In Recognition ognition of the
DEPARTMENT OF ECOLOGY
WHEREAS, the City of Pot Angels was facing multiple environmental coneems, including.
• the imminent failure of the bluff'supporting the Regional Landfill, which could have
released massive amounts of garbage into the Straits of Juan de Fuca;
• the continued release of combined stormwater and waste water overflows into the
h r; and
WHEREAS, the natural beauty and pristine environment of Fort Angeles is of high importance to City
residents;and
WHEREAS, the economic conditions of this low income nasal community would have been adversely
impacted by absorbing the full cost of these projects; and
WHEREAS, the leadership and staff of the Department of Ecology, recognizing the will of the City of
Fort Angeles to address these concerns, worked to assist the City to execute the planning,
design,and construction of these projects;and
WHEREAS, the Department of Ecology's Waste-to-Energy Croup provided $3.99 million in support of
the Landfill Bluff Project in order to assist in the 1001% garbage oval; and$2.2 million
in support for the landfill Post Closure requirements after completion of the Landfill Bluff`
Project; and
WHEREAS, the Department of Ecology's Water Quality Group and Toxic Cleanup Program Group
provided expert guidance and outstanding support for the successful execution of the
Combined Sewer Overflow elution project;and
WHEREAS, without the motivated and supportive staff"within the Department of Ecology to assist the
City in achieving these long term environmental solutions,the projects would not have been
as successful.

TOXICS EA NU PROGRAM GROUP
WHEREAS, the City of Port Angeles was facing multiple environmental concerns, including the City's
historic Combined Sewer System, which allowed the flow of wastewater into the harbor
without treatment during heavy stormwater events;and
WHEREAS, the natural beauty and pristine environment of Part Angeles is of high importance to City
residents; and
WHEREAS, it was determined that the best way forward to resolve and eliminate the combined sewer
overflows was to design and construct the Combined Sewer Overflow Reduction Program,
which provided a significant upgrade to the City's wastewater system, including major
elements located on the former Rayonier Mill site, currently being cleaned-up under
provisions of the State model Toxics Control Act( CA); and
WHEREAS, the leadership of Rebecca Dawson and her staff of the Toxics Cleanup Program Group at the
Department of Ecology, recognizing the will of the City of fort Angeles to address these
concerns, wowed tirelessly within Ecology to assist the City with planning, permitting,
funding, and construction of the Combined Sewer Overflow project within the special
constraints of the MT"CA cleanup requirements; and
WHEREAS, the Department of Ecology's Toxics Cleanup Program Group worked to ensure the award
of planning grants to assist the City; and
WHEREAS, without the supportive staff of the Toxics Cleanup Program Group assisting the City to
achieve this long term environmental solution,the project would not have been as successful.

WATER QUALITY PROGRAM R P
WHEREAS, the City of Part Angeles was facing multiple environmental concerns, including the City's
historic Combined Sewer System, which allowed the flow of wastewater into the harbor
without treatment during heavy stormwater events; and
WHEREAS, the natural beauty and pristine environment of Part Angeles is of high importance to City
residents; and
"'WHEREAS, it was determined that the best way forward to resolve and eliminate the combined sewer
overflows was to design, fiend, and construct the Combined Sewer Overflow Reduction
Program, which provided a significant upgrade to the City's wastewater systems, including
increased capacity,short-term storage, and a refurbished deep water marine outfall;and
WHEREAS, thequality of life of residents in this low income community would have been adversely
impacted by having to absorb the full cost of these projects by selling expensive municipal
bonds; and
WHEREAS, the leadership of Greg Zentner and his staff of the Water Quality Program Group at the
Department of Ecology, recognizing the will of the City of Port Angeles to address these
concerns, worked tirelessly within Ecology to assist the City with planning, permitting,
funding,and construction of the Combined Sewer Overflow project;and
"'WHEREAS, the Department of Ecology's Water Quality Program Group worked to ensure the award of
low-interest rate State Revolving Trust Fund Loans; and
WHEREAS, without the supportive staff"of the Water Quality Program Group assisting the City on this
long term environmental solution,the project would not have been as successful.
