PUBLIC MEETING: PRESENTATION BY MAKERS ARCHITECTURE AND URBAN DESIGN TO BEGIN A VISIONING PROCESS IN UPDATE OF THE CITY'S SHORELINE MASTERPROGRAM AND HARBOR RESOURCE MANAGEMENT PLAN. create habitat that promotes biodiversity * Restore creek outflows /creeks themselves * Redevelop creek outflow at Lincoln Street - with seating - to watch salmon runs and /or fires along the waterfront (see 31 below) * (see also 34 below) 2) Some sort of artwork or gateway that "announces" you are in Port Angeles 3) Create a visitor entrance that is not industrial - and that provides a connection to the downtown core, and the town as a whole 4) Extend the proposed promenade area all the way to the cruise ship docking location 5) Facilitate a mixture of public access "blended" with commercial activity - but, it would be good to have commercial activities "bundled" so that public access is maximized * Protect public access * Protect open space - even in developed areas - and "protect it into the future" * Protect public access * PubIic access to the water - "touch the water" 6) Create a "dynamic" waterfront, like Vancouver, B C - with mixed uses - a real "working waterfront" * Facilitate a mix of uses 7) Purchase Oak Street property for a "village green" area 8) Work on making the harbor more "seaplane friendly" 9) Improve U.S Customs facilities 10) Provide safe views of waterfront industry 11) Promote our "North Coast" location, and tie us in to Canada /Victoria, B C 12) Create two levels of walkways along the waterfront - like in Victoria, B C 13) Time -share condos "brought in" 14) Emphasize "natural history" of the area 15) Create a "wise use" recreation plan for Ediz Hook * Restore "processes" that feed Ediz Hook - make use of sediment coming downstream when dam comes out • * Protect /restore Ediz Hook * Improve tourist knowledge of /access to Ediz Hook - promote it * Encourage retail near Ediz Hook to help drive people there * Have "something" - a destination - at the end of Ediz Hook * "Unugly" the approach to Ediz Hook - work with Nippon 16) Create areas dedicated to "passive recreation" 17) Allow fishing off of docks in harbor - public access 18) No industry on shoreline unless it is "absolutely necessary" that it's located there 19) "Pretty up" the shoreline 20) Work with the Lower Elwah, promote their museum as a destination 21) Address climate change /keep it in mind in any plans made 22) Public access to breakwater(s) 23) Reintroduce salmon runs and have fishing in millponds - like in Homer, Alaska • 24) Downtown "blight" needs to be addressed - diversify downtown 25) Create a "world- class" aquarium 26) Create an aquatic park - like in Edmonds - a diving destination 27) Capture sand to build up beaches to the East - make erosion "work" for us 28) Address bluff destabilization that is occurring due to development /building 29) Showcase tribal canoes, carvings, etc. 30) Have kayak and bike rentals - alternate modes of transportation 31) Create art installation of "fires along the water" as a destination 32) Preserve existing structures on waterfront - repermitting is difficult * Protect existing businesses along waterfront 33) Preserve our marina 34) Protect and improve water quality in harbor and streams 35) Remove "broken pavement" from shoreline 36) Restore marine ecosystems - and restore "abundance" • 37) Create connection between downtown and former Rayonier site • 38) Protect /promote the Olympic Discovery Trail * Have more access to, and markers along, Olympic Discovery Trail 39) Promote our "unique blend of features" - deep water harbor, salmon runs, local history, etc. * "Develop" our local history as an attraction * Promote our historical designation as "the second Capitol" 40) Look to Port Townsend as an example - create a Shoreline Historic District 41) A convention Center at Oak St. - use Fort Worden as a model 42) More residential opportunities /possibilities downtown * Residential downtown * Residential downtown * "High end" housing along waterfront 43) Find ways to "show" the public that the process of restoration is happening * Do a "complete restoration" East of the Red Lion - create a regional wildlife area from here to Port Townsend 44) Family friendly activities along shoreline - more activities to draw /engage children 45) Two -hour parking limit downtown deters people from coming /staying 46) Improve shoreline - and public access - West of Ediz Hook 47) Magna -rail from former Rayonier site to Ediz Hook 48) Water taxis 49) Protect Coast Guard base - and work with them to improve public access to nearby areas of interest 50) Need more public restrooms GOOD/BAD ACCESS POINTS 1) Morse Street to waterfront - these are the only access points - currently it's a long (inescapable) walk 2) Public access /traffic flow "breaks down" at Lincoln and 1st Streets 3) From Ediz Hook West to UGA 4) Red Lion area is most accessible point • • WHO TO INCLUDE IN PROCESS (AND HOW TO INCLUDE THEM) 1) Schools - go directly to schools /teachers 2) Senior citizens 3) Service Clubs * Boy Scouts, Girl Scouts, etc. 4) The disabled /handicapped community 5) Environmental groups /organizations 6) Visitors /tourists 7) Volunteers at Visitor's Center 8) Work with hotels, Visitor's Center in National Park, ferry riders, etc. -
