123 E. Lopez - Drainage Inquiry
I met with Mr. & Mrs. Andrew Kumpala, owners of the above property, who complained of
exc~ssive groundwater at the above address. I visited the site and observed a hand dug trench
with ru\mTng from the northeast building corner northerly to the alley. Intercepted ground water
was flowing in the trench. The north end of the lot is 2-3 inches lower than the alley and has
a pond. The grass area is sprinkled with horsetail rush - an indicator of high groundwater.
There is no apparent overland route for the runoff.
It appears that the drain tiles surrounding the house may have failed causing groundwater to
build up at the house. The owners stated the drainage issue has been more intense since the
property to the west had been filled. In any event, once the groundwater is intercepted, there
is nowhere for the water to go.
There is a city drain in the alley to the east that terminates one lot easterly (See attached arcad
drawing). It may be possible for the Kumpulas to extend the drain to serve their lot. We
discussed this option and Mr. Kumpula informed me that his uncle owns the house to the east,
and they may both participate in extending the drain to serve both their properties. I informed
Mr. Kumpula that he would need to obtain an encroachment permit to work within the alley, and
advised him to call Trenia to work out the details.
