Dear Mayor Downie,
I am writing to inform you that I just completed my latest term in office as a member of the
Washington State House of Reprcsentatives. I first ran for office in 1996 and since being elected
to the legislature, I have chaired three different commifiees. I have two decades of experience in
politics and have developed a unique understanding ofhow our political process works. Along
with this knowlcdge, I also have two decades of building bipartisan rclationships within our very
complex political system and with state regulatory agencies as well.
As I leave the elected political arena I will be entering into the government relations and
consulting business. My company, Wind River Associates, is a Washington registercd LLC. My
long-term employee and Legislative Assistant Caitlin lopez, will be working with me as well.
She has developed important contacts with staff and govemment officials. This can be key to
successfirl interactions on behalf of clients.
The legislature is divided and each party controls the House and the Senate by a single vote.
This political environment will be challenging for cities as they seek fimding for many projects
as well as monitor the impacts of new legislation. Moderates &om both parties in the legislature
will be more important ttran ever. As an original founding member of the 'Road Kill Caucus" I
have rmique understandings and insights into navigating this complex political landscape.
My firm, while adhering to the highest standards ofethical behavior, could deliver high quality,
strategic and effective services to the City of Port Angeles and the Mayor's office. I would be
happy to use my experience and contacts to assist the City of Port Angeles in this very
competitive environment.
