HomeMy WebLinkAboutMinutes 10/20/2016 LODGING TAX ADVISORY COMMITTEE (LTAC) October 20, 2016 City Council Chambers, City Hall Port Angeles, Washington CALL TO ORDER Committee Chair Cherie Kidd called the meeting to order at 10 a.m. Voting Members Present: Cherie Kidd,Ryan Malane,Vicki Heckman,Holly Dempsey,and Robert Utz. Non-voting Members Present: Dave Shargel. Members Absent: None Staff Present: Nathan West, Ben Braudrick,Jennifer Veneklasen, Allyson Brekke, and Corey Delikat. The committee unanimously approved the minutes from its September 2016 meeting. Lodging Tax/Tourism Promotion Funding Applications for 2017 Chair Kidd reminded the committee that they were working under Washington State law as to how it can use Lodging Tax Funds.Director West spoke about the 2017 funds anticipated to be available from lodging tax. He outlined which of the projects before the committee were considered operations and which were capital. The committee agreed by consensus to pull Ride the Hurricane,Fourth of July Celebration,and Paint the Peninsula from consideration due to the fact that they are events. The committee requested that the applicants,the Port Angeles Regional Chamber of Commerce and the Port Angeles Fine Arts Center, resubmit their applications during the Event Grants application cycle. The LTAC discussed the 2017 Tourism Promotion Funding Applications. The committee agreed by consensus to the following allocations: • Tourism Commission: $26,000 • Vertigo Marketing Services: $258,814 • Visitor's Center: $74,591 • Event Grants: $101,000 • Recreation/Ballfields Sports Tournaments: $70,000 • Debt Service Transfer: $20,100 • City Priority Setting Cost Recovery: $36,000 • Contingency: $1,500 • Heritage Tourism Signage: $12,000 • Wayfinding: $100,000 • Visitors Center Operations and Tourism Summit: $16,000 • Feiro Marine Life Center: $15,125 • Olympic Peninsula Visitors Bureau: $2,500 • Peninsula Public Access: $0 Chair Kidd disclosed that she has a show"Posilively Port Angeles that airs on Peninsula Area Public Access,but that she has no conflict of interest or financial gain tied to the application. • Civic Field Improvements: $150,000 It was moved by Heckman and seconded by Utz to: Approve a final recommendation to the City Council for a total of$883,630 [as outlined in budget worked on during committee session]. Motion carried 5-0. LTAC Minutes October 20,2016 Page 2 It was moved by Malane and seconded by Dempsey to: Approve the event calendar policy for visitportangelescom. Motion carried 5-0. The Committee discussed the timeline for Event Grants applications and funding allocations. The committee heard from Michelle Little,founding member of the North Olympic Discovery Marathon; Scott Nagel,Director of the Crab Festival; and Vicci udin, Paint the Peninsula committee,about timing of the event grants applications/funding and how those timelines effect events,the benefit of clear expectations for applicants, funding criteria and policies. Director West suggested the committee could implement the use of a matrix for event grants, He said staff could start the event grants application in early November with a probable submission deadline at the end of December.
