Members of the AWC Board of Directors play a critical leadership role in the success of the Association. As a board member, you would provide guidance regarding legislative proposals as outlined in the Statement of Policy adopted by AWC member delegates. The board also reviews and adopts AWC's annual operating budget, establishes membership fees, and provides policy direction regarding other issues of concern. The Association of Washington Cities Employee Benefit Trust is soliciting nominations for two Regional Trustee positions on the Board of Trustees. The two positions include: Northwest Region Trustee and Southeast Region Trustee. Each position will serve a 3 -year term. The AWC Trust is an association health plan comprised of 275+ municipalities and quasi -municipal entities. The Board of Trustees is the governing authority of the AWC Trust and the Health Care Program, and has a fiduciary obligation to administer the Fund on behalf of the contributing members. The Board of Trustees meets approximately three to four times per year. Additionally, Trust learning and strategic planning retreats are held every two to three years. A Governance Long Range Strategic Planning Retreat is being held July 28-29 with a regular meeting on July 27 at Suncadia Cie Elum. Other regularly scheduled meetings are set this year for September 23 and December 8. The final two meetings are scheduled to be held at the Cedarbrook Lodge in SeaTac. The AWC Trust pays all expenses associated with travel to and from meetings, including transportation, meals and lodging. However, the time spent away from city hall and/or your professional occupation to attend the meetings is not reimbursed. Nomination process Any mayor of a city/town who is a member of the Employee Benefit Trust may nominate a candidate for consideration (including self -nomination). The nominee must be an elected official from a city/town that participates in one of the Trust's core medical benefit plans, including Regence BlueShield/Asuris Northwest Health, Group Health Options Access PPO, or any other core medical benefit plan adopted by the Trustees (see the attached Board District listing). They must also be from one of the two open regions (Northwest and Southeast — see the attached map). Should a BOT member's participating city/town cease to participate in the Trust's core benefit plan, the term of appointment will expire at the end of the month the core benefit coverage is terminated. Due to the significant amount of education and time that a new Trustee must commit to its fiduciary role, candidates are strongly encouraged to have a two or three-year term left in elected office. (over) Since committee members will be directly involved in reviewing and recommending improvements and changes to the AWC Employee Benefit Trust programs, candidates should have a direct role within the city/town involving the administration of employee benefit programs. This could entail direct involvement in the day-to-day benefits administration or a broader role such as negotiating employee benefit programs through a collective bargaining or committee process. Hansen Conference Center at Xfinity Arena (Ballroom 1 and 2, 2000 Hewitt Ave., Everett) in conjunction with the Annual Conference. On behalf of the AWC Board of Directors, I strongly encourage your city to participate by appointing voting delegates. AWC bylaws allow each city to appoint up to three voting delegates. The bylaws do not specify a method or form cities must use to appoint delegates. If your city determines these appointments through council action, please share this information with your city council. Each voting delegate has one vote. Voting delegates have the opportunity to influence the operations of AWC by: • Electing the members of the AWC Board of Directors, who play a critical leadership role in the success of the Association; • Voting on amendments to the AWC bylaws, which govern the association's operations; and • Considering floor amendments to the Statement of Policy. Once the Mayor, City Manager, or City Council has determined the city's voting delegates for 2016, please send their names and titles to Michelle Catlin, AWC Executive Assistant. AWC's Statement of Policy provides the basis for policy recommendations by AWC's Legislative Priorities Committee, the Board and staff. As you know, cities are where the majority of Washington's residents live, learn, work and play, and where most of the state's revenue is generated. We are working with state decision -makers and others now to ensure city priority issues are front and center. Through our legislative candidate questionnaire and Candidate Forum, we are engaging those running for office about city issues before their term begins in January. We will continue to demand that the state maintain its historic revenue-sharing partnership with cities and towns, and provide support for essential services and programs so critical to our residents. With your continued membership, AWC will provide you with quality advocacy, education, and services. While our state's economy continues to improve, we know that many Washington cities and towns still face budget challenges. In recognition of this, increases in the AWC membership rate have been between 0 and 1 percent since 2010. For 2017, the AWC membership fee continues to reflect a modest rate increase of less than one percent. This increase is equal to the rate of increase in the state and local government component of the Implicit Price Deflator (IPD). The IPD, per longstanding AWC Board policy, is the index used for the computation of rate adjustments. The rate increase and changes in your city's population, according to the most recent OFM data, result in a 2017 membership fee of $12,228. This is simply a notice for budgetary purposes; we will send you an invoice in December. It is an honor to serve as your AWC Chief Executive Officer.
