DEPARTMENT OF COMMUNITY DEVELOPMENT September 7, 2004 John Somers 422 East Front Street Port Angeles, WA 98362 Dear Mr, Somers: An inspection by a Public Works Engineer of the interlocking block retaining wall that was recently constructed along Front Street at your property indicates that the wall does not conform to the block manufacturer's standards for a simple wall in that it is too high and has a significant surcharge in the 1:3 slope bank behind the wall. The wall needs to be engineered to insure it has the capacity to retain the slope bank. This is especially true given that all of the remaining retaining walls on the block shows signs of overturning indicating either poor design or excessive soil creep. The wall needs to be engineered and properly constructed. This will require a slope and soils analysis by a qualified professional, and the preparation of the wall design by a qualified engineer. The current wall construction measures over 4' in height from the bottom of the footing to the top of the wall and required a building permit, no permit was obtained. The existing block wallis a potential hazzard and will need to be replaced in a timely manor, the replacement retaining wall will require a building permit. The needed wall construction work will be performed in the road right of way and will also require a right of way permit.
