The original contract provided for specific Phases to be awarded at a later date, and for extending the contract for five years of SCADA maintenance. Phase C, Extend SCADA to Offsite Facilities not at Existing WWTP or CSO, was an optional phase included in the original contract. In addition a 5 year maintenance option was available at the conclusion of Phase A under a time and material basis using rates and escalation factors established in the contract. Work under this change order will integrate pump stations 2— 13 into the new SCADA System, program the SCADA system to communicate with an existing weather station and CSO storage tank, implement additional SCADA programming at the Water Treatment Plant, and extend the maintenance support contract for five years. Below is a description of the change order work: Phase C: Offsite Facilities not at Existing WWTP or CSO (Phase Q 1. Pump Stations 11, 12 and 13 • Change the Ethernet IP address in the Pump Station 11 (currently Ethernet communication with old SCADA system)to an address reachable by the new plant SCADA system. • Program the WWTP PLC to communicate with Pump Stations 12 and 13 over the existing telephone communication equipment (existing telephone modems and telephone line conditioning equipment will remain in use). • Add data tags, alarms, display screens and historical trending to the WWTP SCADA system for pump stations 11, 12 and 13. • Add the alarm tags in the WWTP Win911 alarm annunciator system. • Update the WWTP process and instrumentation drawings to include the instrumentation at the pump stations. The work for Task 1 will be tracked on a Time and Materials basis. The total cost of this work is not to exceed $20,000.00, including applicable taxes. The individual task budgets for Tasks 1, 2, or 3 may be adjusted by mutual agreement between the City and the Contractor, without an additional change order, as long as the maximum compensation amount of$90,000 is not exceeded. 2. Pump Stations 2— 10 (What's Up Gold stations) • Provide new Siemens S7-1211 PLC (6ES721I-1BE40-OXBO) for each of the pump stations currently on the What's Up Gold (W.U.G.) system. The Ethernet network will be used by the WWTP SCADA system to access data in the new PLC provided in this scope. • Provide two interposing relays for each pump station on the What's Up Gold system for interfacing with "AC Power Normal" and "Wet Well Level High" signals. These are the two signals being reported by the existing system. • Remove existing CPI transponders from the pump station communication cabinets and hand over to City. • Install the new S7-1211 PLCs and two interposing relays in the What's Up Gold station communication cabinets. The new PLC has the capacity to add four more discrete (on/off) inputs, two analog inputs and four discrete outputs for future expansion at each station. • Program the S7-1211 PLCs to monitor the two alarm signals. • Add the alarm tags in the WWTP SCADA system and provide a display page for the pump stations. • Add the alarm tags in the WWTP Win911 alarm annunciator system. • Update the WWTP process and instrumentation drawings to include the instrumentation at the pump stations. • For Phase C, the City will be responsible for configuration of CPI Ethernet switches at pump stations 2— 10. • The City is responsible for routing of Ethernet network to the pump stations. The work for Task 2 will be tracked on a Time and Materials basis. The total cost is of this work is not to exceed $45,000.00, including applicable taxes. The individual task budgets for Tasks 1, 2, or 3 may be adjusted by mutual agreement between the City and the Contractor, without an additional change order, as long as the maximum compensation amount of$90,000 is not exceeded. 3. CSO Weather Station and Storage Tank Integration • Program the SCADA system to communicate with an existing weather station. • Add data tags on the SCADA system to collect and log the data from the weather station. • Create a display screen on the SCADA system for the weather station display and provide historical trend displays for pertinent information. • Program the SCADA system to export the weather station trend data to a comma delimited CSV file once per hour and upload that file to the Flow Works FTP site. • The City is responsible for any weather station hardware that may be necessary for communication with SCADA system, in addition to the communication pathway to the weather station. • Program the SCADA system to export the CSO Storage Tank Level/Volume trend data to a comma delimited CSV file once per hour and upload that file to the Flow Works FTP site. The work for Task 3 will be tracked on a Time and Materials basis. The total cost is of this work is estimated to be $25,000.00, including applicable taxes. The individual task budgets for Tasks 1, 2, or 3 may be adjusted by mutual agreement between the City and the Contractor, without an additional change order, as long as the maximum compensation amount of$90,000 is not exceeded. 4. SCADA Programming at the Water Treatment Plant • Program the streaming current monitor(located on Treatment Train A&B)to SCADA. Program the existing Actiflo panel PLC to accept and scale the signal from the new streaming current monitor (SCM). • Existing Programmable Logic Controller(PLC)—Provide programming in the Actiflo PLC such that the SCM value can be used to control the rate of coagulant into the system. t • Create Tags—The programming and configuration of the software visualization system shall utilize tag names that are consistent or match the tag names used for the PLC programs, Operators Interfaces, and protocol converters. • PLC Programming Requirements—Programming may be performed remotely into the ACTIFLO PLC. • Network Communication—City will provide tie-in points to network communication with the Water Treatment Plant. This will be provided through existing CATS network cable. • Deliverables—Consultant shall provide the City a CD with back-up of programming logic. • Additional programming work as directed (During the time the Contract remains in effect, additional design, installation, or service work may be added). The work for Task 4 will be tracked on a Time and Materials basis. The total cost is of this work is not to exceed $10,000.00, including applicable taxes. 5. Maintenance Support Option • The support contract as defined in section 01010.1.3A is extended for five (5) years, effective on the date of signature on this change order. • The scope and budget for specific maintenance tasks shall be authorized in writing by the City Wastewater Superintendent or the City Water Superintendent before work commences. • Payment will be based on actual work performed, and documented costs associated with the work described above. Maintenance Support will be tracked on a Time and Materials basis and will be invoiced at the hourly rates on the contract Price Sheet, Section 00301-3, including profit and overhead, equipment, and labor time. Service Rates will be escalated annually per Section 01010.1.513. The allowable budget for maintenance support in 2015 is $20,000 for the Water Utility and $6,000 for the Wastewater Utility. Budget for 2016 - 2019 will be authorized each year by City Council through the City budgeting process.
