HomeMy WebLinkAboutMinutes 10/14/2015 MINUTES PLANNING COMMISSION Port Angeles,Washington 98362 October 14,2015 6:00 p.m. CALL TO ORDER Chair Hunter opened the regular meeting at 6:00 p.m. ROLL CALL Members Present: Nancy Powers, David Miller, Brian Hunter, Chad Aubin Members Absent: Duane Morris, Two vacancies Staff Present: Nathan West, Scott Johns, Ben Braudrick, Heidi Greenwood Public Present: Chad Fischer PLEDGE OF ALLEGIANCE Chair Hunter opened the regular meeting at 6:00 p.m. and led the Pledge of Allegiance. APPROVAL OF MINUTES Commissioner Miller moved to approve the August 26, 2015 Planning Commission minutes. The motion was seconded by Commissioner Powers and passed unanimously. PUBLIC HEARING: None FACADE AND SIGN GRANT APPLICATIONS: 1. Jazzercise—128 W. 5'b Street Assistant Planner Ben Braudrick presented the staff report for sign grant 15-06. Commissioner Miller made a motion to approve the grant of$300.00 to Jazzercise for a total sign project cost of$600.00. The motion was seconded by Commissioner Aubin and passed unanimously. WORK SESSION 1. Proposed housekeeping amendment to zoning code PANIC Title 17 Associate Planner Scott Johns presented information on proposed changes to the PAMC zoning code definitions. Planning Commission Alinutes October 14,2015 Page 2 Commissioner Powers asked if park models are part of the small homes. Associate Planner Johns replied that the discussion has come up, but the park model vacation homes, though they are small, are impermanent. They must hook up to utilities and be tied to the ground, as well as go through the building and planning inspection process. Commissioner Miller asked the definition of trailer. Associate Planner Johns read both the definition and his proposed changes to the definition to include park models etc. He stated that he included 750 sq. ft. as the defining size for the cottage or small house as an exercise for this meeting. He made the point that this number is subject to change. Commissioner Powers mentioned that she was not comfortable park models being allowed anywhere outside RTP Zone. Associate Planner Johns continued to present proposed changes to the PAMC Zoning Code. He stated that these changes are housingkeeping, and not entirely substantive. They will not change the intent of the code. 2. Proposed Cottage Housing Development Overlay Associate Planner Johns presented the intent of the proposed draft ordinance for a cottage housing development overlay. Commissioner Miller asked if a standalone garage was converted into housing, would it be defined as an accessory residential unit. Associate Planner Johns replied that at this point, the zoning code allows garages to be set back 10 feet from the rear property line. Accessory residential units are allowed only 20 feet setback. By making this change to 10 feet for an accessory residential unit, the city will allow more availability for affordable housing. A teenager might live in the garage of their parent's house, but this does not make it an accessory residential unit. Separate meters are required for ARU's to allow the permitting process for the unit to take place. The requirements include sewer, water,power, and a cooking stove. STAFF REPORTS Director Nathan West described the need for a special meeting date that the public hearing could occur for the Code Amendments to be accepted. Chair Hunter stated that he would be out of town the 4th— 10th. Director West offered up the 2 as a possible date. The 2nd was accepted as the date for the next meeting. COMMUNICATION FROM THE PUBLIC Chad Fischer 214 W 2nd Street Mr. Fischer asked if he could meet with planning staff to discuss the stop work notice for a retaining wall that abuts his northern property line existing in public right of way. Director West responded that he would be glad to make an appointment.
