I am enclosing some pictures of my neighborhood and the changes that have and are taking place since you granted an 1OZ to Serenity House and Habitat for Humanity for the Maloney Heights projects. One that is completed is the Serenity House apartments for chronically homeless with substance abuse issues. The other that has just started is the Habitat Community called Maloney Heights. You may recall that this was an issue that my neighbors and I opposed for a number of reasons. Despite our input both before the decision making meeting and at the meeting, you granted the IOZ My question to you now, in looking at the pictures, is" How did granting the IOZ improve my neighborhood? Taken from your zoning code is this definition - 17.45.010- Purpose. This Overlay Zone is designed to provide alternative zoning regulations that permit and encourage design flexibility through the implementation of smart growth practicesto promote infill, maximum density, attainable housing, and functional innovation in developments that are both transit amid pedestrian oriented and which blend into the character of the existing neighborhoods'. It is intended that an Infill Overlay Zone(10Z)will result in a residential environment of higher quality than traditional lot-by-lot development by use of a design process that includes within the site design all the components of an urban residential environment, such as walkability, access to transit, and a variety o'f building types, in a manner con sonant with the public health,safety, and welfare and results in a specifically approved site design. In a block of6 houses, we,have had a turnover of 3 since you allowed the IOZ. 'The time taken for a sale and the drastically reduced house price reflect much more than our economic times, they reflect just some of the con ens we expressed early on— • High density of low income (Fairchild Apartments, Evergreen Apartments, Evergreen Family Village, Madrona Woods Housing Community). • Lack of sidewalks, play spaces and general safety issues. • Isolation of the West side in transportation,job opportunities and stores. People are reluctant tai buy in our neighborhood., My husband and I own!two houses,on this block. We have much to lose by the decisions you made. Please explain to me how this actually made my neighborhood better. (And don't even get me started on what it has been like to live here while the site prep for Maloney Heights AND the adjacent site prep for the HACC have gone on concurrently this summer.)
