Procter, President, Olympic Peninsula Fly Fishers Club Jerry Bouyear 503 805-6132 The City Parks and Recreation Department recently notified the Olympic SECRETARY Peninsula Fly Fishers (OPFF) that the City would no longer participate in Darlene Whitney funding the annual Kid's Fishing Derby. The reason being that all funding was 457-2799 cut from the 2016 budget that funded youth and adult recreation programs. TREASURER We met with Dan McKeen and Corey Delikat on February 2, 2016,to discuss 808 11113 tore, the elimination of the Kid's Fishing Derby and try to understand the logic and reasoning behind the decision by the City Council for this action. TRUSTEES Bob Coons Joe Sudman While we understand the financial reasons explained by City Manager McKeen, Carl Thompson we believe the City Council may not know how important this single event is to Gleno Wiggins the youth of our community. I want to provide some facts about the Kid's PROGRAMS Jerry Bouyear Fishing Derby in hope the City Council will reconsider the decision to fund this 503 805-6132 important event. In past years the event has cost between $1,200.00 and OUTINGS $2,200.00. So you know, the expenses for this entire event only cost the city Troy Herridge about$700.00 in out of pocket money: $400.00 to help purchase fishing 417-2935 rods/reels and $200.00+ for portable bathrooms. OPFF invests $800.00 plus SPECIAL EVENTS numerous hours of manpower for planting fish and 15-20 members the day of Cliff schleusner the derby. Our club runs the event for the city. We have in excess of 200 477-2500 people attend the Kid's Derby. We have 2-3 generations who have attended NEWSLETTER this event for themselves,their children,and grandchildren. We give new Chuck Whitney fishing rods/reels to 7 age groups with 5 places in each group. This amounts to 457-2799 35 rods and reels per year safely saying we have given away in excess of 500 WEBSiTE rods and reels through the years. http:Hopff.org Email The Kid's Fishing Derby has been an annual event for 20 years (2016 will be 20 info�i>,opff.org years). The city asked our fly club to partner with the city many years ago as Meeting Date: our club has the manpower and expertise to make this event happen and be I"Mot,day of each month successful. The event is for boys and girls of ages as young as 5 through 16. Meeting 1 tine. 7:00 p.m. The club provides help to the kids and parents on how to fish, cast, measure the fish and encourage a lifetime of fishing for the youth of our community. Unless Meeting Place` h experienced the look of small child catching their first fish and Campfire USA HQ y ou have ex p ence oo a sma g Port Angeles,WA winning a new rod/reel,you can't imagine the smiles and excitement this event brings to many kids. 2 The Kid's Fishing Derby only costs the City a very small amount of money for the joy and excitement provided to a hundred or more kids who attend this with their parents. It is hoped the City Council will reconsider the decision to cut the funding for this event and restore the necessary money to the Parks and Recreation budget so we may make this event happen this April 2016. We need your help to continue a 20 year program for the City of Port Angeles to help the youth of our community. Kids need your help. Thank you for your consideration. Parks & Recreation Department February 8, 2016 To: City Council From: Corey Delikat, Parks & Recreation Director Re: Response to Fly Club Council: You are receiving a letter from the Olympic Peninsula Fly Fishers regarding their concerns about the upcoming Kids Fishing Derby at Lincoln Park. I do want Council to know that the City has talked with the Fly Fishers and let them know that the Youth&Family programs have been eliminated from the Parks &Recreation Department's budget. However,I did inform them that while there is no monetary funds available, the City would still co-sponsor the event with them. This would allow the club to still be covered under our insurance. We also let them know that we can provide the following: • Use of the Loomis Building and Restroom free of charge. • Use of any table or chairs needed. • Continued use of needed supplies for the event. What we told them we could not provide was $400 for fishing rods, food, staff to work the event, and two extra sani-kans. The Club mentioned that the sani-kans were hardly used anyways and that the Loomis restrooms were close enough to the ponds for people to use. So, as you can see, even though we are not providing monetary funds, we are still assisting the club to put on this wonderful community event.
