S , Department of the Navy (Navy) is preparing an Environmental Assessment; (EA) to evaluate the potential env:ironmental effects associated with the construction and operation of a. Pier and Support Facilities W1., the Transit Protection System APS) at U. S . Coast Guard (USCG) Air Station/Sector Field Office in Port: Angeles, Clallam County, Washington. The Navy has prepared a Description of Proposed Action and Alternatives (DOPAA) and invites you to review and comment on it . The DOPAA, which describes the proposed action, purpose and need for the action, and preliminary alternatives is available at : hL p j i u . usa Clc,v`1 t As . The purpose of the proposed action is to provide a staging location for TPS vessels and crews that escort Navy submarines to and from their dive/surface points in the Strait of Juan de Fuca and NAVBASE Kitsap Bangor, The proposed action is needed to comply with USCG requirements for underway hour limitations and required crew rest between escort: missions . Underway hours are defined as the time required for USCG craws to prepare fore, perform, and complete small boat operations . The hour limits , vary by boat size and type, and are shorten: during high sea states and foul weather conditions . The proposed action consists of the construction, maintenance, and operation of a floating pier with utility services ; a shore - based single-story facility to meet sleeping and administrative functions known as an Alert Force Facility; a shore-based ammUnaiti_on and weapons storage facility (Ready Service Armory) ; a 10, 000 gallon above-ground diesel fuel storage tank_ and distribution system; and sewer, water, power-, stormwater, communications , parking, lighting, physical security structures, si<gnage and landscaping improvements . >UBJT'C"`l' NOTICE OF AVAILAK[LITY OJ THE DESCRIPTION (.> PROPOSED 1 1> ACTION AND ALTERNATIVES, ICIER AND SUPPORT FACILITIES lj"0:12 '.('HE TRANSIT PROTECTION ION SYSTEM AT U. Naval_ Elk Lodge 4353 , :131 E lst Street, Port Angeles, WA to provide information about the proposed action. The meeting will not include a formal presentation; however, Navy and Coast Guard personnel waall, be present at this open house meetinq to answer questions and receive written comments . A 30-day public comment period will begin January 26, 2015 and end. February 25, 2015 . Written comments may be submitted at the public meeting, sent by email to N NhAPAOnavy .mil or mailed to: Commanding Officer, Naval Facilities Engineering Command.
