The landslides, broken bridges/culverts, tsunami and liquefaction zones that will cause these separations have already been identified. Clallam County Emergency Management grouped these micro-islands into S Area Commands to facilitate rescue and response actions. Each Area Command is using "ground truth" observations to craft response plans that meet their situations. The area between Morse Creek and the Elwha River is designated Area Command 4. It is the only Area Command in the county that has not begun planning for the emergency. No political sub-division has agreed to take responsibility for planning for this emergency. The following slides show the predicted damage to the greater Port Angeles area infrastructure. NOTE: FEMA HITRAC studies predict 80% of all roads in Clallam County will suffer deformations of 3" or more. The bridge is expected to be destroyed. The fill over the Lee's Creek culvert is expected to suffer compaction failure making the highway unusable until heavy equipment can level the road. Draper Road may provide an emergency alternate route to the west. There is no alternate access to the east. The active landslide at the corner of Hwy 101 and Cottonwood Lane is expected to block the highway, Cottonwood Lane and possibly dam Morse Creek, flooding the Cottonwood Community. Additional landslides may block escape routes from the Cottonwood Community on both sides of the creek. Four Seasons Ranch can expect tsunami inundation below 40' elevation with possibly higher runup. Residents west of the Bridge Lane bridge may have to evacuate to safe elevations near the Koenigs car dealership by foot. RESIDENTS LIVING IN THESE ZONES MUST PLAN ON SURVING IN ALTERNATE LOCATIONS FOR A MINIMUM OF 30 DAYS. Residents should plan to survive with minimal assistance from outside the community until the Hwy 101 is opened to Port of Port Angeles or the airport. Liquefaction zone • RED dots represent fill failures over culverts or damaged bridges The Golf Course Community Sub-division is bounded by Ennis Creek on the east and White Creek on the west. Hwy 101 is the only east-west connection. The fills over the culverts on both creeks are expected to suffer compaction failure making the highway unusable until heavy equipment can level the road. There is critical compaction problem in the zone between Cafe Garden and Wendy's east bound and between Thurman's and the Rayonier Access Road west bound. Expect significant building and road damage in this area. RESIDENTS LIVING IN THIS ZONE MUST PLAN ON SURVING IN ALTERNATE LOCATIONS FOR A MINIMUM OF 30 DAYS. Residents should plan to survive with minimal assistance from outside the community until Hwy 101 is opened to the Port of Port Angeles or the airport. Residents must plan on sheltering in place for a minimum of 30 days. 5 Port Angeles East Micro-island - Division O, Sub-division 4 Olympic Medical Center Community—White Creek to Peabody Creek . . 101—destroys Days Inn J . - . Vulhite Creek - zone IL zone a y"4 �i Tsunami Zone Liquefaction Zone • RED dots represent fill failures 0 landslide Zone over culverts or damaged bridges The Olympic Medical Center Sub-division is bounded by Lee's Creek on the east and Peabody Creek on the west. Hwy 101 is the only east west connection. The fills over the culverts on both creeks are expected to suffer compaction failures making the highway unusable until heavy equipment can level the road. This is especially serious at White Creek where land settlement is expected to be severe. The area between the creeks south of 8th Street to the harbor is random unconsolidated fill built during the early 20th century. It is moderately subject to liquefaction. Any liquefaction in this urban neighborhood will have an impact on foundations and underground utilities. It will certainly result in some housing collapse and sewage contamination of surface water. All of this flows downhill to OMC. DNR landslide hazard maps show a slide hazard on the hillsides north of Lauridsen Blvd to the base of the hill. OMC may survive the quake if the unsecured propane tank 20 feet from the bluff doesn't explode and burn the place down (OMC has been warned about this). It will need hours of extensive cleanup before it can serve as anything more than an aid station. Areas below the 40' contour can expect to be destroyed by a tsunami about 1 hour after the CSZE. This means all structures below First and Lincoln will be destroyed or uninhabitable. RESIDENTS LIVING IN THESE ZONES MUST PLAN ON SURVING IN ALTERNATE LOCATIONS FOR A MINIMUM OF 30 DAYS. 6 Port Angeles West Micro-island—Division N, Sub-division 1 PAHS Community- Peabody Creek to Valley Creek tl D Tsunami Zone Liquefaction Zone • RED dots represent fill failures Landslide Zone over culverts or damaged bridges The PAHS Community Sub-division is bounded by Peabody Creek on the east and Valley Creek on the west. City streets provide numerous east-west connections but fills over the culverts on both creeks are expected to suffer compaction failure making them unusable for vehicles until heavy equipment can level the roads. This is especially serious along Lincoln Street near the Court House and City Hall where photo records show unconsolidated fill. Land settlement is expected to be severe. Roads may be available for foot traffic. The area between the creeks north of 8th Street to the harbor is believed to be random unconsolidated fill built during the early 20th century. It is subject to moderate liquefaction. Any liquefaction in this urban neighborhood will have an impact on foundations and underground utilities. It will certainly result in sewage contamination of surface water. The tsunami zone shown here is also a SEVERE LIQUEFACTION ZONE. Extensive foundation failures are expected during the earthquake. The tsunami is expected to destroy all buildings in the city lower than the corner of First and Lincoln Streets. Residents living outside of the tsunami and liquefaction zones should plan to survive with minimal assistance from outside the community until Hwy 101 is opened. Residents must plan on sheltering in place for a minimum of 30 days. RESIDENTS LIVING IN THE TSUNAMI AND LIQUEFACTION ZONES MUST PLAN ON SURVIVNG AT ALTERNATE LOCATIONS OUTSIDE OF THE ZONES FOR A MINIMUM OF 30 DAYS WITHOUT SUPPORT. 7 Port Angeles West Micro-island-Division N, Sub-division 2) Cedar Street Community(The Island) -Valley Creek to Tumwater Creek • RED dots represent fill failures over culverts or damaged bridges Tsunami Zone Liquefaction Zone 1 Landslide Zone The earthquake is expected to destroy the 8th Street bridges and the roads leading to the community at Cedar Street and Hwy 101. Access will be limited to foot traffic until heavy equipment can reopen the roads. The area between the bridges north of 8th Street to the harbor is believed to be random unconsolidated fill built during the early 201h century. It is subject to moderate liquefaction. Any liquefaction in this urban neighborhood will have an impact on foundations and underground utilities. It will certainly result in sewage contamination of surface water. Residents living outside of the tsunami and liquefaction zones should plan to survive with minimal assistance from outside the community until Hwy 101 is opened. Residents must plan on sheltering in place for a minimum of 30 days. RESIDENTS LIVING IN THE TSUNAMI AND LIQUEFACTION ZONES MUST PLAN ON SURVIVNG AT ALTERNATE LOCATIONS OUTSIDE OF THE ZONES FOR A MINIMUM OF 30 DAYS WITHOUT SUPPORT. 8 Port Angeles West Micro-island, Division N, Sub-division 3 Black Diamond Community-Valley Creek to Tumwater Creek south of Hwy 101 Valley Creek ' Tumwater Creek I §• RED dots represent fill failures over culverts or damaged bridges The earthquake is expected to destroy the Black Diamond Bridge and block the Little River Road to the Elwha. The fallen Black Diamond and Truck Route bridges will block Hwy 101. The Hwy 101 Valley Creek and Tumwater Creek fills will suffer compaction failure and will have to be regraded. The neighborhood will only be accessible to foot traffic until heavy equipment can address the problem. 9 Port Angeles West Micro-island- Division N, Sub-division 4 Airport Community-Tumwater Creek to Elwha River fRED dots represent fill • failures over culverts or damaged bridges Tsunami Zone —� Landslide Zone The Airport Community is on stable material. It is expected to survive the earthquake with minimal ground displacement. The tsunami will inundate the Elwha Reservation and Ediz Hook to the 40' elevation. Slides will block Hill and 5th Street escape routes from the tsunami zone. Some houses on the north side of 4th Street and Milwaukie Drive may be in danger of landslides. The Elwha River Bridges are expected to collapse. Residents living outside of the tsunami and landslide zones should plan to survive with minimal assistance from outside the community until Hwy 101 is opened. Residents must plan on sheltering in place for a minimum of 30 days. Fairchild Airport as Emergency Operations Base Clallam County EMD is planning on using the William F. Fairchild as the county Emergency Operations Base. The Washington National Guard held several exercises to test the feasibility of this plan. They support the plan. The close proximity of the fairgrounds, city-county-state-Port-PUD-Transit facilities along with numerous heavy industrial and construction companies make this an excellent place to mobilize and carry out rescue/response/recovery activities. The City of Port Angeles needs to prepare for this emergency or officially hand-off responsibility to the county. A decision has to be made as to whether the City takes charge of the plan or participates in setting up a unified Area 4 Command. Non-action is not an option. The county's suggested plan is to: • Set up the Emergency Operations Center • Start Life/safety rescue and response • Open a ground route from the airport to the hospital • Open ground route from Morse Creek to the Elwha for food distribution Please let me know us know how the City would like to proceed. 11
