I want to thank you for that job you're doing. And I also want to thank you for your openness in the last two meetings to public input—inviting those who had something to say--even though their names weren't logged on the roster--to speak into the mike. But last night I was very disappointed in the treatment of two expert witnesses who freely volunteer their knowledge to our city. Their reports would have taken probably five minutes each. When you consider the number of people signed up to speak, there was time. Beyond that, thinking back over past City Council meetings, the public realizes that some people are allowed free reign, over five minutes, when the topic is non-controversial—e.g "We invite you to our event" as in the Plein Air Art Event. Don't get me wrong; I enjoy such events. But your time limits do not apply in those situations as they do when a speaker reports on a controversial topic such as smart meters. Are the people of this city to understand that there is no forum for the lengthier presentations of expert witnesses? No workshop or work session involving the City Council and administration and staff, no town hall, no public forum? I call on you City Council members to provide this open public forum in order for expert witnesses to share their knowledge with all of us. Last night, these two experts reporting on smart meters were given the three-minute warning as if they were wasting the Council's time: • Dr. Eloise Kailin, an esteemed physician and medical pioneer in the field of allergies related to environmental pollution. Eloise has an international reputation, and we are so blessed to have her living among us, still active, involved in her community, and speaking her conscience in her very old age. • Dr. Robert Crittenden, Ph.D. in Fisheries, whose focus encompasses biometric and statistical analysis. htt .-Z1 rw.robertcrittenden.corrj Consult ng.htrr) With more openness to such testimony, the City could be spared millions of wasted dollars, lawsuits, and needless harm to the people you represent. Think of the work and sacrifice she's invested in our city on behalf of the city. You know that, I know that. But here is a shocker. Did you know that out of two cell towers erected in Port Angeles, one of them is located near the children's playground in . . . Shane Park? I call on you City Council members to quickly remedy the situation and have that cell tower moved. It is well documented that cell towers should never be located near schools or parks where children will be physically damaged by the transmissions. Realtors know that clients look to be far from cell towers whether at work, or home. Again, this is a public health issue. 1 ask you to do your homework on this. The second tower is located on Ediz Hook. Please correct me if I am wrong, but that is the information provided to me, including a map, by the City Manager's office. Thank you. The Navy has stated that if they see wildlife they will turn off the emitters,and in so doing, protect the wildlife and birds. Here is my question: How can you guarantee that you will not be endangering and harming the wildlife and birds? Wildlife will stay hidden and out of sight from people,and--unless you do a search every time you move the emitters--you could do harm to them without knowing it. If wildlife and birds do not sense danger,they will walk or fly through the danger zone. Again: How can you guarantee that you will not be endangering and harming the wildlife and birds? Thank you.
