R On Friday October 3, 1997, 1 was requested to go to Mr. Pomeranz' office regarding the permit issuance for the City Owned Building known as The Old Senior Center. A permit had been issued for the structural repair of the structure and the permit fees had been waived. On Monday October 6, 1997, 1 talked with Ken Ridout, who was property manager at the time this project started, he confirmed that it was his recollection that the fees were to be waived based on the work to be done was structural retrofit to a City owned structure. The City waived fees for the re-roofing of the Old Senior Center as well as Old City Hall, because it has been past practice to waive fees for improvements, alterations and /or repairs to City owned " buildings. This includes Corp Yard, City Hall, Fire Dept. Police Dept, Library Building and others. The parapet is very hazardous and the unrefnforced masonry is failing throughout the building, both internally' and 'on the exterior. Craig is recommending removal of the brick to reduce dead loads and ' in case of earthquake collapse. There are several unrefnforced columns that would have to be replaced, beams rebuilt and shear walls built to afford some degree of stability. The parapet needs either rebuilding and reinforcement installation, or remo-val. Craig also talks about uneven settlement of the building with an elevation difference of 5" from the front of the building to the center of the building. This situation could be stabilized by now. Inspection"of•,the floor beams did not indicate visible evidence of' shear ,distress from previous loadings. There are a few small nearly vertical cracks at the lower p^.rtion of the beams in the floor beams shown in photographs f3 and #4 that are primarily from flexural action and do not appear significant. There is also some cracking at the front wall lintel beam adjacent to the , north interior columns shown in photograph 15. The cause this cracking is not apparent but the small amount of reinforcenvrt in these massive four foot square beams is not sufficient to resist shrinkage cracking. There would be immediate concern regarding this cracking if the horizontal beam reinforcement does not extend a foot past the crack into the area above the column. ' The beam acting as a step between the two floor levels at the northern bay has some cracking in the lower portion which is visible above the sewer pipe shown in photograph ¢6. There is severe longitudinal and diagonally transverse cracking on and along this beam line at the south near the stair to the upper 'level floor which continues into the wall adjacent to the exterior columns. This cracking is shown in photographs 47, tet 19 and 110. These beams appear to have sufficient' shear reinforcement but the beams appear overstressed in flexure: This , 3. ;., . overstre`ss-ranges from 208 for dead loads to two times allowable for total loads. Since this building has reinforced concrete elements to resist lateral forces from earthquake motions, it would be expected, to perform better than a similar building constructed entirely from non-reinforced masonry, However, there are still some significant shortcomings with this building 'with respect to seismic resistance. The non-reinforced masonry elements and large non-reinforced concrete front corner columns attract seismic forces due to their mass and stiffness. These forces either perpendicular or parallel (in plane of the walls) may cause' failure ,of these non-reinforced elements which lack ductility:`, The , resistance level of the non-reinforced masonry walls may;-be somewhat higher where they are enclosed by reinforced concrete beams and columna. The tile and ornamentations are only attached to the building cbypthepet strength of the mortar which tends to deteriorate and is brittle being subject to, fracture in a seismic event. Photograph #1 shows some of the ornamentations as well as a missing tile block from the parapet. These ornamentations can be removed or reinforced so their attachment to the building is based on a more ductile steel connection. ,. If all the non-reinforced masonry elements were removed an Improvement in seismic performance would result due to the reduction of mass and the elimination of the brittle material that might otherwise collapse. The remaining structure would still have some shortcomings with respect to seismic performance. 'Static computer analysis was made of the structure under earthquake forces, assuming the non-reinforced masonry elements were not effective in resisting lateral forces. The six sheets of plans include only one page of structural drawings which left some details to discretion, unless other information was given to the contractor during cons- •';. 'truction. However, the size and spacing of the primary wy ; structural reinforcement for the concrete is well defined. Items of structural concern noted during a preliminary inspection were floor settlement near the entrance of the copy room upstairs,-.'cracking in the north elevation walls, loose terra cotta facia blocks on the parapet and other evidence of local mortar ,deterioration. one of the loose terra cotta blocks was placed on the' south lower level entry roof which served as home for a swarm, of yellow jackets who made it very clear that they did not want their home inspected. Baking soda and water from the Senior Center helped relieve the pain. The settlement •could be from subsiding soils or local yielding , from•,a.previous overstress. However, ' there are low ', ,modifications improvements which can be implemented that significantly improve seismic' safety, such as the reinforcement or removal of masonry parapets. These will be noted along with other higher cost improvements that would be needed to upgrade to current code criteria in case future remodel is considered. It elevation measurements indicate significant soil settlement may have occurred, it would be advisable to have the soils investigated. The steep bank at the rear of the building may :t create a stability problem which could cause soil yielding. It 'borings are required for the soils study, the cost would be approximately $3,000. If sufficient information can be obtained without borings, the cost of the geological investigations would . be approximately $1,000. I 'discussed conditions of the building with Jack Pittis, Director of; Public 'Works, and Larry ' Romig on November 9th. On the morning'. of, November 10th, Mr. - Pittis and I discussed this issue ,with,- the City Manager, Dave Plodstrom, and at that point `decided that a Structural Engineer needed to be brought on board. Thus Byron Perkins, Structural Engineer was contacted` -'and arranged to be in Port Angeles on Friday, November 13th. On the 13th Mr. Perkins , Mr. Romig, John Hicks , Parke"Superintendent , and myself, walked the building, examining the roof lines, walls, etc. It is anticipated that Mr. Perkins--may need to examine the building again, however he did obtain prints of the building and has begun a structural analysis. The asbestos hazard mentioned in your letter has been addressed in the 1988 Revised Senior Center Budget. Asbestos removal will take place in 1988. At this point the City has not determined that lives are at stake at the Senior Center as suggested in your letter. If that determination is made, the Center will , be closed and a search for alternate space will take place. The building was designed in 1930 by William Aitken, architect in Seattle, WA. The building has a poured concrete foundation and foundation ~tle . There has been serious settlement , especially at the N.B. corner of the building. The accond floor and roof are poured concrete slabs sup concrete beams and columns. The exterior wails , excepttheeeaet wall , are a combination of masonry and concrete with masonry veneers Evidently, the settlement and distortion is causing the cracking and buldging in masonry veneer. There are stress cracks In the brickwork and In the concrete columns. The main column located at the northeast corner Is fractured In two separate places. One fracture is located at the basement main fracture Is between the first and second floor. floor Junction and daylight Is visible in the basement at that point. The other It appears the north wall Is the most critical. The masonry on the north wall Is bowing out approximately 8 to 12 inches from the vertical plane. The decorated' brick at the top of the north, west, and west two-thirds of the south walls are being held in place by gravity only, the mortar is totally deterloated and lends no structural support. If one of these massive masonry units dislodged, fell and hit a pedestrian, It would crush them. The units are approximately eighty Pounds and.measure 27 x 12 x 8 Inches. _ Because of, these hazardous conditions, I would recommend only limited access and a structural analysis performed by a structural engineer to determine final steps to be taken. Asbestos was found at the main floor ceiling in the back hallway and also In the main room along the front and. sldes. Evidence leads Larry to believe that the basement r contains an old' oil-fired boiler and hot water tank embodied In asbestos with service and return water lines wrapped In the same material. The asbestos in the back hallway' is in very poor repair and should be addressed as soon as possible. Larry conducted a short visual analysis of the building on structural appearance. The south side of the structure seems to be in poor repair. The mortar is soft and can be removed easily. There Is diagonal cracking on the upper one-third of the structure, which Indicates fatigue In the exterior walls. The east one-half of the north wall shows signs of possible buckling and collapse. All mortar joints are also poor in the north wall. On September 29, 1987, an Inspection of the basement revealed some structural problems In the northeast corner of the building. It appears that at some point in tlmef, the -asbestos jacket of the boiler was removed so only clean-up will be required for that unit. There appears to be only two waterlines in the ` basement that are wrapped with asbestos. Our recommendations are as follows: t.,. 1. Make arrangements for complete asbestos removal throughout the structure. ". 2. Secure the service of a licensed professional mason to Investigate further on the condition of the brick facade of the building.
