The improvements included paving of Third Street, which has not been completed. At the time of the application Third Street was an unimproved gravel street. As part of the site improvements as submitted by Quadra Engineenng and approved by the City of Port Angeles, Third Street was to be improved to asphalt or concrete pavement. The improvements to Third Street was delayed at your request to utilize end of batch concrete. Even though the concrete batch plant operation did not go as projected, the improvements (by Fred Hill) to Third Street are still required. The pump shall be Hydromatic model SP 50, 2-inch diameter discharge, 230-volt, 60 cycle, single phase. The pumping system is available from Pump Tech, Inc, Bellevue, WA, (425) 644-8501. The control panel shall be NEMA 4X with a locking hasp door. A pump circuit breaker shall be provided. The control circuit shall be 120-volt AC with a separate fused disconnect switch. H-O-A (hand-off-automatic) switch, run light and elapsed run time meter shall be provided. An alarm condition light and horn, with silencing switch, shall be provided and shall be mounted near the plant operator location. WATER DISTRIBUTION SYSTEM 2.1 The water main may be polyvinyl chloride (PVC) or ductile iron (DI) pipe. 2.2 PVC pipe shall conform to the requirements of the American Water Works Association (AWWA), Specification C900. PVC pipe shall be pressure class 150 and shall have rubber ring and thickened bell joints. Solvent weld pipe joints will not be permitted. 2.3 Ductile iron pipe shall conform to AWWA Specification C151, thickness class 50, and shall be cement mortar lined in conformance with AWWA C104. 2.4 All fittings shall be ductile iron or class 250 gray iron in conformance with AWWA C110 and C111, and shall be cement mortar lined in conformance with AWWA C104. 2.5 Fire hydrants (if included) shall conform to AWWA Specification C502 for dry barrel hydrants; they shall be supplied with a 5¼-inch main valve opening, two 2¼-inch hose nozzles, and one 4-inch pumper nozzle; and shall be left opening, with a standard pentagon nut. Hose nozzle threads shall be in conformance with NFPA #194 for National Standard fire hose coupling hose threads. All hydrants shall have restrained mechanical joint fittings in accordance with Section 2.8 of these specifications. The hydrant valve shall be compression type where water pressure holds the main valve closed, permitting maintenance or repair of the barrel assembly from above ground under pressure. The main valve seal shall be an ether glycol urethane compound (or approved equal) that is abrasion and gravel resistant. TECHNICAL SPEC/FICA TIONS Page 3 of 11 pages The fire hydrant shall be a breakaway traffic flange type, which allows both barrel and stem to break clean upon impact from any angle. Traffic flange design must be such that repair and replacement can be accomplished above ground. All working parts shall be bronze or non-corrosive metal in accordance with the requirements of AWWA C502. Fire hydrants shall be provided with two 3/8-inch drain outlets and bronze plugs located at the base of the barrel. Painting and coating shall be in accordance with applicable AWWA Specification. 2.6 Gate valves shall conform to AVWVA C500 and shall be iron body, bronze mounted, double disk with bronze wedging device and O-ring stuffing box. Gate valves shall have mechanical joint ends, or mechanical joint by flange ends as shown on the plans. 2.7 Valve boxes shall be cast iron, two piece slip type, with coal tar enamel paint. The cover shall have the word "water" cast in it. 2.8 Restrained mechanical joint glands, where required, shall be the fully restrained type with twist off nuts to assure proper actuating torque of the restraining device. Restrained joint glands shall be Megalug Series 1100 manufactured by EBAA Iron Sales, Inc., or equal. 2.9 Service connections shall consist of ductile iron, bronze or stainless steel double strap with iron pipe thread saddles, bronze corporation stops and copper tube or polyethylene pipe service lines. Copper tube shall conform to ASTM B-88, Type K, with flared compression couplings conforming to AWWA C901 with joints in accordance with manufacturer requirements. 2.10 Water meter assemblies shall include an American 1/430 bronze meter class II conforming to AVWVA C701 and a horizontal inlet/outlet yoke with 30 inch minimum riser height, a bronze curb stop, and a concrete or polyethylene meter box. The meter box cover shall have the word "water meter" cast in it. 2.11 Pipe bedding shall be granular material conforming to WSDOT Standard Specification 9-03.16, installation shall conform to WSDOT Standard Specification 7-10.3(9)B. TECHNICAL SPEC/F/CATIONS Page 4 of 11 pages 2.12 Trench backfill in unpaved areas shall be native material placed and compacted in 12-inch lifts to 90% of maximum proctor density in accordance with ASTM 698-C. Trench back fill in paved areas shall be crushed surfacing top course per WSDOT Standard Specification 9- 03.9(3), compacted in 8-inch lifts to 95% of maximum proctor density in accordance with ASTM 698-C. 2.13 Concrete for thrust blocks shall have a minimum 28-day' compressive strength of 3000 psi. All blocks shall be poured against undisturbed earth. 2.14 Prior to system acceptance, the contractor shall, in sequence, open bore flush, hydrostatically test, and disinfect all water mains and services, and obtain a satisfactory bacteriological water sample analysis report. Hydrostatic testing shall conform to requirements of AVWVA C600. All air shall be removed from the system prior to testing. The test pressure shall be 200 psi and shall remain constant for one hour. If the pressure drops more than 5 psi during the initial hour, the contractor shall repair the system and retest or conduct a leakage test as directed by the engineer. Disinfection shall be with a calcium hypochlorite and water mixture and the resulting chlorine residual in pipes shall be 5 parts per million and shall be maintained for a minimum of 24 hours. The system shall be thoroughly flushed after disinfection. The contractor shall coordinate discharge of chlorinated disinfection water with the Washington State Department of Ecology SW Regional Office; 7272 Cleanwater Lane, LU-11; Olympia, WA, 98504; (206) 753-2352. 2.15 The contractor shall provide safety systems for trench excavation that meet or exceed the requirements of the Washington Industrial Safety and Health Act, RCW 4917 for all trench excavation that exceeds a depth of 4 feet. 3. PROCESS WATER SYSTEM 3.1 The process water main shall be ductile iron pipe conforming to AWVVA Specification C151, thickness class 52. 3.2 All fittings shall be ductile iron or class 250 gray iron in conformance with AWWA C110 and C111, and shall be cement mortar lined in conformance with AVVVVA C104. 3.3 Sanitary sewer manholes shall be as shown on the plans. TECHNICAL SPECIFICATIONS Page 5 of 11 pages 3.4 Pipe bedding and backfill shall be in accordance with Sections 2.11 and 2.12 of these specifications 3.5 The process water pumping system shall include a horizontally mounted centrifugal self-priming pump, float switches, discharge plumbing with gate and check valves as shown, a suction stariner and all required appurtences. The pump shall be capable of pumping 50 gallons per minute against a total dynamic head of 30-feet and shall have 3-inch suction and discharge piping connections. The motor shall 240-volt, 60 cycle, single phase. Self-priming horizontal centrifugal pumps are available from Beckwith & Kueffel, Seattle WA, (206) 767-6700. The control panel shall be NEMA 4X with a locking hasp door. A pump circuit breaker shall be provided. The control circuit shall be 120-volt AC with a separate fused disconnect switch. H-O-A (hand-off-automatic) switch, run light and elapsed run time meter shall be provided. An alarm condition light and horn, with silencing switch, shall be provided and shall be mounted near the plant operator location. Float switches shall be located as shown on the plans. The pump ON switch (at 2-foot water depth) shall have an override connected to the pH / Carbon dioxide system. 3.6 The pH sensor and carbon dioxide injection system shall be as follows: At 2-foot water depth the pH sensor shall measure the process water pH. If pH is between 6.5 and 7.5 the system shall signal the pump to start. If pH is less than 6.5 the system shall actuate carbon dioxide injection. After a 30 minute contact time the pH sensor shall measure pH. If pH is between 6.5 and 7.5 the system shall signal the lead pump to start. If pH is less than 6.5 the process shall repeat. The carbon dioxide injector shall consist of a perforated pipe or manifold configured to assure uniform distribution throughout the process water treatment pond. Controls shall be in a NEMA 4X enclosure for outdoor mounting. The pH sensor and carbon dioxide injection system is available from Clean Water Systems, Inc, Summner, WA (800) 525-7444 3.7 Process water meter assemblies shall include an American ~-430 bronze meter class II conforming to AWWA C701. TECHNICAL SPECIFICATIONS Page 6 of 11 pages 3.8 Pressure testing of the process water main shall be with Iow air pressure after installation is complete. Low-pressure air tests shall be done in accordance with the following procedures: Pipe plugs shall be placed at each open pipe end in manholes. The air test fitting type and location shall be at the Contractors' option. When all necessary test equipment is in place, a compressed air supply shall be attached to the air fitting on the test equipment and the air pressure within the line increased to four pounds per square inch. After the air supply is securely turned off or disconnected, there shall be a two-minute waiting period. In no case shall the air pressure within the line be less than 3.5 psi at the beginning of the test period. The test duration shall be two minutes and the allowable air pressure loss shall not exceed 1.0 psi. After completion of a test, the air pressure shall be released slowly through a valve incorporated in the test equipment. Air test plugs shall not be removed un[il the air pressure is no longer measurable. PAVEMENT 4.1 Asphalt concrete pavement shall be class "B" and comply with specifications in Section 5-04 of the State of Washington Standard Specifications for Road and Bridge Construction. Asphalt concrete pavement shall be compacted to the depth shown of the plans. 4.2 Cement concrete pavement shall comply with specifications in Section 5-05 of the State of Washington Standard Specifications for Road and Bridge Construction. Cement concrete pavement shall be the thickness shown on the plans. 4.3 Crushed surfacing and gravel base shall comply with specifications in Sections 9-03.9(3) and 9-03.10, respectively, of the State of Washington Standard Specifications for Road and Bridge Construction. Surfacing shall be compacted to 95% of maximum Modified Proctor Density and base shall be compacted to 90% of maximum Modified Proctor Density in accordance with ASTM D-1557 to the finished depths shown on the Plans. 5. EXCAVATION AND EMBANKMENT 5.1 All driveway and road area excavation and embankment shall be to the lines and grades shown on the plans. All cuts in undisturbed soil shall have a maximum slope of 2.0 horizontal to 1.0 vertical. All embankment shall be placed on prepared surfaces stripped of top soil, roots, stumps an other organic material. Embankment in the batch plant vicinity only, may be placed and compacted over the existing cement concrete pavement. Embankment faces shall have a maximum slope of 2,0 horizontal to 1.0 vertical. Embankments in excess of 10 feet deep, on slopes steeper than 5.0 horizontal to vertical, shall be placed on prepared benches with vertical steps not in excess of 24 inches. 5.2 All embankment shall be Gravel Borrow in accordance with specifications in Section 9-03.14(1) of the State of Washington Standard Specifications for Road and Bridge Construction. embankment shall be compacted in 8 inch maximum loose thickness lifts to 95% of the maximum Modified Proctor density in accordance with ASTM D1557. TECHNICAL SPECIFICATIONS Page 8 of 11 pages 5.3 Gravel backfill for walls shall be in accordance with specifications in Section 9-03.12(2) of the State of Washington Standard Specifications for Road and Bridge Construction. 6. TRAFFIC CONTROL 6.1 All traffic control shall be in accordance with WSDOT Standard Specification 1-07.23 and City of Port Angeles requirements. TECHNICAL SPECIFICATIONS Page 9 of 11 pages 7. EROSION, SEDIMENTATION CONTROL 7.1 All clearing, grading, filling and drainage work shall conform to City of Port Angeles requirements. 7.2 The ditches and all areas disturbed by construction shall be planted with grass, to provide biofiltration of runoff and erosion control. 7.3 Upon completion of construction immediately revegetate all disturbed areas. The extent of the area of construction should be minimized. Existing vegetation around the construction site should be protected and maintained to the maximum extent posible. 7.4 Grass species shall be Kentucky Blue Grass, Tall rescue, Perennial Rye or Chewing rescue. The application rate shall be 120 pounds of seed per acre. All work shall be in accordance with section 11-5.4.3 of the Puget Sound Storm Water Management Manual. 7.5 Seeding success shall be evaluated one year after completion. If there is less than 40 % coverage, reseeding shall be performed using a different seed mixture and care regime. 7.6 Avoid construction during fall and winter or other periods likely to experience heavy rainfall. During heave rain, place visqueen sheeting over areas with exposed soil. 7.7 During extremely dry periods dust control with sprinkling may be required. 7.8 Upon completion of construction and periodically thereafter, accumulated silt and other debris shall be removed from the ditches, culverts, and catch basins for proper disposal. 7.9 Siltation fences, check dams, straw bales or other methods to prevent or control erosion will be required as shown on the Plans and during construction as required by the Engineer. 8. SITE CLEANUP 8.1 Final site cleanup shall include removal of all construction debris, temporary erosion control and traffic control measures as applicable. 8.2 Final site cleanup shall be accomplished to the satisfaction of the owner. STRUCTURAL 9.1 All concrete work shall conform to the requirements of the ACI Detailing Manual, SP 66 and the ACI publication Mass Concrete for Dams and Other Massive Structures. Concrete shall have a minimum 28-day compressive strength of 4,000 psi and shall have 5% to 7% air entrainment in conformance with ASTM C-260. Structural design uses criteria based on 2500 psi concrete to eliminate UBC Special Inspection requirements. Reinforcing steel shall have a minimum yeild strength Of 60,000 psi in conformance with ASTM A-615. Lap splice bars as follows, unless noted otherwise: #3 bars, 16"; ~4 bars, 24", #5 bars, 30"; #6 bars, 42". Hook horizontal bars continuous at corners at lapsplice per above. Weld reinforcement only if sopecified or approved by the Engineer. A mill certificate to verify weldability, and appropriate welding procedures, in accordance with AWS D.14, will be required. 9.2 Titan Injection Anchors shall be 2 1/16-inch nominal outside diameter, 1 1/32-inch inside diameter grouted solid in 6-inch (approximate) diameter drilled holes into the underlying fill and native soil. Grout shall be non-shrink in conformance with ASTM C-845T. 9.3 All structural steel fabrication shall conform to WSDOT 6-03. All structural steel plate shall be in conformance with ASTM A-36. WATER DISTRIBUTION SYSTEM 2.1 The water main may be polyvinyl chloride (PVC) or ductile iron (DI) pipe. 2.2 PVC pipe shall conform to the requirements of the American Water Works Association (AWWA), Specification C900. PVC pipe shall be pressure class 150 and shall have rubber ring and thickened bell joints. Solvent weld pipe joints will not be permitted. 2.3 Ductile iron pipe shall conform to AWWA Specification C151, thickness class 50, and shall be cement mortar lined in conformance with AWWA C104. 2.4 All riflings shall be ductile iron or class 250 gray iron in conformance with AWWA C110 and C111, and shall be cement mortar lined in conformance with AWWA C104. 2.5 Fire hydrants (if included) shall conform to AVVWA Specification C502 for dry barrel hydrants; they shall be supplied with a 5¼-inch main valve opening, two 2~-inch hose nozzles, and one 4-inch pumper nozzle; and shall be left opening, with a standard pentagon nut. Hose nozzle threads shall be in conformance with NFPA//194 for National Standard fire hose coupling hose threads. All hydrants shall have restrained mechanical joint fittings in accordance with Section 2.8 of these specifications. The hydrant valve shall be compression type where water pressure holds the main valve closed, permitting maintenance or repair of the barrel assembly from above ground under pressure. The main valve seal shall be an ether glycol urethane compound (or approved equal) that is abrasion and gravel resistant. TECHNICAL SPECIFICATIONS Page 3 of 11 pages The fire hydrant shall be a breakaway traffic flange type, which allows both barrel and stem to break clean upon impact from any angle. Traffic flange design must be such that repair and replacement can be accomplished above ground. All working parts shall be bronze or non-corrosive metal in accordance with the requirements of AWWA C502. Fire hydrants shall be provided with two 3/8-inch drain outlets and bronze plugs located at the base of the barrel. Painting and coating shall be in accordance with applicable AWWA Specification. 2.6 Gate valves shall conform to AWWA C500 and shall be iron body, bronze mounted, double disk with bronze wedging device and O-ring stuffing box. Gate valves shall have mechanical joint ends, or mechanical joint by flange ends as shown on the plans. 2.7 Valve boxes shall be cast iron, two piece slip type, with coal tar enamel paint. The cover shall have the word "water" cast in it. 2.8 Restrained mechanical joint glands, where required, shall be the fully restrained type with twist off nuts to assure proper actuating torque of the restraining device. Restrained joint glands shall be Megalug Series 1100 manufactured by EBAA Iron Sales, Inc., or equal. 2.9 Service connections shall consist of ductile iron, bronze or stainless steel double strap with iron pipe thread saddles, bronze corporation stops and copper tube or polyethylene pipe service lines. Copper tube shall conform to ASTM B-88, Type K, with flared compression couplings conforming to AWWA C901 with joints in accordance with manufacturer requirements. 2.10 Water meter assemblies shall include an American ~430 bronze meter class II conforming to AWWA C701 and a horizontal inlet/outlet yoke with 30 inch minimum riser height, a bronze curb stop, and a concrete or polyethylene meter box. The meter box cover shall have the word "water meter" cast in it. 2.11 Pipe bedding shall be granular material conforming to WSDOT Standard Specification 9-03.16, installation shall conform to WSDOT Standard Specification 7-10.3(9)B. TECHNICAL SPECIFICATIONS Page 4 of 11 pages 2.12 Trench backfill in unpaved areas shall be native material placed and compacted in 12-inch lifts to 90% of maximum proctor density in accordance with ASTM 698-C. Trench back fill in paved areas shall be crushed surfacing top course per WSDOT Standard Specification 9- 03.9(3), compacted in 8-inch lifts to 95% of maximum proctor density in accordance with ASTM 698-C. 2.13 Concrete for thrust blocks shall have a minimum 28-day compressive strength of 3000 psi. All blocks shall be poured against undisturbed earth. 2.14 Prior to system acceptance, the contractor shall, in sequence, open bore flush, hydrostatically test, and disinfect all water mains and services, and obtain a satisfactory bacteriological water sample analysis report. Hydrostatic testing shall conform to requirements of AWWA C600. All air shall be removed from the system prior to testing. The test pressure shall be 200 psi and shall remain constant for one hour. If the pressure drops more than 5 psi during the initial hour, the contractor shall repair the system and retest or conduct a leakage test as directed by the engineer. Disinfection shall be with a calcium hypochlorite and water mixture and the resulting chlorine residual in pipes shall be 5 parts per million and shall be maintained for a minimum of 24 hours. The system shall be thoroughly flushed after disinfection. The contractor shall coordinate discharge of chlorinated disinfection water with the Washington State Department of Ecology SW Regional Office; 7272 Cleanwater Lane, LU-11; Olympia, WA, 98504; (206)753-2352. 2.15 The contractor shall provide safety systems for trench excavation that meet or exceed the requirements of the Washington Industrial Safety and Health Act, RCW 4917 for all trench excavation that exceeds a depth of 4 feet. 3. PROCESS WATER SYSTEM 3.1 The process water main shall be ductile iron pipe conforming to AVVWA Specification C 151, thickness class 52. 3.2 All fittings shall be ductile iron or class 250 gray iron in conformance with AWWA C110 and C111, and shall be cement mortar lined in conformance with AVVVVA C104. 3.3 Sanitary sewer manholes shall be as shown on the plans. TECHNICAL SPECIFICATIONS Page 5 of 11 pages 3.4 Pipe bedding and backfill shall be in accordance with Sections 2.11 and 2.12 of these specifications 3.5 The process water pumping system shall include a horizontally mounted centrifugal self-priming pump, float switches, discharge plumbing with gate and check valves as shown, a suction stariner and all required appurtences. The pump shall be capable of pumping 50 gallons per minute against a total dynamic head of 30-feet and shall have 3-inch suction and discharge piping connections. The motor shall 240-volt, 60 cycle, single phase. Self-priming horizontal centrifugal pumps are available from Beckwith & Kueffel, Seattle WA, (206) 767-6700. The control panel shall be NEMA 4X with a locking hasp door. A pump circuit breaker shall be provided. The control circuit shall be 120-volt AC with a separate fused disconnect switch. H-O-A (hand-off-automatic) switch, run light and elapsed run time meter shall be provided. An alarm condition light and horn, with silencing switch, shall be provided and shall be mounted near the plant operator location. Float switches shall be located as shown on the plans. The pump ON switch (at 2-foot water depth) shall have an override connected to the pH / Carbon dioxide system. 3.6 The pH sensor and carbon dioxide injection system shall be as follows: At 2-foot water depth the pH sensor shall measure the process water pH. If pH is between 6.5 and 7.5 the system shall signal the pump to start. If pH is less than 6.5 the system shall actuate carbon dioxide injection. After a 30 minute contact time the pH sensor shall measure pH. If pH is between 6.5 and 7.5 the system shall signal the lead pump to start. If pH is less than 6.5 the process shall repeat. The carbon dioxide injector shall consist of a perforated pipe or manifold configured to assure uniform distribution throughout the process water treatment pond. Controls shall be in a NEMA 4X enclosure for outdoor mounting. The pH sensor and carbon dioxide injection system is available from Clean Water Systems, Inc, Summner, WA (800) 525-7444 3.7 Process water meter assemblies shall include an American ¢t.430 bronze meter class II conforming to AWVVA C701. TECHNICAL SPEC/FICA TIONS Page 6 of 11 pages 3.8 Pressure testing of the process water main shall be with Iow air pressure after installation is complete. Low-pressure air tests shall be done in accordance with the following procedures: Pipe plugs shall be placed at each open pipe end in manholes. The air test fitting type and location shall be at the Contractors' option. When all necessary test equipment is in place, a compressed air supply shall be attached to the air fitting on the test equipment and the air pressure within the line increased to four pounds per square inch. After the air supply is securely turned off or disconnected, there shall be a two-minute waiting period. In no case shall the air pressure within the line be less than 3.5 ps/at the beginning of the test period. The test duration shall be two minutes and the allowable air pressure loss shall not exceed 1.0 psi. After completion of a test, the air pressure shall be released slowly through a valve incorporated in the test equipment. Air test plugs shall not be removed until the air pressure is no longer measurable, TECHNICAL SPECIFICATIONS Page 7 of 11 pages 3.9 The Contractor shall provide safety systems for trench excavation that meet or exceed the requirements of the Washington Industrial Safety and Health Act, RCW 4917 for all trench excavation that exceeds a depth of 4 feet. 4. PAVEMENT 4.1 Asphalt concrete pavement shall be class "B" and comply with specifications in Section 5-04 of the State of Washington Standard Specifications for Road and Bridge Construction. Asphalt concrete pavement shall be compacted to the depth shown of the plans. 4.2 Cement concrete pavement shall comply with specifications in Section 5-05 of the State of Washington Standard Specifications for Road and Bridge Construction. Cement concrete pavement shall be the thickness shown on the plans. 4.3 Crushed surfacing and gravel base shall comply with specifications in Sections 9-03.9(3) and 9-03.10, respectively, of the State of Washington Standard Specifications for Road and Bridge Construction. Surfacing shall be compacted to 95% of maximum Modified Proctor Density and base shall be compacted to 90% of maximum Modified Proctor Density in accordance with ASTM D-1557 to the finished depths shown on the Plans. 5. EXCAVATION AND EMBANKMENT 5.1 All driveway and road area excavation and embankment shall be to the lines and grades shown on the plans. All cuts in undisturbed soil shall have a maximum slope of 2.0 horizontal to 1.0 vertical. All embankment shall be placed on prepared surfaces stripped of top soil, roots, stumps an other organic material. Embankment in the batch plant vicinity only, may be placed and compacted over the existing cement concrete pavement. Embankment faces shall have a maximum slope of 2.0 horizontal to 1.0 vertical. Embankments in excess of 10 feet deep, on slopes steeper than 5.0 horizontal to vertical, shall be placed on prepared benches with vertical steps not in excess of 24 inches. 5.2 All embankment shall be Gravel Borrow in accordance with specifications in Section 9-03.14(1) of the State of Washington Standard Specifications for Road and Bridge Construction. All embankment shall be compacted in 8 inch maximum loose thickness lifts to 95% of the maximum Modified Proctor density in accordance with ASTM D1557. TECHNICAL SPECIFICATIONS Page 8 of 11 pages 5.3 Gravel backfill for walls shall be in accordance with specifications in Section 9~03.12(2) of the State of Washington Standard Specifications for Road and Bridge Construction. 6. TRAFFIC CONTROL 6.1 All traffic control shall be in accordance with WSDOT Standard Specification 1-07.23 and City of Port Angeles requirements. TECHNICAL SPECIFICATIONS Page 9 of 11 pages 7. EROSION, SEDIMENTATION CONTROL 7.1 All clearing, grading, filling and drainage work shall conform to City of Port Angeles requirements. 7.2 The ditches and all areas disturbed by construction shall be planted with grass, to provide biofiltration of runoff and erosion control. 7.3 Upon completion of construction immediately revegetate all disturbed areas. The extent of the area of construction should be minimized. Existing vegetation around the construction site should be protected and maintained to the maximum extent posible. 7.4 Grass species shall be Kentucky Blue Grass, Tall Fescue, Perennial Rye or Chewing Fescue. The application rate shall be 120 pounds of seed per acre. All work shall be in accordance with section ~1-5.4.3 of the Puget Sound Storm Water Management Manual. 7.5 Seeding success shall be evaluated one year after completion. If there is less than 40 % coverage, reseeding shall be performed using a different seed mixture and care regime. 7.6 Avoid construction during fall and winter or other periods likely to experience heavy rainfall. During heave rain, place visqueen sheeting over areas with exposed soil. 7.7 During extremely dry periods dust control with sprinkling may be required. 7.8 Upon completion of construction and periodically thereafter, accumulated silt and other debris shall be removed from the ditches, culverts, and catch basins for proper disposal. 7.9 Siltation fences, check dams, straw bales or other methods to prevent or control erosion will be required as shown on the Plans and during construction as required by the Engineer. 8. SITE CLEANUP 8.1 Final site cleanup shall include removal of all construction debris, temporary erosion control and traffic control measures as applicable. 8.2 Final site cleanup shall be accomplished to the satisfaction of the owner. STRUCTURAL 9.1 All concrete work shall conform to the requirements of the ACI Detailing Manual, SP 66 and the ACI publication Mass Concrete for Dams and Other Massive Structures. Concrete shall have a minimum 28-day compressive strength of 4,000 psi and shall have 5% to 7% air entrainment in conformance with ASTM C-260. Structural design uses criteria based on 2500 psi concrete to eliminate UBC Special Inspection requirements. Reinforcing steel shall have a minimum yeild strength Of 60,000 psi in conformance with ASTM A-615. Lap splice bars as follows, unless noted otherwise: #3 bars, 16"; #4 bars, 24", #5 bars, 30"; #6 bars, 42". Hook horizontal bars continuous at corners at lapsplice per above. Weld reinforcement only if sopecified or approved by the Engineer. A mill certificate to verify weldability, and appropriate welding procedures, in accordance with AWS D.14, will be required. 9.2 Titan Injection Anchors shall be 2 1/16-inch nominal outside diameter, 1 1/32oinch inside diameter grouted solid in 6-inch (approximate) diameter drilled holes into the underlying fill and native soil. Titan anchors and accessories are available from Con- Tech Systems Ltd, Delta, BC, Canada, (604) 946~5571. Grout shall be non-shrink in conformance with ASTM C-845T. 9.3 All structural steel fabrication shall conform to WSDOT 6-03. All structural steel plate shall be in conformance with ASTM A-36. All bolts, nuts, washers shall be in conformance with ASTM A-307, Grade A or B. Anchor bolts shall conform to ASTM A449. Welding shall be in conformance with AWS D1.1, Structural Welding Guide, current edition. All structural steel, bolts, anchor bolts, nuts and washers shall be hot-dip galvanized, after fabrication, in conformance with ASTM A153. The specific limits of this use permit area are: That portion of the 20 foot wide public alley east of Marine Drive at 720 Marine Drive (APN 063000009715) and North of Third Street, from 165 feet east of Marine Drive to 432 feet east of Marine Drive (267 feet total). This area will be used for the exclusive operation of a concrete batch plant to be installed on the applicant's property. Because the alley bisects the two parcels owned by the applicant, the ability to utilize both parcels together as one business is significantly hampered. With the two sites totaling 1.6 acres, there is sufficient area to handle the proposed concrete batch plant. There is not enough area on either parcel alone. This permit will allow the applicant to restrict general public access to areas where heavy equipment will be operating. Within the 20' alley, there will be an ecology block wall, four hoppers for loading aggregate and four conveyors moving the aggregate to the batch plant. Access to public utilities by authorized personnel will be made available. The project will underground the existing power and phone overhead facilities through the site. The alley is not currently used by the public from 165 feet east of Marine Drive easterly. The alley is physically blocked with material being stored on site and no through travel east to Tumwater Street is possible. With the alley bisecting the proposed batch plant site, normal business operations would endanger any general public alley user. Safety conditions would be greatly enhanced by allowing the applicant to have exclusive use of the requested 267 feet of alley. The only property owner affected by this closure is Union Oil, who does not use the alley because their land sits vacant.
