Vice Chairman Lee Whetham asked if there were any corrections to the minutes of August 12, 2014. Sissi
Bruch moved to approve the minutes. Betsy Wharton seconded the motion, which carried unanimously.

A. Medic I Utility Rate Ordinance Amendment
Ken Debuc, Fire Chief Deputy D Feet^"of Power-and Teleee ,munieatio s Systems, discussed the
comprehensive Cost of Service Study for the City's Medic I(ambulance)Utility that staff completed. Based
upon the results of the study, staff is proposing adjustments to the Medic I fees which will equate to a $0.33
monthly residential rate adjustment and a $0.53 monthly connmercial/business rate adjustment for 2015.
There was a lengthy discussion.
Sissi Bruch moved to recommend City Council to approve the proposed Medic I Utility rate
adjustments effective January 1, 2015.Betsy Wharton seconded the motion,which carried
unanimously.
B. Industrial Transmission Station Surcharge Fee Ordinance Amendment
Phil Lusk, Deputy Director of Power and Teleconununications Systems gave a PowerPoint Presentation on
the Industrial Transmission Station Surcharge Fee Ordinance Amendment. Bonneville Power Administration
Tiered Rate Methodology went into effect on October 1, 2011 and changes have been made to the City's
allocations for the FY2015 rate period. A cost of service evaluation suggests an increase to the Industrial
Transmission customer's basic charge is warranted.There was a lengthy discussion.
Sissi Bruch moved to recommend to City Council to adopt the proposed Industrial Transmission
electric rate ordinance amendments,to proceed with the public hearings on the ordinance
amendments, and to also make minor modifications to the amendments if necessary.Betsy Wharton
seconded the motion,while Paul Elliot abstained.
C. Blue Mountain Transfer Station Surcharge Fee Ordinance Amendment
Mike Puntenney, City Engineer,reviewed the Blue Mountain Drop Box Facility Surcharge Rate Ordinance
Amendment. City staff reviewed the 2015 through 2019 surcharge rates for the Port Angeles Transfer Station
and Blue Mountain Drop Box Facility rates. Revision to the Blue Mountain rates was recommended. There
was a lengthy discussion.
Betsy Wharton moved to recommend to City Council to amend Ordinance No.3507 changing the 2015
through 2019 surcharge rates for the Blue Mountain Drop Box Facility. Sissi Bruch seconded the
motion,which carried unanimously.

PANIC 13.12.040 Schedule GS-03—General Service
Summary: Effective January 1, 2015, the City's wireless network will be transferred from the
electric utility fund to the general fund. This change in enterprise funds necessitates that the
associated wireless access points pay for the electricity they now consume as they were previously
exempt due to their association with the electric utility. Also, the proposed amendment clarifies
that the wireless access points and security cameras are exempt from paying the poll attachment
fees required under PANIC 13.12.040.
Recommendation: Forward a favorable recommendation to City Council to adopt the
proposed General Service electric rate ordinance amendment,to proceed with the public
hearings on the ordinance amendment, and to also allow the City Manager make minor
modifications to the amendment if necessary.
Background/Analysis: Effective January 1, 2015, the City's wireless network will be

Following discussion, staff will seek a recommendation from the Utility Advisory Committee to
the City Council regarding the proposed amendment to the General Service electric rate ordinance.
This recommendation will be taken to City Council for its consideration on December 16, 2014,
and the first scheduled hearing on that date will allow public input. The public hearing would be
continued to January 6, 2015, at which time the public hearing would be closed.

ORDINANCE NO.
AN ORDINANCE of the City of Port Angeles, Washington making changes
to Chapter 13.12.040 of the Port Angeles Municipal Code relating to
general service.
THE CITY COUNCIL OF THE CITY OF PORT ANGELES DO HEREBY ORDAIN
AS FOLLOWS:
Section 1. Ordinance 2054 as amended and Chapter 13.12 of the Port Angeles Municipal
Code relating to general service are hereby amended by amending Section 13.12.040 to read as
follows:
13.12.040 - Schedule GS-03—General service.
C. Uniform rate:
1. Base charge.
a. Single phase$22.90 per month.
b. Three phase $57.24 per month.
C. Municipal traffic signal $190.64 per month.
d. Municipal street light$137.28 per month.
e. Municipal emergency management system $28.97 per month.
f. City's unmetered security cameras system and wireless access points. $3.00 per
month for each camera and wireless access point.
Section 2. Ordinance 2054 as amended and Chapter 13.12 of the Port Angeles Municipal
Code relating to general service are hereby amended by adding Section E. to PAMC 13.12.040 to
read as follows:

exempt finm PAMC 13.14.040.

Section 3- Corrections. The City Clerk and the codifiers of this ordinance are authorized
to make necessary corrections to this ordinance including, but not limited to, the correction of
the scrivener's/clerical errors,references,ordinance numbering,section/subsection numbers and any
references thereto.
Section 4- Severabitity. If any provisions of this Ordinance,or its application to any person
or circumstances,are held invalid,the remainder of the Ordinance,or application of the provisions
of the Ordinance to other persons or circumstances, is not affected.
Section 5- Effective Date. This Ordinance,being an exercise of a power specifically delegated
to the City legislative body, is not subject to referendum. This ordinance shall take effect five
(5)days after passage and publication of an approved summary thereof consisting of the title.

Subject: Award Phase C and Maintenance Option—Upgrade and Expansion of Wastewater
Utility Supervisory Control and Data Acquisition(SCADA) System, Contract
WW02-2010
Summary: Project WW02-2010 upgrades and expands the Wastewater Utility's Supervisory
Control and Data Acquisition(SCADA) System. The original contract provided for specific Phases
to be awarded at a later date, and for extending the contract for five years of SCADA maintenance.
Recommendation: Make a favorable recommendation to City Council to authorize the City
Manager to award Phase C and the maintenance option of the Upgrade and Expansion of
Wastewater Utility Supervisory Control and Data Acquisition(SCADA) System contract with
Technical System, Inc. in an amount not to exceed $126,000 for a new contract amount not to
exceed$844,023.46.
Background/Analysis: Project WW02-2010 involves the upgrade and expansion of the
Wastewater Utility SCADA system. It is a multiphase project, initiated in May 2013. Phase A was
to design and migrate the wastewater treatment plant to a new SCADA system. Phase B was to
program the CSO Phase 1 SCADA components. Both Phase A and Phase B have successfully
been completed. Phase C was to migrate or install SCADA for the pump stations and CSO outfall
requirements. In addition, a 5 year maintenance option was available at the conclusion of Phase A
under a time and material basis using rates established during the bidding process for both the
WWTP and WTP. At the time of contract award, Council was advised of the additional phases
and options available to the contract that were planned to be awarded in the future.
There is an immediate need to integrate existing City owned pump stations into the City's SCADA
systems in order to replace obsolete infrastructure with modern equipment capable of additional
functionality, e.g., data tags, alarms, display screens, and historical trending. In addition, the
current server system for these locations no longer supported and is being phased out,requiring
these pump stations and outfalls to be migrated to the new SCADA system at the WWTP. The
estimated amount for this work is $90,000. The 2014 CFP has budgeted $100,000 for this work in
object 453-7488-594.65-10.

Additional SCADA programming is also required at the Water Treatment Plant in order to
optimize the water treatment process. The WinCC HMI system will be programmed to display,
record, and show trended data from newly purchased streaming current monitors; this data in
addition to staff input will be used to calibrate these monitors to automatically control the chemical
feed pumps. This work will be done under the maintenance option. The estimated value of this
work is $10,000. It is noted that the Water Fund Budget in object 402-7380-534.41-50 has
$20,000 for SCADA budgeted in each of the years 2014 and 2015. The Wastewater Fund Budget
in object 403-7480-535.48-10 has $6,000 of unused budget in 2014 for SCADA maintenance.
These funds will be requested to be moved in the 1" quarter 2015 budget amendment.
The tasks are summarized in the table below. All work will be paid on a time and materials basis.
The total cost of the additional work is not to exceed $126,000, including applicable taxes.

It is requested that the Utility Advisory Committee make a favorable recommendation to City

Support Activities
Summary: The Combined Sewer Overflow Phase 2 Project design is complete and the contract
has been advertised. As Design Engineer of Record, Brown and Caldwell's services are required
during the construction phase,which is estimated to last until January 2017.
Recommendation: Provide a favorable recommendation to City Council to approve and authorize
the City Manager to sign Amendment 20 to the Professional Services Agreement with Brown and
Caldwell. The cost of construction support services are estimated to be $613,629 which will be
paid be reallocating savings in the current design budget; the maximum compensation of the
contract is expected to remain unchanged at $2,627,327.
Background/Analysis: The CSO Phase II project design began in February 2013 after City
Council authorization in July 2012. CSO Phase 2 includes a replacement of Pump Station 4, the
completion of the new force mains partially constructed in Phase 1, and a new influent sewer to
divert flows from the existing Pump Station 4 directly across Marine Drive to the new pump
station. CSO Phase 2 also includes a gravity diversion sewer(Front Street Diversion Sewer) to
convey wastewater flow directly from CSO 008 at Peabody Creek (located between the Carnegie
Museum and First Street). A second project, Front Street Stormwater Separation, for the
construction of a new storm drain system on Front Street between Marine Drive and Oak Street
will be constructed concurrent with CSO Phase II. Both projects are out to bid with a bid opening
date of December 16, 2014. Construction will commence in early 2015.
As Design Engineer of Record, Brown and Caldwell has an important role to play during the
construction phase. The scope of work for Brown and Caldwell's design team during construction
includes:

improvements,
• Interpretation of design intent when questions might arise,
• Evaluation of proposals for changing the design, and
• Observations of construction work completed.
• Participation in final commissioning of the systems
• Preparation of the final O&M manuals
Brown and Caldwell will provide field and office engineering services to the City during
construction of the Phase II CSO improvements, and provide sufficient field review to allow the
Engineer of Record to sign the Certificate of Construction as required by Ecology. Toward the
completion of construction, the design engineer will assist the Construction Manager with
coordination,planning, and implementation of start-up, testing, and commissioning activities and
training for the new CSO Phase 1 equipment, facilities, and systems. Brown and Caldwell will
evaluate testing results and provide field notes and memoranda identifying any corrective actions
that may be needed.
Brown and Caldwell will also develop the Operations& Maintenance Manual, and submit it to
Ecology for approval as required. Training for City operations staff, through an on-site workshop
forum, will be provided to familiarize operators with the CSO reduction systems, components, and
how to control them, including the overflow control strategy.
The agreed to amount for the additional design is $613,629 as described in the following tasks:

The current Phase 2 design contract with Brown and Caldwell has a not to exceed limit of
$2,627,327. Payments to date and anticipated payments to the close of the design phase are
expected to have a design savings in the approximate amount of the value of construction support
services. A final estimate of the value will be made and included in the Council Memorandum
expected to be presented on January 6, 2014. It is expected that final invoicing in the design will
provide for a no-cost or very low cost amendment for this amendment.
