WHEREAS, in 2012, the City of Port Angeles adopted Ordinance No. 3466 establishing a Cade of Ethics, as set forth in Peart Angeles Municipal Code Chapter 3..78, and WHEREAS, the City Council has determined that the current ethic's ordinance should be revised to adopt the state's Code of Ethics for Municipal Officers,to require that city elected and appointed officials receive ethics training annually, and to repeal other provisions of the current ordinance. NOW, THEREFORE, the City Council of the City of Port Angeles, Washington, do ordain as follows: Section 1. Ordinance 3466 and Chapter 2.78 of the Port Angeles Municipal Code are hereby amended to read as follows;: CHAPTER 2.75 - CITY OF PORT ANGELES CODE OF ETHICAL, CONDIiCT 2.78.00 - Purpose. 2.78.010 - Statement of policy. -7& 030 Definitions. . 2.78.050 Standards of eonduet. 2.78.060 Filing a eomplaint. 2.79.070 Beafd of Ethi­ 2.7&090 VAier-e to seek review. �. 2.78.020- Adoration 2.7 .030- Annual Training 2.7&040 Severability 2.78.005 - Purpose. The purpose of this policy is to establish leeal standards of ethical conduct, consistent with state law standards of the steAidafds of the Poft Angeles eommunity, that apply to every Municipal Officer p.,Wie effie ,t of the City. The citizens and businesses of Port Angeles are entitled to fair, ethical and accountable local government. This chapter is intended to e state behavioral expectations of the City's pubhe offie Municipal Officers. 2.78.010 - Statement of policy. It is the policy of the City of Port Angeles to: Recognize the ethical and conduct rules established for Mfflunicipal Oofficers by provisions of &state Llaw. Uphold, pfemete a ' ' , whethef eleeted of appointed. Promote an environment of trust, integrity, respect and confidence. Recognize integrity, impartiality, accountability, openness, honesty, and respect as core values of ethical conduct for Municipal Officers of the City of Port Angeles. 2.78.02.0 - Adoption. By this reference the City hereby adopts as its code of ethics the State's Code of Ethics for Municipal Officers Cha ter 42.23 RCW. This Code shall 4pply to all Municipal Officers and defined in RCW 42.23.020. 2.78.030 - Annual Training. All City Municipal Officers shall be knowledgeable of and shall fully comply with the Code of Ethics for Municipal Officers. All Municipal Officers of the City will participate in annual ethics training. In addition the City will require and provide ethics training for all new Municipal Officers. 2.78.015 C-Onstfuetion—. Section 2 - Corrections. The City Clerk and the codifiers of this ordinance are authorized to make necessary corrections to this ordinance including, but not limited to, the correction of the scrivener's errors/clerical errors, references, ordinance numbering, section/subsection numbers and any references thereto. Section 3 - Severability. If any provisions of this Ordinance, or its application to any person or circumstances, are held invalid, the remainder of this Ordinance, or application of the provisions of the Ordinance to other persons or circumstances is not affected. Section 4 - Effective Date, This Ordinance exercises authority granted exclusively to the City Council and is not subject to referendum. It shall be in force and take effect 5 (five) days after publication according to law.
