectacular scenic views but also the opportunity to commune with nature, engage in outdoor educational opportunities, and participate in both winter and summer sporting activities Unfortunately, for much of the year,Hurricane Ridge is not accessible due to present policies r regarding snow removal and it is in this matter that we request your assistance and intercession. 3 Specifically,we want the Hurricane Ridge facility to remain open and accessible by vehicle 365 days per year which, of course,requires the deployment of snow removal equipment/personnel 7 days per week whenever necessary. Moreover,we want the parking lots cleared to allow the parking of vehicles and, again,this should take place 7 days per week as required. Obviously,Hurricane Ridge cannot be touted as a"destination"if it is not readily accessible by our visiting public. Visitors coming here especially to visit the park but,instead,turned away, will leave Port Angeles disappointed Moreover,their disappointment will likely generate unfavorable publicity that will negatively affect future visitors and,therefore, adversely impact tourism in general to the detriment of the local economy. This restricted operation has a detrimental effect on the economic well being of Port Angeles; it hurts our community,hurts the greater Puget Sound region,and ultimately,hurts the National Park Service The recent landslide that closed the road,thereby halting all ridge activity,dramatically illustrated the financial importance of Hurricane Ridge to our community. Winter sport enthusiasts who would have normally flocked to Hurricane Ridge went elsewhere thereby adversely impacting local revenue. The PABA and other organizations aswell as local and state agencies have continually tired to engage OJNP leadership in cooperative dialogue to reduce the obstacles to increased access without success. Accordingly,we request your assistance to achieve the following goals: • An open road to Hurricane Ridge for 365 days per year • Adequate parking or,otherwise,make provision for alternate transportation. • Attain full potential for winter sports Achievement of these goals is extremely important,but especially so at this time when the wonder of the revitalization and restoration of the Elwha River is coming to fruition.This, in conjunction with greater access to Hurricane Ridge,can only enhance and stimulate the economic recovery of the greater Port Angeles area.
