We understand that good has come from this Non Profit Organization, and the volunteers mean well. However, there are some deep and troubling concerns from the community about some of the regular occupants that participate in unacceptable criminal behavior. TAFY stands for The Answer For Youth. This message is misrepesenting who the donations are benefiting. Mixing 35 year old troubled adults with easily influenced troubled teens in need of help is never going to end well. We would like to see TAFY make the choice. Either serve YOUTH, 18 and under or reapply for permission to serve adults only. We would like to suggest that the community withholds donations and support until TAFY returns to serving ONLY the YOUTH, 18 years old, and under. Page 2 of 63 April 27, 2016 To Whom It May Concern: I am writing to voice my concern regarding the establishment The Answer For Youth (TAFY) located at 711 East 2nd Street in Port Angeles, Washington. I currently reside on East 3rd Street just 2 blocks west of the TAFY building. I have multiple concerns, however, the primary concern I have is for the public welfare of the youth in this city. TAFY represents itself as an answer for youth and serves a population of people up to the age of 35. Youth as defined by the Mirriam-Webster dictionary is "the time of life while someone is young: the time when a young person has not become an adult." In contrast, state law defines a youth as any person under the age of 18. I am under the impression that the goal for this establishment is to serve a population of people working toward maturity rather than a specific age. However, in the best interest of all citizens, state law should take precedent. All citizens are held accountable by state and federal laws. Mixing individuals over and under the age of 18 is risky. Laws apply to these two groups specifically and, to my understanding, label them as juveniles and adults when dealing with legal matters. Additionally, citizens over the age of 18 are at additional risk of legal consequences when intermixing with juveniles due to laws regarding intimate relationships. This brings me back to my greatest concern about TAFY. Current patrons of TAFY are most frequently known criminals over the age of eighteen with multiple charges including assault, domestic violence, rape and possession and distribution of illegal substances. Mixing individuals under the age of 18 with those who have potentially violent and drug related offenses and behavior is not in the best interest of the juvenile population of Port Angeles. Juveniles already at risk are not best served socializing and having frequent contact with an older generation of citizens unwilling to change their own criminal behavior. An example from earlier this year happened at Jessie Webster Park. Two pre -teen children were playing at the park and were approached by individuals to see if they were interested in "scoring" heroin. By enabling this criminal element, TAFY contributes to the problem rather than supporting change. Living in the neighborhood near TAFY, Jessie Webster Park and Salvation Army my family has been victims of theft, heard late night arguments and physical fights outside our home, had people use buckets on our property as toilets, had our trash rummaged, our mail and packages stolen and witnessed questionable criminal behavior. Due to the rise in criminal activity, our neighborhood has a put together a Neighborhood Watch group. Signs are posted, meetings are held and there have been clean ups of areas in the neighborhood where paraphernalia and garbage are left behind. I do not want to imply that this criminal element would not be present if TAFY were not in existence but I do want to clearly state that by serving and enabling their current deviant adult patrons, TAFY choices do impact the neighborhood and currently this is in a negative way. If TAFY were to serve the population of juvenile youth, 18 and under, in this community they would be providing a service to a group of citizens in desperate need of support rather than enabling the behavior and choices of a more informed, yet immature, adult population. An example of this is currently being tried out in Sequim, Washington with a drop in program for youth ages 17-25. The program will provide food, housing and job information and assistance. I would support all TAFY efforts in this regard. Thank you for your time and consideration, Claudia Kimball TAFY letter April 2016 Citizens of Port Angeles, My husband and I have lived at our home on East 2nd street for 24yrs. I am writing this letter regarding TAFY located at 711 E 2"d. I am concerned for any vulnerable at -risk youth that may go here. This is the 2nd letter I've written, the first I wrote Nov. 5'h 2013 and gave to city council. I have also attended and spoke at city council meetings regarding TAFY. Recently I went inside TAFY during open hours. I've been inside several times throughout the years to talk with Susan Hillgren executive director of TAFY. This time I spent 3'/2hrs. talking (mainly listening) with a variety of people. I brought some craft supplies to donate and spoke with Pam Fosnes a worker at TAFY whom has been involved with TAFY since before the doors opened. I asked about a girl I know that is 18, recently recovering from drug abuse, pregnant, dropped out of school, considering working towards getting a GED and currently staying at her boyfriend's family's house. I was curious as to what TAFY could offer. Pam suggested that the girl get insurance and see a doctor. If the girl's family and friends can't or won't help her, that's when she can go to TAFY. As like most days, I didn't see any youth ages 8-18yrs old present. 1 did see a wide mixture of people. Some never done drugs, some high, some few weeks sober, others years sober. It's a hangout place where free food, clothes, cigarettes, and wifi are available with no questions asked and no discussion about making life changes. Unless the client brings it up. One of the volunteers whom has been going there for years, said to me in front of Susan that "people who donate thinking that TAFY is for kids is stupid because he tells everyone he sees that TAFY is for up to age 35." Susan chimed in and said "it's written all over." I asked her to show me where. She said it was written all over on the signs everywhere. She did not show me 1 piece of paper or any item inside the building to show me proof. Outside the building there is not 1 mention of age on any of the signs. Also there is no mention of age on the TAFY website. The way TAFY is being run it is definitely not the answer for youth. Most of the clients I see going there are in their 20's to upper 30's. A lot are active criminals as some have been arrested inside of the TAFY building in the last few months. One was from concerned citizens who noticed this person on the warrant list and contacted police. Another arrest was made from TAFY volunteers contacting police. There is at least 1 rapist, a 34yr old that TAFY workers are aware of met his 18yr old victim at TAFY. It was written May 13 2015 in Peninsula Daily News that Port Angeles Police said he admitted to it in a video -recorded interview, according to the arrest narrative. He is still welcome at TAFY and attends almost every day that they are open. When I asked Susan about him still going there she said he'd been clean and sober for a while. I'm not sure why she said that, I didn't mention anything about him doing drugs or alcohol. I'm assuming that she is ignoring the facts and just listening to her client's stories, which is an ongoing thing at TAFY. There have also been several people whom have been on heroin seen there regularly over the last few years. I spoke to Susan in Feb. 2016 about one of the gentlemen (before his 2 recent OD's in the last couple months) and I let her know that I'd heard his name on the scanner associated with heroin dealings. She told me "he just does pot". She didn't seem too worried about it. Other people that 1 see regularly there are known car prowlers, shoplifters, drug users and sellers. I have seen many drug deals happen in the TAFY parking lot. Some people will pull into the parking lot and just sit in their vehicle while clients from inside the TAFY building come in and out to hang out in the vehicle with them. This would go on for hours. Some groups of TAFY clients will walk over to Jesse Webster park (Tree park) for about 15 min then all come back. Other times I see TAFY clients walk from TAFY to Swains parking lot where they meet someone in a vehicle for a min. then head back to TAFY. I mentioned to Susan that I notice a lot of people going to the side of the building while TAFY is closed and I suspect that they are using.wifi to make drug deals. She said the girls use it for sex deals also. I was in shock to hear this response. I was unaware that was going on. It is very upsetting when I see vulnerable at -risk youth there mixed with these people. For the most part, the youth that I see there are volunteer's children or Susan's grandchild. I feel that she is putting any kids that go there at risk. The other children that I've seen go in there are client's children. Susan has been "helping" these clients since they were young and in juvy before she opened TAFY, now they are having children. TAFY (or shall I say the community) will give them baby showers and weddings. These are not necessity things. Helping turns to enabling when there is no change after several years. Susan saw my son at church when he was 11 yrs old and asked him to go to TAFY. I find that very troubling. He was not homeless or an at -risk youth. I'm glad that I know what TAFY is about and did not let him go. I'm afraid other families are unaware. There are AA and NA meetings at TAFY nightly. I asked Susan several times what days, times and who to contact. She told me she would get back to me. The 3rd or 4th time I asked I wanted her to write something down so I could show the neighbors. Finally 2-13-2016 she wrote some days and times down. She said she would get me names of who is in charge of the meetings but never did. I'm not sure if she knows. A neighbor went during a meeting one night and nobody there had heard of Susan or how to get ahold of her. There are several different meetings there every night the last one gets over at 11:30pm. I have volunteered over 15yrs of service to a nonprofit agency helping needy families in our community. Helping is great, enabling is not. Having the community to foot the bill for her to continue enabling the same people for years is wrong. Calling the name of this place TAFY so she can get support from unknowing donors is wrong. TAFY has been misleading and misrepresenting long enough. There is a petition with over 1,000 signatures for TAFY to change their ways. I hope they do. I and my two sons, until very recently lived at 702 E. Second Street. On the corner of Eunice and 2nd. I thought being a parent and living next to the "tree park" was a great location to live with my two sons. Wow, how I was so wrong. I'm a single parent of two exceptional young men. They spent the last few year living next to TAFY and it has impacted all our lives. It has not been for the good. For the last four years we have witnessed an increase in the amount of drug use and crime happen all around our neighborhood. We ourselves have been scared of our all too frequent drug dealers, thieves, and junkies using the "tree park," as well as the TAFY parking lot, and adjacent areas like Swains. Their frequent behaviors involve: drug sales, drug use, fights, stealing, squatting, defecating and littering our streets with trash and used needles while threating our families and homes. It has been on the steady increase since I moved in and continues to worsen. We know most of the individuals who frequent TAFY,'Salvation Army, Serenity House, cuz we see them often. Too often I say. They have camped in the "tree park," behind TAFY, in bushes at Swains and seem to feel it is OK to throw their used and unused needles wherever they want too. it should be cause for concern to our Port Angeles Community and whomever may happen to come across them, whether it is a child, adult, or pet. While living at 702 E Second St. I had several needles discarded on my back.walk way, a person stripping off all their clothes in my back yard, I've called in fights at the "tree park," as well as drug deals and possible overdoses and seep thieves chased by Swains employees. I have also found stashed goods previously stolen (I assume) placed in my own property bushes which have included 12guage hallow point bullets, and a girls' fast pitch softball gear. My neighbors have been terrorized by the amount of individuals who are known criminals who go to TAFY on a consistent basis. We have all participated in keeping each other informed, but it is not enough. We've all been afraid that our homes or vehicles are going to be burglarized at some point or worse. We are all scared and concerned. The TAFY church run by Susan Hilgreen across from my old address is only perpetuating the amount of drugs, drug deals, violence, and thievery in this area. It is not helping youth as they claim. They will "help" anyone who asks for it. This year alone I have witnessed two separate individuals arrested while at TAFY. They were well known for their drug dealing and criminal activity in PA, they had active warrants. TAFY is also catering to a man who has admitted to raping an underage female whom he met at TAFY. These individuals are still welcome at TAFY and receive free meals, clothes, money, laundry services and whatnot. I do not believe TAFY is helping our community but instead harming it by giving these negative human elements a safe place to harbor and possible new victims to exploit. Please help us by either shutting TAFYS doors down or making it adhere to some type of guidelines. For the safety of our community and the possible future victims. It need�to help either disadvantaged youth or nothing. WE as a community do not need to give safe havens to those who do not seek recovery to better the livesFor themselves and/or their families. PA already has several social service programs to help those seeking food, shelter, and clothing. TAFY does not need to be centered in a neighborhood with young children and families because they are now part of a growing community problem of heroin and burglary rather than part of a viable solution. PORT ANGELES — More than a dozen supporters of The Answer For Youth held signs and marched Tuesday at the Clallam County Courthouse to oppose a cut to the volunteer -based charity that supports at -risk and homeless youth. Susan Hillgren, executive director of The Answer For Youth, or TAFY, has repeatedly urged county commissioners to reconsider a $12,000 cut from the state Homeless Housing and Assistance fund. The county has previously distributed the grant to TAFY to pay rent at its outreach and drop-in center at 711 E. Second St. in Port Angeles. County officials said a review committee recommended against funding TAFY—as well as other projects — this year, as social service organizations compete for a shrinking pot of money. Prior to the picket near the courthouse steps, Hillgren and six others testified in support of TAFY in the public comment period of Tuesday's commissioners meeting. "Please remember that you three men have the responsibility and power, the power to change what isn't right," Hillgren told commissioners. TAFY spent $9,000 last year to help youth and young adults pay for fees for General Educational Development certificates, or LEDs, as well as eye glasses and YMCA memberships, Hillgren said. It offers meals, clothing, life skills training and referrals in partnership with churches and other agencies. "It's my second home, man," said Corbin Royce of Port Angeles, a 25 -year-old TAFY client. "If it wasn't for them, I wouldn't have a home." Clallam County distributed $10,000 to TAFY in 2011, $15,000 to TAFY in 2012 and $12,000 to the organization last year. The review subcommittee also rejected TAFY's $12,000 request for new funds to provide safe housing to pregnant and postpartum teens and young adults. The subcommittee said TAFY's nonprofit 501(c)(3) status had not been obtained. The subcommittee also recommended that the county not provide $13,970 in funding requests from the North Olympic Regional Veterans Housing Network and a $38,500 request from the West End Outreach Services. In the separate Affordable, l-iousing 2060 fund, the county rejected a $28,357 request from the Makah tribe and a $50,000 requestfrom the Peninsula 1-1-0 .Authodty. All told, Clallam County awarded $300,000 in Homeless Housing and Assistance funds and $85,000 in Affordable Housing grants. "We wish we could fund everybody, but we do not have the funds to do that," said Iva Burks, Clallam County Health and Human Services director. "Some very tough decisions have to be made." Commissioner Mike Chapman has said the county used a "very robust and thorough vetting process" for the distribution of state housing funds. Commissioner Mike Doherty told TAFY supporters that the trend is government is to consolidate social service programs. "I would say, in the future, it's not going to get any rosier," Doherty said. "If you look at the federal debates and the state legislative debates, money going to social services is not generally going up. It's being cut." Doherty said numerous applicants in his West End district are "in similar situations" as TAFY. "Some have closed over the years," Doherty said. "They did a great service." Hillgren co -created the Dream Center and worked at Serenity House of Clallam County before she co-founded The Answer For Youth in 2009. A 2010 recipient of a Clallam County Community Service Award, Hillgren and her organization assists an average of 50 youth and young adults per day. "We don't duplicate any services," Hillgren said after the meeting. "Nobody does what we do. Nobody's crazy enough to do what we do." Hillgren said she works 50 to 60 hours per week writing grant proposals and helping those who come through the doors. She resigned from the Homelessness Task Force on Tuesday. Humanization is the process of bring- ing them back. Regardless of their present state or condition. Ones who need help that aren't considered adults yet and yet we know there is constant suspicious activity going on and why would you want to place your kids or family around that. Wouldn't you want to feel safe and not uneasy about it. There are a bunch of people who abuse the help that is offered in many different places. This place has been stolen from a few times and broken into. They allow questionable things and people. I hope that the adults going there can get the help they need in a proper environment and allow kids to be kids. Stop throwing dirty needles around, your going to harm someone or something. If your upset about this ask yourself some questions. What has this place become from what it once was. Do we turn an eye because we want to ignore whats happening in our town? What type of future do you want to try to have for your family and next generations? I personally would like to take my kids to a park and feel its safe to do so, and I wish there were more things for the younger crowd and kids.
